the Whigs throughout the country, and their
prompt rally |to the support of the highest nn*
tionaf Interested the spirit here displuyed^nf*
ficlently attest the importance of preserving
and re-invigorating their party organization,
that a National Whig Committee, composed or
one member from each State, be appointed by
the President, with authority to call any future
Convention, and generally promote the efi'ec-
tiveorganh&tton of the party, throughout the
Resolved, That these resolutions he publish
ed and respectfully submitted by this Conven
tion as %n address to the people of the United
States.
The resolutions were received with unbound
ed enthusiasm, and adopted unanimously.
Great Britain and Mexico.
The following is the letter upon wheih the
telegraphic report of difficulties between
Great Britain and Mexico was founded:

Havana, Sept, is, I860.
Whilst tlio U. S. mail steamship Philadelphia
was yet on route to New Orlcaus, by which
ship I wrote you, there arrived the British
screw steam corvette Tartar, of twenty guns
and two hundred and fifty horse power, from
Vera Crass. It was not, however, until some
hoars alter the departure of the Philadelphia
that the errand of the Tartar was made public.
8he proceeds immediately, I understand, to the
various porta of this station at which the ves
sels of tlio British squadron are known to ren
dezvous, going first to Bermuda, to collect to
gether a sufficient force to awe the Government
of Mexico into a compliance with the demands
of Great Britain. As to the precise nature of
those demands, I confers I do not possess any
very clear ideas, i suppose, however, that
the naymeut of the debt due to British subjects
by Mexico, or at least paper security for its
puymeut, is what Great Britain requires.
The British Minuter at Mexico, Mr. D’Oy-
loy, has, I leuru, demanded his passports, and
it is also reported that if upon the appearance
of tno British fleet of Vera Cruz, the • emauds
of (ireat Brituiu are not complied with,theuu
rigid blockade of the chief Mexicau ports will
forthwith bo eu forced. Tue commerce bet ween
tho United States and Mexico is of so extensive
a character, us to justify the interference of the
former, at least rs u mediator iu this matter.

Excellency the Marques de la tiabana, the Mar
S uesa and their daughter. They landed about
o’clock; the band, which woe then perform
ing on the Plata de Armas, played the Na-

t not been night we should doubtless have had
grand display; as it ,was the band continued
performing uutil 10 instead of leaving off at 9

Thecxtremoly hot and dry weather of the
last aix weeks has, we fear, seriously impaired
the value of the cotton cron in this section of
the Stale. The forms are fulling in great num
bers. It Is so late in the season that uo great
fears are entertained f rom the cuterpillar; on
some plantations'they are said to have uppeared
but not insufficient numbers to injure the crop
thus far. On the whole there will lie much
below an average crop both of com and cotton,
tbbi year in this palish; and we learn that tho
came may lie saiu of the crops iu DeSoto and
Sabine.
Tho Hou. Townsend Harris the American
Minister to Blum, has lately concluded a com
mercial treaty between that government and
our own. ^
A Bloody Indian War Apprehended in
tbi Northwest.—The St. Paul Pioneer, of the
8th Init: gives the intelligence of a threatened
warbetween the Sioux andChipimwa Indians,
K rtly growing out of recent murders committed
tne Ohlppewaa amoung the Sioux, their
hereditary enemies, and partly fnom a misun
derstanding between the Indian agent and the
Sionx in regard to the .delivering over of
certain yonng men engaged in forays into tho
Chippewa country. The superintendent deman
ded those men; on the refusal to comply, the
annuities were suspended. Afterwards they
complied, but for some reason they have not
received their money. The consequence is, a
bad state of feelings exists. The Sioux de
mand the young men, and threaten a wav of
the Chippewos.
