Diplomatic Circle■ in ll'ifxkingfon—Opinion,

Tb; opinion in diplomatic drain here Is,
that England will nut come so well out of the
nextLeogress ofthe European powers as tho
London press soems to think. Russia, It Isnld,
If tievtdutK all her industry to u dear expos!-
tlon or tho continental policy or England,
showing that the policy of the latter country
boon to embroil tho powers on theoooti*
lor Europe In jealousies and wars, occupy,
log a position that gave her the balance of
powor in each contest. While the authentlo
iufurmatiou derived through commercial and
othersourees,Is or course very valuable, the
neuestread to Eurutwau politic* Is through
diplomatic elrolee lu Washington. Here a ftee-
dom of opinion fo private auu official convenes*
tiou is indulged which could not be allowed
with safety m Europe. The ahaeuM ot an
English minister removes a great deal of re-
attaint in regard to the podtltn, aims and
views of Great Britain.
It ie quite evident, from alt the outgivtngson
the subject, that tho political compUcationa in
Europe will Incline England to niHtui more
than lialr way In any effort wo may make to
duvelopo or unfotter our external commerce. I
heard a very distinguished person, and one
will** opinions on such subjects ate valuable
and significant remark, that the great blander
in American diplomacy waa tho onelastnoticed,
or.to ull appearances, comprehended—that is,
allowing the question of Canadiau reciprocity
to be settiod without embracing the West indies.
Any respectable opposition would have led to
this result. But the Southern States have bo
conic so absorbed in considering domestic politi
co Issues exclusively, that the great measures
which embraco the actual progress and ma<
teaial power of tho South have been rejected
fitira political or diplomatic consideration. It
is well for Southern Sanatora to look into the
uew treaty with England, and see whether it
may not involve considerations quite as tmpor»
tantlortbe present, as squatter sovereignty,
and more important tho ratnre. 1 learn again
to*dny that tho coastwise monopoly, now secured
to our carrying trado, will boa very prominent
question in -'wnection with any oommeruial
treaty with England. I allude to it yesterday,
and no doubt the omn’bcs character of Ameri
can legislation will character tee auy general
treaty Ur. Marcy may bring forward.
