A Northern View of tuk Late Tumble
jyrUB South.—The Albany Evening Journal,
one of tho most rabid ami prominent Black
Republican papers In the North, has some sen-
fibleremarks on the late domestic disturbances
in the South. It would be well for tbe patrons
of the Journal to ponder on Its teachings. It

“In the slavery debate, made perennial now
by the continuous aggression of the politicians
of slavery, tills unxiet v, this watchfulness and
swift vengeance of the masters, are a couceS'
siou which cannot lie mistaken. Tothohm
mano and the wise at tho North, as well as to
the men of' color at the South, they teach a
lesson that should sink deeply into sense and
memory. That lesson is the hopelessness of an
armed contest by the slaves for the recovery
of their freedom.
••Color makes all men of white blood in tho
slave States, without any exception whatever,
compact together solidly for defence and sup
port against a common danger from color. A
white hand will never he found in a camp of
insurrectionary negroes. All the pa&iions of
the moat uervoua aud excitable branch of the
conquering Saxon family would be stirred iu
tlio South to perfect plirenzy by a servile re
bellion.
••Questions, therefore, about tlio issue of
slave rebellions, of those which are partial nnd
11 lose which are general, enn bospeedilysoived.
They would bo ruinous and iainentabie errors.
That tho local ones would every whore lie
crushed, and with excess of punishment and
aggravated severity of future treatment, is clear
to all who have any accurate knowledge of the
fids of slavery. That no general conspiracy
mid comprehensive plan of rcl/dliou can ever
bo matured ugaiiiHt the watchuilnef-s, intelli
gence and resources of the whites is equally
clear.
“If tlio end of Americun slavery is to be cou
riered by force of arms, its duration will lie
eternal. Northern philanthropists cannot wisely
engage iu any plan for its termination which
does not enlist the humanity, the policy, and
tbe sympathy of tho South. Emancipation is
a Southern question. The North cau never have
a share iu it save that of co-operation.”
Commotion in Misstssim.—The following
despatches appear iu the New Orleans Vella
of the 23d inst. Wo give them for what they
may be worth-attaching very little importance
to them ourulves.
Jackson, Mid., Dec.21—Our town is in a
perfect state of oxch anent to-day, in tonse-
•pieiice ofrumors of an intended uegro insur
rection to t.,ke place during the holidays.
The Mayor has i:m*d a proclamation calling
upon the cit'zens to orgauize and prepare to
midi the insurrection und rebellion in its bud.
Twenty-seven negroes have been arrested
this morning. The extent of the plot is not
known; feelings of doubt nnd anxiety are nui-
ver.*al.
Our citizens arc in a fearful state of excite
ment. The particulars of this excitement‘are
hard to obtain, aud although universal, tho
origin und foundation are very difficult to as-
cu tain.
Humors from Conton, M?-s.,also have reach
ed us of a similar state of eiftirs.

Haris, says:

Uist evening about 8 o'clock the private
watchman engaged ou the steamship Kuoxville,
lying nt pier No. I North Blver, foot of Morris
street, discovered smoke issuing from tlio en
gine room, aud upon a hasty examination found
that tho vessel waa ou tiro. Tho alarm was
promptly givou and in u short timo thorealter
tho firemen of the lower districts wero at tho
scciic of action, despite the snow storm that
was raging, ana t tat almost Impassable condi
tion of tbo streets. Several streams of water
wero Immediately poured Into the hold but
without avail. Tno steady volume of smoke
which for half an hour or more continued to
ascend from tho hatchway, now gave way, to
as large a body of tiamo which soon enveloped
the matt* and rigging. The dock at which tho
steamer lay was tilled with llcemcu, while the
neighboring piers nnd vessels in the vicinity
were crowded with spectators.
At au early stage of the tiro a boy about 10
or 12 years of age appeared aft near the helm
aud commenced coiling a quantity of rope with
a view to savo it. Regardless of the gaze of the
huudredsof people about the burning vessel,
whose notice lie Lad attracted, he continued at
his work.until a large cloud of smoko waited
over him, and the loud shouts of the firemen
warned him of his dongor. Leaving his post
he made bis way along tho space between tho
cabin aud tbe bulwarks, and at length gamed
a port hole through which a large hawser pass
ed, securing the vessel to the pier. Thishaw-
ter was covered with ice, but the brave little
fellow ciuug to it and thus made his way to tbe
pier, where he was greeted with loud cheers
by the flremeu.
Tho scene now becomes oue of great bril
liancy, tlio flames illuminating the river and
opposite shores for a considerable distance.
Tlte effect of the light upon tho falling snow
was bountiful, and tho atmosphere seemed
filled witli sparkliug jewels
Ati attempt Was' made to save thu in ill by
scuttling, but this proved ineffectual, us the
vessel, from tlio shallowness of the water in tho
dock, soon grouuded. Sho was burned to tlio
water’s edge, und may bo considered a total
loss. Her engine and works will be worthless
except for old iron.
The Kuoxville was built about two years
ago, by Wiliium II. Webb, and cost, when com
pleted, upward of-$200,000. She’had no cargo
on board, and was in the hands of workmen
from the Novelty Yard, who were overhauling
and repairing her machinery. The tire origin
ated in the vicinity of tbo holler, and it is
thought that the workmen may have acciden
tally left a lighted lamp in the hold upon ter
minating their day’s work, which, beiug upset
by the rocking of the vessel, ignited some light
materia I laying ubout.
The Company, we understand, have an in
surance on tho Knoxville of about $100,000,
but in wlmt companies we could not ascertain,
owing to tlio lateness of the hour and the ab
senceoftlie agent.

South.
We learn that a little private recruiting for
the beuetit of President Walker, of Nicaragua,
has been going on—private but sure—for some
time in this city. A large amount of funds
was raised and sent bora to bo expended iu pro
curing recruits und amunition and paying the
traveling expenses of tho men. Some well
known parties in this city were connected with
it, and, amoug them two well known lawyers.
Col. Titus, i eccntiy of Kacsas, cam© hero, and
it is said, oue of the lawyers surrendered his
command ns Colonel of tlio Missouri forces in
favor of Titus,charging him twenty five cuntsa
head for the men. Yesterday morning Col. Ti
tus and his incu started for New Orleans, hav
ing two six pounders and other arms iu their
possession.
Tho two lawyers, it is reported on tlio street,
who had the principal chargo of tho fuuds, in
stead of going down the Mifsissidpi, along
with their recruits, took the opposite direction
and went tip tlio river with the fuuds. We
withhold tho name- of tlio lawyers for the pre
sent, for the reason tint all may turn out right,
us they may have started tip tho river to take
some other loute, t /old being arrested by
the government officers. Be that as it may,
there is no doubt that two parties left this city,
yesterday—tho men goiug South witli the
-rms, aud same of the officers North with the

The Philadelphia North Ainericau, says:—We

of our northern capitalists have organized a
iroject for the improvement of tho city of
forfolk, Va. which is of a comprehensive and
enterprising character. It is proposod to make
Norfolk the great city of tho southern seaboard,
tbo centre of its trade, and themetropolitan
point for whatever of commercial activity the
South may contain. Tho nuraherous conven
tions held of late years at tho South for the
purpose of stimulating tho growth of southern
:rude, and the general commendation of ail
movements lookiug to that end, which has been
uttered by southern newspapers, legislatures,
etc., has doubtl. u directed tu« enterprise and
capital of tlio great aud populous North to this
matter us likely to prove a cbunce for profitable
investment Every avenue of business and
speculation in the free States is now to filled,
tiiatthe restless sph-.t of adventure cannot Und
development at home. Ho me we should not
wonder if this project were to provo a sub
stantial oue. That it is fcusiblo no one can
doubt, who regards the splendid commercial
location of Norfolk.
The Accessouy Transit Company and
General Walker.—Tho Accesory Transit
Company has t ;keu the offensive against (ien
eral Walker and his supposed confederates in
tho Nicaraguan business. An order has been
issued for the arrest of Charles Morgan, Corne
lius K Garrison and William Walker in u suit
brought in the United States courts—the gra
vamen whereot is there alleged conversion of
the goods and chattels of the company to the
value of $1,000,000. Further damages to this
trespass to the amount of $1,000000 more aro also
claimed. At the timo the other side is not
idle. A new suit was commenced on Saturday
in tho Supremo court, in which tho plaintiffs
ask for the appointment of a receiver of the
effects of tho Company. Tho order for the
atrest of Morgun, Garrison and Walker, is
made in tho name of President or the United
St.itm that being the usual form, hut of course
he hn nothing to do with its issue. It is a law
proceeding altogether, aud the order of arrest
can only bo executed against such of tho par
ties as are within t he United States.

The Vote for President.—Tb© full Presi
dential vote will reach about four million and
seventy-five thousand votes; or which Mr.
Fillmore will receive about 875,000, Mr. Bn-
chauan 1,848,000, nnd Col. Fremont 1,337,000.
Fremont will run considerably over half a mil
lion of votes behind the President elect. Ilais
in the minority in California, Ohio, Itulialk,
Illinois, Iowa, Pennsylvania, New Jqrsey, New
York—thothree^reat States of the country jiud
the three leading States of the West. He leads in
the New England States, und in Michigan and
Wisconsin. While the largo free States voted
against him by the majority vote, the small
free States voted for him: but in the freo
States, on the full vote, ho is overwhelmingly
defeated. In all the slave States Fremont re
ceived 1,347 votes .as follows: 363 in Kentucky,
291 in Virgfuia, 281 in Maryland, and 306 in

surprised when they least expect it.

about town. Something in the wind sure.

tions of thin Road, from Edlsto River to Salkebatchie

clusive ; and comprising a distance of 22 miles and

There will be between the points above Indicated
nearly two (2) ralloe of Pile and Trestle-work; but
in detached portions, varylug IVom 6 to B, and in
some places 14 root in height. The plana proposed
to ba adopted aro simple pile work up to grade, and
the ‘•Inverted W” Trestle, resting on mud sills, or
upon bents of three piles each. Tbe material must
be of the best quality of yellow or pitch pine, free
from sap.

exact information obtained, at the office of tbe En
gineer, on aud after the 0th January.
