Wo can imagine no grosser aetof indelicacy
thin that of him who should dare to apply to
Hr. Bochanan for a place in his cabinet We
hare no Idea that any such application will be
made. Bat It Is little tatter for an aspirant to
make application through others. Nor is the
matter much Improved when'partial friends
present the claims of their favorite, even if
without hla permission or knowledge. The
thing of attempting to make up a cabinet for a
newly eleoted President is wrong let it take
what form it may. In the selection of men to
hold so confidential a relationship as that of
hla constitutional advisers, outside influence
officious counsel, and impertinent suggestions
should be excluded—excluded if for no other
reason because impertinent and presumptuous.
In the cnee of the construction of Mr. Bu
chanan’s Cabinet, such interference wonldbc
especially out of place. His long connection
with politics has made him familiar with the
sentiments of the whole country, and brought
him into s more or less Intimate relation with
all Its leading men. If, however, his know
ledge tw deficient, or his mind in any case un
determined, it will to easy for him to apply to
those whose advice he may desire. It will lx>
soon enough to give him counsel when counsel
la asked for.
Per oar own part, we feel little preference
among the men whose names are, or are likely
to to, amoeiated In the public mind with these
appointments. And If we had such, should
not give'expresslon to it.

noble proprietor, and that the whole issue has

man, in its operation unpatriotic and unsuc
cessful, and iu its general results u mockery, a

Obtaining,by personal inquiry, irrespective
of tho chapter in your “Sunny Memories,” the
facts of the case, und coming into personal con
tact with tho inhabitants, you will, 1 venture to
assure you, have abundant materials for a work
which will rival even Uncle Tom’s Cabin, aud
which will give chapter on chapter of plots
and incidoats, scenes and sufferings, patient
endurance aud Christian resignation, and other
manifold heart-stirring sketches, which will
t rove to the world thut the gifted author of
ncle Tom’s Cabin is too far-seeing, too much
nnimated by Christian principles, and too inde
pendent in sentiment and in feeling, to be be
trayed by mere conventional hospitality into
un indorsation of such a policy; and that not
even a now Commissioner, truined iu ail the
subtleties of the bar, will succeed in again com
mitting you to proclaim ids and his father’s po
licy os an enlightened attempt to aid the strug
gles of modem civilization; hut that you wiT
unhesitatingly brand it as one of the most
reckless and cruel attacks ou the rights and
liberties of an unoffending people,and proclaim
your assurance from personal investigation,

Italy.—Rome, October 30.—The arrange
ment lately effected with the Cabinet of Vienna
for the evacuation of certain points of the Pun-
tUiclal Territory, hitherto occupied by the Aus
trian troops, has Just been crrrled out The
Austrian troops re-cross tho Poland proceed to
Padrld, (Padua) They are replaced by detach
ments, and the 2d Swiss regiment at The servlco
of the Holy Father. '
Ancona and Bologna are now the only points
that continue to be occupied by tho forces of
Austria. Thus a combination has been effected,
which, by diminishing the corps of occupation,
lessens at tbo same time the expenses of the
Pontifical administration and restores it to the
fulness of its rights and powers. Thu interest
of the Pontifical Seances ^ has long required that
something should be done to render the in
direct taxes more productive. The government
has resolutely resolved upon this salutary path,
and encouraged by the results it has obtained,
he Is preparing tresh diminutions of the
toms tariff.
Bomb, Nov. 3.—A letter in the Daily News,
dated Rome, Oct. 30th, says that the repre
sentatives of Austria, Tuscany and Naples nave
recently made urgent requests to the Pope to

Destructive Fire at Three Rivers—Fifty
Houses Destroyed—$200,000 of property
lost.—Wo have received from our Three Rivers
correspondent, an account of a fire which oc*
eurred there on Saturday, and destroyed a large
amount of valuable property. The fire broke
out about the centre of the town at an early
hour in the morning, burning down ail Platou
to Water, Notre Dame, Antoine, Rene, and
Craig sheets, making an entire square block of
buildings with cross streets running through
them.
All the houses in Platou street were stone,
and valuable, and the fire taking place in tho
commercial part of the town destroyed aeon-

stand, however, how forty or fifty houses at
Three Rivera, even with the contents of two
