We received this morning a little after cloven
o'clock the following dispatch from our Now
Y«rk correspondent—dated probably at a late
hour last night s
“The Philadelphia North * American tele
graphs me to-night that the Democrats have
earned the State by a small majority, and that
previous reports of Republican victoriea'were
manufactured for betting purposes. Tbe Re
publicans have lost an immense sum of money

A Stroll About Towit*
It is plciisunt for strangers to pasa along tho
streets of a city thoy may olianoo, in'the course
of travel, to enter, and view its peculiarities,
distinguishing it from others, and its resem
blances to those already visited. It is not
without advantage, often, to oitiseus of a place
to take the same kind of a stroll; casting asido
tho absorbing thoughts of business, and, ab
stracting tbe mind from familiar things, view
them as a stranger. Taking such a walk
through Savannah, wo aro struck with several
noticeablo things. On tho Bay, aud near by,
are many improvements. Dingy antiquity
crumbling to dust with ruthless bands, to give
place to new atul extended warehouses, count
ing rooms and stores, bearing iu thoir elegant
proportions and handsome fronts the evidence
of aroltiteotural.skill and modem improvements,
which a peep within shows is not Msliow with'.,
out, as the stuccoed frame houses of St. Peters
burg, but indicative of real English comfort,
for tho convenience of proprietor and pur
chaser.
Tho new banking establishments, numbered
with the old, prove the business demands of
the city warrant tho improvements elsewhere
to be seen, atul promise to afford enlarged fa*
cjlities for future increase, when the now and
progressing railroads shall have reached their
completion, and roll into the city thousands of
dollars, in the produce of those regions which
now seek another market.
Farther out, towards the Park, we perceive
similar tasteful changes progressing in private
residences upon the right haud and the
left. v
But another class of buildings arrest our at*
tent ion, as connected with tho welfare of a
large class in the city, judging from the num
bers seen in every portion to which we take
our wandering footsteps, viz : the children
and youth. Tho buildings to which we al
lude are tho School-houses and Academies of
tho city. Interest iu education and young per
sons, tempt us to enter these, and make
spine inquiries.
The “ Public School” under Mr. Baker, a
lieMvo Georgian, from Liberty .County, famed
for its ministers oml teachers, already furnish
ed tills aud tho adjoining States, has for his
assistants two feinulo teachers, and is pre
pared to educate 150 children.
Tho “Massie School,’ under Mr. Mallon, a
gentleman cohueeted for several years past
with the School of which Mr. Baker now has
charge, can receive 300 children, two-thirds of
these two Schools being free of tuition. Mr.
Million baH livo female assistants chosen by
himself, for the organization of this new School,
tiie handsomo edillco of which is an ornament
the city.
Tho “Free School,” under Mr. SheCtaU, can
accomodato some 50 scholars. And tho old
Chatham Academy,” surrounded with its high
)jfack wall, enclosiug two largo grass-covered
yards, affords secure space for 300 or 400
children to sport during recess, when they
leave, for a brief season, their studies, and their
neutly arranged school and recitation rooms*
Tills Institution, as at present organized, is
under Mr. Bogart as principal,-—a gentleman
who baa devoted his life to the important work
of education. Dividing tho boys aud girls into
tlireo departments each, it has a suitable teach
er in charge of these several rooraB; aud a
special instructor for Mathematics, for the mod
em languages, and for drawing, &c., these
three being engaged ‘only in tho f ..rccitatioii
rooms; making an aggregate of ten teachers,
with the principal. Surely few institutions, in
any city, .can boast a better school arrange
ment, or, 'urger number of well qualified In
structors, than the Chatham Academy.
We see no earthly reason why tho children of
this city should be sent away from homo for
their education, when, there is iu our raidsti
admirable accommodation for about a thou
sand children and youth; and excellent instruc
tors amounting, in'the public institutions alone,
to the number of 20, more than one half of
whom are gentlemen, and tho remainder ladies
of experience in this important work.
Though there aro other things that might
have attracted us in our walk about town, we
went away iu a train of reflections which we
need not detail, as they followed the course of
future developements of tho city, which time
will show soon to be realized in the Commercial
and Banking prosperity of Savannah; in the so
cial comfort of private residence, and the su
perior excellence of its systems of education, in
its public schools and Academy.

Our recent visit to Savannah impressed us,
more than ever, with her superior local ad
vantages and desirableness. Unquestionably
deserving tho reputation she has so loug eu-
joyed us tho most beautiful city inthoBouth,
she is rapidly approximating a position in com
mercial importance, equalled by but few of our
Atlantic cities, and challenging the admiration
of every one at all interested in tho prosperity
and greatness of our own dear Georgia. The
location of tho city is, in many respects, tl.o
most favorable and advantageous that could
have been selected, aud goes to prove the
practical sense and experienced eye of tho re
nowned General, who, in 1733-123 years ago
—arrived at Yamacraw, with his one hundred
aud sixteen settlers, and, after surveying tho
premises, determined to locate a town, and
gave it the uame of Savannah.
Situated on a commanding bluff forty feet
above low-water mark,immediately on a stream
that, when cleared of its obstructing wrecks,
will be navigable, ut all seasons, for tlto largest
sized vessels, aud affording a depth of water
from fourteen to sixteen feet; being twelve
miles from the ocean, and completely secure
from iuundation, and protected from tho sc-
severity ol the nautical gales, to tho devasta
ting effects of which our Atiautio ports aro
subject, her location will compare favorably
with any Southern city without excoptiou, and
she is destined to outrival many cities whicli
now regard her witli indifference.
To tho public spirit of tho citizens of Savan
nah, Georgia ia largely indebted for her pres
ent prominence among her sister States of tho
Union, and,especially for the deserved appel
lation universally awarded her—tlmt ol tho
“Empire State of tho South.” Tho construc
tion of the Central Railroad aud its branches,
while it lias enlarged the business of Savuutmh
has enhanced tho k valuc of real estuto, iu the
eastern and middle scctious of the State, mil
lions of dollars, thereby increasing tho revenue
ofthcStute promoting individual wealth and
happiness, aud developing valuable resources
of prosperity hither to undiscovered.
Sue is now stretching out her arms towards
Southern Georgiu and tho fertile iBlnuds of the
Gulf, having already embarked in tho onter-
f irise one million seven hundred thousand dol-
ars; and our prayer is that not many years
will not elapse before tho locomotive shall ho
accommodated with tho iron rail from the city
of Savannah to tho waters of the great Mexi-„
can Gulf.
There is a regular linn of steamships plying
between Savannah aud Now York, leuvlug Sa
vannah on Saturdays and Wednesdays; and,
likewise, a communication witli Philadelphia,
by steamship, which leaves Savnunah on every-
alternate Saturday. Thu ships whicli ply lie
tween Savannah anti the various and Atlantic
and Gulf ports uro the largest and finest on the

The chief items of interest contiuue to be the
three heretofore spoken of, namely; The de
monstration against Naples; the boundary of
Belgrade; und the right or posession in the
Isle ofSorpente.
Respecting Naples, tho only information
comes from tho Brussels Nord, which Bays
that tho Austrian Ministers at Paris and Lon
don have urgent orders from their government
to entreat France and England to abstain from
any demonstration, at lease until tho return of
Martini’s meditorlal mission to Naples.
Further, it is said that the Western Pow
ers, in consideration for Austria, assent.
There is considerable letter-writing, but no
new tacts have been brought out respecting
the Belgrade boundary.
The German papers assert that Great Bri-
tain lias addressed a second note to Russsia
on the Isle of Serpents, more peremptory than
thu first, tho result of which is unknown.
Great Britain has proposed, as a plan for the
adjustment of the Moutenegro difficulty, that
Turkey cede an extension or boundary to Mon-
teuegro; and that Montenegro acknowledge
tbe sovereignty of the Port.
A royal decree has been issued announcing
the confiscation of Queen Christiana’s proper
ty iu Spaiu.
Napoleon has returned to Paris.
There are rumors of an increase of the Aus
trian und French troops in Italy.
The ministerial crisis continued iu Den

sale both yesterday and to-day, and last week’s
prices cannot be realized; Indeed buyers insist on
a decline of )4 a Vc. aud are not ready purchasers
at tho.40 rates. Middling may bo quoted at about
12c current rates. Receipts are still large.

Tho price or gold at Melbourne on the 30th

Nov York Stock and Money Market
Tho N. Y. Post of Monday evening has the
following items:
There was more mouey left over unemployed
on Saturday than was at all anticipated. Sat
urday was a remarkable easy day iu money mat
ters, und tho arrival of two millions to-day from
California once again strengthens the tone of
tho market.
There is abundance of money available, but
holders of it are more chary of using it, as the
demand increases, and in expectation of a still
more pressing demand; in which, however,
thoy seem likely to be much mistaken. The
season is much advanced, without any stringen
cy having occurred, and the resources present,
immediate aud prospective are so great, that
confidence ia unBhaken. Money Is not abun
dant merely with a few capitalists, but it is
widely distributed among classes who are bring
ing forward each their moderate supplies for
use on loan rather than in investments: and
thus a large number of small rills of supply go
to muke up an abundance which ia felt on the
market, notwithstanding a few of the banks
feci short and poor. The leading banks, how
ever, are generally ready lenders.
Tho iorgeries committed will bo found to be
unimportant in their effect upon the market.
The forged bills were used only in a limited
sphere, Mr. Huntington was only a buyer of
bills iu tho market through other bill-brokers,
but he was associated with a select circle In
the business of raising a capital.
The demand for money this morning Is ac
tive, but not beyond tbe supply in the general
market. There is no abatement in the supply
for discounts, which are easy at 8 and 0 per
f or good endorsed paper, 60 days to 0

ship, and tho greater difficulty experienced now
