far the last fiscal year of domestic and foreign

from customs, by adding to the list of raw ma
terials, which come In duty free, wool, silk and
hides. He maintains the-advantage of advn-

A Speech from Mr. Buchanan.

the studegts of Franklin and Marshall College
paid a visit to Wheatland on Friday lut, to
pay their respects to the President elect. Mr.
W. A. Duncan delivered a congratulatory ad-
drsu, to whloh Mr. Buchanan replied. After
alluding to college life, and the duties of young
men, the Expreu says:
Mr. Buchanan remarked that his election bad

elected to the high and responsible office of
President, and he thanked them most sincerely
for their congratulations; but whether the ovent
would prove to be a matter of congratulation,

desplso her. She occupies an attitude, not only
aerlooaly detrimental and destructive to her
welfare, but poeltlvely disreputable sml dis
honorable in tho eyes of of the world. Hero

hereelf of a free, happy and prosperous people-
with sgricultnrel, manufacturing am
dal resources, advantages and capacities' un
rivalled in the world—In a condition of woree
than mercantile urfdom to a class of men who
have but recently overwhelmingly voted her

of an equal association with their Northern
confederates. Hence wo say that our commer,

Bat how can this liberation be effected |
How can the Southern States bo putjndlrec i
commonlcation with foreign countries? Wo
confesswltb regret, that all tbs plans have been
yet suggested, occur to ns as lacking feasibility.
In themselves they are feasible and practical
enough, bat the great difficulty Is aa to the ca
pital. This alter all Is the great point, and In
all the scemoa that have boon so plausibly pro.
seated, a satisfactory explanation of how this

made.
Were there no ohannels of commorco already
existing—were there no indirect avenues to
direct trade already established, broadly defin
ed, pod permeating the entire country—were
not tho meshes In which the suplno policy of
South husenvelopdd her ao thorough and thick,
we might confidently rely on tho immntable
laws of trade famishing an easy solution to
tho problem. But we buvo in our case not
only to do, but wo have to nmlo ? Wo have
not only to make the avenue, but we have to
rely for oommerce to frequent It; that has other
facilities for communication, and that only take
It because it lsqulcker and cheaper. A system
of direct trade presents at first a doubtful pros
pect of Immediate remuneration, und capital
naturally timid, will not enteronasebemoof
problematical success, or oven promising
sore, yet may-bo alow yield, unless sn Impera
tive necessity furnishes It on additional stimu
lus.
These ire the great difficulties that present
themselves to our mind in respect to securing,
by private enterprise, the desldoratumofdlrect
trade, and they are obstacles that suggest
themselves to ns as almost Insuperable. Inour
mind tbc object can only bo attained by tbo
constitutional Intervention of the goneral gov
ernment. And on this subject the South
should present a united front.
That tho present navy Is very Inadequate, alt
Intelligent men familiar with our geographical
position And tbs frequent critical attitndo or our
foreign relations, will readily admit. There Is
hardly a year In which wo are not menaced by
war with some nation possessing apowerfu
naval armament. But while wo uro all im
pressed with tho urgent uucesslty of having a
far greater naval alllanco than wo new possess,
yet many bavo been avereo to increasing this
arm of our defence, inasmuch as It quarter
ed a powerful ponce establishment on the gov
ernment, and created a formidable element of
consolidation nnd possible usurpation.
That Congress bss the power to Increase tho
navy to an IdeHolte extent, no ono will deny
and that there Is an urgent necessity for pro
viding some effective naval reliance, In rise of
war, will also bs as readily idmltted. Then
what Is more proper and uonstitutluniil than
for Congress to construct some thirty or fifty
■team frigates, with the double capacity of sub
serving both the purposes ofcommorce and
war, to bo divided equally between tbs North
and the South, and loaned out to those Stales
from tbs ports of which it .ball be expedient
for them to sail ? Let these vessels bo con
structed by authority of Congress, and paid
for exclusively out or the federal trcasnry,thelr
title and ownership vesting as exclusively In
the federal government. Let the ports, North
and South, from which they are to sail, bo
designated in tbo hill authorizing their con-
•tructlon. Let them bo loantd tn tho 8tatca In
which those ports are situated,a condition an
nexed to tho loan requiring their prompt do.

Arrangement of Oil Difflcullies between New
Granada and England.
We lesrn that advices have been received in
Now York,from well Informed Bournes In Bogo
ta, that the difficulties between the New Qra-
nadlan government and Mr. Griffiths, ths Brit
ish Minister, In relation to tho payment of the
McIntosh claim, have been amicably adjusted,
and that no steps will bo taken to effect a
blockade or tho ports of that republla by tho
British fleet.
The whole difficulty between tbo parties
arose from a difference of oplon In regard to
the proper time .of payment by the New
Granadian government ot some back dues on
tbls claim. The claim of Hr. McIntosh bad
been adjusted some years since, and a large
portion of it paid. It was arranged at tho time
of adjustment that the balance should bo paid
In bonds, which were to be received at the New
Granadian custom house in tbo proportion of
lOperctatontbe acrulng duties.
During the attempted revolution of Meloin
1854, tho governnieutlu stress of Binds was
obliged to delay tho acceptance of tbs McIn
tosh bonds in payment or tbo stipulated ten
per cent of tho duties. Their reception has

of tho back amounts that had been rejected
during tho revolutionary crisis that consti
