over, except that of tho very late planting#—
Upon the Savannah River, the crop la said to
bo a fair avorago one, with loan complaint of
volunteer than last year.
On Ogeecheo we understand that they have
nude an exccllant crop.
The Rice crop, generally, will by no means
be a large oue. There are very extensive plant*
lags of Rico in tho Inland swamps of Georgia
*ml South Caruliuu, uiuslyf which will not
make the seed that waa put in the ground.
Also on many of tho short rivers, ns nil ol
them were salt up to their sources.
Sea Island Cotton iu this region is not very
promising; the planters complain greatly ot
it's inking the “rust/’ which will cut off the
yield wry considerably. It is not opening well

dress. We call on our farmers of Chatham
ami Effingham Counties to show forth tho pro

Lust year tho Fair was hold so far from the
olty, that no great number of representatives
or Savannah were upon the ground. Upon
this occasion, however, it is hut a pleasant No
vember morning's walk upon tho Railroad to
tho spot, ahd ullof our ciixens can attend.
This is a iiuivoinoiit iu an excellent direction,
bringing the people from the country in con
tact with thoso of the city; if stimulates indus
try, and cucourages trade. We advise all of
our city readers to.become members of the
Club, the admission lee is but oue dollar. An
iuditetriol enterprise of this kind, if fostered by
this city, will become the means of collecting
urge uumbors of utrngers every fall.

Massacre.
This document gives the wholo testimony iu
detail taken by Mr. Corwiue on the Isthmus.
We publish ouly the conclusions drawn from it
by the Commissioner, uud his recommendation
of means A° * IU taken by the government to
prevent the recurrence of tuiy similar outrage :
.“From the evidonce elicited I deduce the fol-
lowing conclusions:
First—Thut the affair of the 15th April wua
bog uu by tbe colored tuun, Miguel liubruhun,
iinug a pistol ut the intoxicated passenger.
Secunu—That tbe assault upon the passen
gers aud railroad depot was inuuo in pursuance
ol u previous arrangement; that tue dispute
uud affray relative to the slice of watermelon
was seized on us a pretext by the colored pop
ulation ol l’uuumn to assault the persons of
Americans in trunaitu, uud plunder their prop
erty, und that of all other Americans with
whom they came in contact; but tlmt the us.
sault on too mil road station was, in the lan
guage of oue of tho witnesses, deliber
ately piauued by the police aud mob,
who conjointly rnude the assault. This is pro
ven by the admission of Pedro Obureco r Per
cy, who states iu bis atlidavit that lie saw iu
the plaza of .Santa Anna, a portion oi the
police organizing with several citizens, under
the order uithe authorities; aud JurnesCluro
also btates that he saw them march hence to
gether to tho Cieuaga. Here, no doubt, the
plan of attack was agreed upon ; tor, uo soon
er had tho police arrived on the grouud, thuu
they commenced u destructive lire on the rail
road station; aud, simultaneously with the
rioters, they rushed ou aud tuok possession of
premises, destroying everything that they
could lay their hands upon, uud massacred iu
the most brutal uiunuer the defenseless passen
gers who bad sought refugo therein. All the
witue.-ses who have deposed iu my presence
unite in saying tlmt there were two attacks—
tho first hy the mob on the American hon-es
iu the Chieuaga, mid tho passengers who were
iu uud ubout the same: and the second, after
the lapsu of some considerable time, was made
ou tue station house hy the police aud mob
united.
Third— 1 That there was. uuterlcrto the loth
April, considerable ill-feeling .cherished by the
colored natives of Panama towards citizens of
the United States ; uud thut this ill-feeling was
engendered hy various causes, such as the com
pletion of the railroad, and the employment by
the Pacific' Mail Steamship Company of tho
small steamship Tologu, to convey passengers
to aud from the lauding ami ocean steamers,by
which most of the blacks tvilu thrown out of
• employ uieut.
Fourth— 1 Thut tho authorities of Panama did
most signally fail in tneir duty to suppress the
riot; that it could uot bavo been by the confusion
ol tnc Hceuu, because when they arrived on the
ground tiic riot, winch was confined to tho Ci
euaga, had, iu a measure, ceased; und tbe pas
senger# Uud, with perhaps a low exceptions,
sought remge on hoard the steamship Tauoga,
lying ulougside tho railroad wharf, and iu the
railroad station houses. Aud the attack oy the
police and mob ou these nuildiugs was the re
sult of connivance on the part of the authori
ties, aud they thus acted us assailants without
the slightest provocation ; for it is [iroven by
eye-wiluesjcs to tho transaction tlmt there was
uo firing from the station houses ; out that the
police had been sent for expressly to defend-lhe
station uguiusG tho threatened iiseault from the
mou; tlmt the message was delivered to He nor
Humou Gorin boa, the Prelect, by Mr. Frederick
Angoatiqiio, a highly respectable native of Pa
nama, wno volunteered bis services for the oc
casion ; uud tbut, therefore, the police, itusteiul
of uffurdiug protection to the slutiou and tho
passengers, us-uuUud tbmu aud united with tiie
mobiu murdering uud plundering.
Filth—that Uic Government of Ncw-Grau-

der ou t'lis Isthmus and ufiord adequate pro
tection to the transit.
This is shown by the repeated outbreaks uttkla
place during tho past eix-yeura, uud by the ad-
mission of the Governor, Prelect ami others,
tlmt the moo could not be restrained or con
trolled ou the night of 15ill April last
In view therefore, of this (state of things, aud
of the repeated outrages committed upon our
countrymen uud their property us well na the
irameuso amount of Americuu capital invested
in tho Panama Ruilroud. the steamship# em
ployed iu connection therewith, the great
amount of travel und treasure constantly going
by this routo to and from Atlantic uud Pacific
possessions, I fell it a duty incumbent ou roe
to recommend tbe immediate occupancy ot the
isthmus, from Ocean to Ocean, by the United
State#, us the best practical mode to insure
safety and tranquility to tho trausit; unless
New-Grauadu, alter tho proper representalioua
shall have been made aud the necessary demand
made upon her, in pursuance of trinity stipu
lations, can satisfy ns as to her ability und in
clination to afford the proper protection and
make speedy and ample atonement for tbe
wrougs inflicted upon our couutrymou by the
people ami official.-«. Ihe State of Panama.
Tne amount of capital invested in the Rail
road is $7,500,000, and iu the steamships near
ly tho sumo amount, upproachiug the enor
mous sum of $15,000,000. By the accompany
ing statement, furnished tne by tbeflAgeut of
the Pacific Mull titeumsliip Company ut this
place, it will bo seen that the total uiuount of
treasure brought to this place by tbe steamships
of that company during the months of Janua
ry, February, March, April, May aud June, of
this year, foot up $21,333,0114 40. Of this sum
$17,480,493 83 belonged to citizens of tbe Uni
ted States, the balance to British subjects and
to parties in Panuma.
During tho same period the total number of
passengers troni the Atlantic States, und com
veyed by the same Hue of steamers to Califor
nia, was 10,774; and from California to tho
Uuited States, on the Atlantic, 0,743, making
in all 17,610.
Thus is shown tho immense interest citizen*
of the United Stutes have at stake on this Isth
mus, and of the ulisolutc uecessity of protecting

help came. There were fifteen wounds in hi*

covered. From June, 1854, to April, I860, tbe
tiger* killed snore than forty people in the resi
dency of Kravruug, notwithstanding the inha
bitant* slaughtered 123 of the animal* in the

ried away three people and drowned two.”
Tas Late Cxpkdition to Libbhia.—We
have already mentioned that the ship Elvira
Owen, from Baltimore, Hnmptuu Roads aud
Savannah, with Liberia emigrants, had arrived
out at Monrovia. A letter from the Rev. John
Soya, late of Baltimore, one of her passengers,
states that the ship reached tlmt port after a
passage of Oily days. Several deaths had oc
curred in consequence of measlus, diurhocu
and other diseases,but three hundred emigrants
had anivuil in safety. The frames of two large
receptacles weut out in this ship, with atnjdu
stores aud supplies for the comfort uf the emi
grants, placed under the special care of Mr.

It appears from the official dispatches that
as soon as Commodore Armstrong became
aware of the proceedings above referred to, he
earnestly pretested against them, asserting
that the United States consul had authority on
that aud all simular cases, aud likewise com
plained of the disuorteous treatment to which
consul lveenaii wits subjected, owning to his
intervention in behalf of Mr. Phipps.

Kansas.—The steamer Polar Star arrived
from tli6 Missouri River, yesterday, bringing
the latest uews troin that quarter.
Col. Lane and his “army of the North were
fitill stationed ut Lawrence, numbering over a
thousand meu.
When the boat landed at Atchison, it waa re
ported that a battle came off on the previous
day at Hickory Poiut, tho particulars of which
were thus stated by a gentleman just arrived :
A party of about fifty law aud order men, un
der tne command of Capt. Robinson, were at
tacked by ubout two hundred insurgents, under
the command of Col. Harvey, of Chicago. The
insurgents, alter having continued the attaok
lor several hours, finally sent in a flag of truce,
and proposed that if they would have a drawu

battio they would deliver up all the horses aud
cattle which they had fetoleu, and would agree
not to commit any more depredations in that
section of the territory. The “law and order”
men agreed to the proposition, and let them
slide. Capt. Robinson was wouuded severely, a
bull pausing through his hips ; and nearly all
the “law aud order” men were more or less se
verely wouuded by balls, or splinters from the
cabins iu which they were defending themselves.
Ton of the insurgents were killed and some
twenty wounded.
The day before tho battle at Hickory Point,
Capt. Robinson went to Grasshopper Falls, und
defeated a force of about ouo hundred iuHur-
gents, under tho command of oue Crosby. Capt
. tobinson also captured all their stores and am
munition, consisting of property stolen by tlio
insurgents. Two of these men were killed, and
they all lett their horses, which were taken by
the “law and order” men.
The insurgents who were defeated at Hickory.
Point were the same body of men who robbed
all the merchants at Osawaua and Easton, and
killed two men on Strangers Creek.
At Leavenworth, it is remarked that every
body lmd vamoeed the ranehe—stores and all
bouses were closed, and the streets deserted.
There were about six hundred United Stales
troops at Fort Leavonwortb, and about nine
hundred at Lecompton—making fifteen,hundred
in the Territory.

and Clinch assembled in Prescott & Clayton's
new building at Troublesome, on the 6tu lust.

Chair, andJ. P. Prescott requested to act ns
Secretary.
Col. William M. Nichols arose, and iuan ap-
roptlate and pointed speech of ono hour and
_.Reen minutes, gave great satisfaction to his
audience, urging them to rally to tho Demo
cratic party, tmo to its old laud marks, and tbe
only national party on which tho people of the
South can depend.
After the conclusion of hi* speech, Col. Ni
chols introduced the following resolution which
was unanimously adopted.
Resolved therefore, That we will earnestly
and cordially unite in all truthful aud hona-t
mean* to secure the election of James Buch
anan and John C. Breckinridge, to tbe Presi
dency and Vice Presidency of the United
States.
