The schedule will state the times within which
articles will be required to be delivered, and
where the printed schedule is not used, the
periods stated in it for deliveries must be co-
E ied in the bids. All the articles which may
b contracted for must be delivered :at such
place or places, including drayage and carttbi
to the place where used within the navy-yard
respectively, for which the offer is made, a*
maybe directed by the commanding officer
thereof; and, all otber things being equal, pre
ference will be given to American manufac
ture. No article will be received after the ex
piration of the period specified in the schedule
for the completion or deliveries, unless special
ly authorized by the department.
It ia to be provided in the contract and to
be distinctly understood by the bidders, that
the amount and number of articles enumerated
in classes beaded “mlsselleancous” are specified
as tho probable quantity which may be re
quired, os well as to fix data for determinat
ing the lowest bid; but the contractor is to
furnish more or less of the said enumelated ar
ticles, and in such quantities, and at snch
times, as the bureau or commandant may re
quire such increase, however, not to exceed one
third of the quantities stated (and requisitions
sent through the poet office shall be deemed
sufficient notice,) during the fiscal year ending
30th Juue, 1850; and whether the quantities
required be more or less than those specified,
the prices shall remain the some.
All the articles under the contract must be
of the best quality, delivered in good order,
free ol oil and every chargo or expense aud
snbject to the inspection, count, weight, or
measurement of the said navy-yard, and be in
all respects satisfactory to the command and
thereof. Bidders are referred to the yard for
plans specifications, or samples, and a further
description of the articles. Contractors for
classes headed “mUsellaneous,” who do not re
side near the place where the anicles are to be
delivered, will be required to name in their pro
posals an agent at the city or principal place
near the yard of delivery, who may be called
upon to deliver articles without delay when
they shall be required.
Approved sureties iu the full umouQ of the
contract will be required, and twenty per cen
tum as additional security deducted from each
payment nntil the contract shall have been
completed or cancelled, unless otherwise
authorized^ the department On classes hea
ded “miscellaneous,” to be delivered os requir
ed during the fiscal year, the twenty per cen
tum retained may, at the discretion ot the com
mandant, be paid quarterly on the first of Jan
uary. April, July, and October, when the de
liveries have been satisfactory*, the balance
(eighty per cent.) will be paid by the respec
tive navy-agents within thirty days after the
presentation of bills, in triplicate, duly vouched
and approved.
No part of the per centum reserved is to be paid
until the rejected articles offered under tho
contract shall have been removed from tho
yard, unless specially authorized by the depart
ment
It will be stipulated in tho contract that if
default shall be made by the parties of the first
part in delivering all or any of the articles
mentioned, of tho quality ana at the times and
places above provided, then, and in that case
the said parties will forfeit and pay to the
United States, as liquidated damages, a sum of
money equal to twice the amount of tho con
tract price herein agreed upon as tho price to
he paid for the articles in case of the actoal
delivery thereof, which liquidated damages
may be recovered from time to time as they ac
crue.
The sureties must sign the contract, and
their reapoaibiUty certified to by a navy agent,
collector, district attorney, or some other per
son saclsfactorily known to the bureau.
It is to be provided in the contract that tho
bureau shall nave the power of annulling the
contract, without loss or damage to the govern
ment, in case Congress shall not have mode
sufficient appropriations for the articles named,
or for the completion of tho works estimated
for. and on which this advertisement is based;
and shall also have the power to increase or
diminish lhe quantities named in the classes
not headed “miscellaneous” in the schedule

Persons whose offers shall be accepted will
be notified by letter through the post office,
which notice shall be considered sufficient; and
if they do not enter enter into contract for
tho supplies specified within fifteen days from
the date of notice from tho bureau of the ac
ceptance of their bid, a contract will be made
with some other person or persons, and the
guarantors of bucu defaulting bidder will be
held responsible for all delinquencies. -
All offers not made in strict conformity with
this advertisement will, at the option of the
bureau, be rejected.
Those only whose offersmay be accepted will
be notified, and contracts will he ready for ex
ecution as soon thereafter as may be practica
ble.

The Fillmore and Fremont Coalition
■n Philadelphia.
Philadelphia, Sept, 17—A meeting was
held last evening at the National Hall, called
by Lewis 0. Levin, to repudiate the Union
ticket.
Mr. Lerin was hooted down and bnstlcd
out of the hall, aud subsequently the Union
ticket was heartily approved and Levin deuouuo
ed.
The meeting then fanned a procession and
marched to the Fillmore meeting to Spring
Garden, where similar resolutions were adopt-
ed.
The Union ticket here alluded to, is a ticket
tar State officers to Pennsylvania, nominated
Jointly by the Mends of Fillmore and Fremont-
Fillmore's supporters, in Pennsylvania, are
leagued together with tho Fremonters in behalf
of the same ticket, aud that is the way they
“are lighting our battles to^he North!“ The
elcctiou comes OB' on the Uth of October.
Patriotic Southerners in the Know Nothing
ranks, are requested to make a uote of this
coalition—Should the Democrats be defeated,
the victory, of course, will redound to the bene-
Bt and go to the encouragement of the Black
Republicans.
In Philadelphia, Mr, Levin and others, called
a meeting to repudiate the coalition. Herein
their call tar the meeting mentioned in the tare
going dispatch:

our glorious Union, rally! All opposed to the
Black Republican Unlun ticket, token up by
certain members of the Legislature of Penn
sylvania, are Invited to attend a moss meeting
at Naiional Hall .Market street below Thirteenth
st., on Tuesday eveningSept. 16th, at 8 o’clock.
Come up. boys of '44; yon are about to boild up
your glorious party 1 The Hon. Henry M. Ful
ler, Hon. L. C. Levin, Isaac Hazlehurst aud
others, will address tho meeting, and point out
the true path to American glory to the elcctiou
of Millard Fillmore."
In response to the foregoing, another call

scene of Indescribable confusion. From the
tallowing remark which fell from him.it would

sovereignty” as our neighbor:

Levin was refused a hearing, and narrowly
escaped with his life.
The tallowing resolution was adopted with
great enthusiasm:

et, and will give it our earnest and undivided
support at the coming election.
Southern voters 1 ore you prepared to co
operate with the Mends of Fremont, Fillmore
and Company to defeat tbe Pennsylvania De
mocracy and James Buchanan ?—tar that is tne
game in lhe old “Keystone Slate," as it was
to Maine, and as it was in Iowa. Is any party
whose organization throughout a large portion
or the North is to coalition with the Black
Republicans, a party worthy of yonrmember-
ship?
What is it that now gives the Fremonten
their confidence? The result in Maine and
Iowa. ■ What brought about that result? The
union between the rriends of Fillmore and
Fremont to Pennsylvania and Indiana, (to
both ot which elections occur to October) there
is a similar coalition. Suppose It successful,
