Gcntluikx:
I duly received your polite invitation
to attend the Southern Convention which
will meetih SavAnnahco the 8th lnet,,
and it was my enraest wiah and purpose
to be present, but I new find I shall be
disappointed. The thought which gave

done, by lour. Federal legislation has
beea one of the Important agencies which
hitherto has driven foreign . commerce
away from our porta-,.State legislation
can bring It back, and nothfaurelae can, as
long oa this Union exists. The power of
the State Government to tax without limit,
all items of material wealth within her
jurisdiction, la dear, unquestioned and
unquestionable. The. Federal Courts have
expressly and repeatedly affirmed it. A
State cannot, unaer the Federal Constitu
tion, lay duties on imports, but she can
tax all imported commodities offered for
sale within her limits. Not only every
State in the Union, but oven every mu
nicipal corporation, authorized to do so,
by State legislation, has exercised this
power from tho foundation of this Gor-j
ernment to this day. It is at this mr
ment exercised by some of the State
greatly to bur disadvantage. Take fc
example a bale of woollen cloth, impocte
from England into New York, there pw
chased by a Georgia merchant, and '
here to one of our citizens. This I
goods pays the Federal Treasury
per ccut. ad valorem, then it.pus a
tax to the treasury of New York i .
it pays this year, one and threoeights
cent to the municipal treasury of the
of New York; then It comes to Geo _
and pays to our State treasury one-tent
of one per cent; thus, besides the burthei
W on it by the Federal goveramei
State government of New Tori
even the city government levies non
fourteen times aamneb out of it as we
in Georgia. These t
