We have received through tho Tallahassee

port of President Cabell to tbo stockholders of
tho "Pensacola and Georgia Railroad Com-
pony.”
As Its nemo gives a very indelioilo, If not an
erroneous Idea c( this enterprise, it may lie
worth while to say that tho original charter
contemplated a road from Pensacola to any
point on the Georgia line. A charter was like
wise obtained for the so-called, "Florida Cen
tral Road” to run from Jacktouville, or Borne
point in its vicinity, weatwardly across the
State to Pensacola. Both companies were
organised. By an amlcablo arrangement tho
"Psnatcoteand Georgia” Company assai
for tho Held of Its operations that part ortho
State Woet of Alligator and tho "Contra!''
Company thospaeo from Alligator EasttoJuck-
aonvUta—adlstance of sixty miles. Tbo work of
tbo "Pensacola and Georgia” company, with

Florida, whore two companies of tho 2d Artil
lery arc stationed, no Indians have been aeon
by the soldiers, although fresh traces were dis
covered. Tho troops wore occupied in cutting
roads along the borders of tho everglades.
White flags havo been placed at proper inter
vals, to attract the attention ottho Indians,
thus far thoy havo taken no frlondly notice of
them. Tho flags ortracont tho edge of the
Indian track, have many ofthem, been pulled
down by ho tsnvagcs. Who, by this means, ex
press their determination to hold no Intercourse
with Gtounl Harney.
The Utilted States transport steamship Fash,
ten, Capt. Baker, arrived at this port the 21st
bom Now York, on route for tho west coast of
Florida. She will at once proceed to Charlotte
Harbor, where she will find orders from Gen.
Harney. Several officers and soldiers arc on
board. They will Join their respective rogl-
moots, now in the field. Surgeon Simpson,
long attached to the garrison in this oity, hav
ing been ordered to Fort Dallas, will bo relieved
by Assistant Surgeon Johns at an early day.
The Admiralty Court here have awarded the
libellants of the ship Lady Arbella and cargo
the sum of 95,000. Tire amount of property
saved exceeds 8100,000. Tho compensation,
however, is thought to be sufilclent for tho
actual services performed. The Lady Arbella
Will, without doubt, 1st condemned -, the bark
Auule Kemball, Aterlll, with the cargo, sailed
tbe 17th lust, for New Orleans.
Salvage awarded tbe libellants of ship Isaac
Alberton cud cargo 847,000.
The ship Charles H. Rogers, five days from
Charleston, passed this city tbo 18tb, bound to
Mobile.

Sir, 1 look upon this question ns one of graver
moment, one fraught with graver couasquences
to tho South, whether for weal or woo, than
any that baa occupied our attention for tho last
fifty years. Hence, It deserves tho mostdo-
liberate, and earofol consideration of this Iwdy.
It has been said bore, and outside of this Con
vention, that this movement was one aiming

solutely, and entirely.
I,asatoeo man, a toee non of the South,
would know my rights and dare tnalutaln
them. If It were necessary for the happiness,
thepeaoe,aud safety of the South, that this
trade should bo reopened, I would say, let this
Union crumble Into a thousand frsgmeuU, if
onr peace and safety corid not lx. secured with
out so direful a result, aud Individually, and for
myself, I would say:

I propose to examine this question in three
polnts.of view:
1st. Iultsnoraliupect.
2nd. As a practical question.
3d. In Its political bcarlug upon tbe pieseut
and future destinies of our own beloved and
•nnny South.
Now, air, it seems to bo admitted on all
hands that to bold slaves la morally right, and
that the slave trade, aa practiced In the States,
Is right—or involvea no moral wrong. If it is
right hero, it must also bo rlghtin Africa. I
know of no special privllcgo .conferred on us
by tho Almighty In this regard -, aud whether
it bs right or wrong, we know that stares have
lioen held in Africa asfarback as history far*
oishusany cvldenco.
The question then occurs as to the differ
ence ot criminality In transporting the slave
from Maryland ana Virginia and bringing him
from Africa. In the one case, we take a civil
ized and Christian man or woman from their
home aud friends, protected by law, shielded
by all ths .philanthropy and guarded by all
those noble instincts which are the sure at
tendants at least of modern Southern slavery,
and bring him hereto labor in our Southern
rice or cotton fields, la the uther
ease, you take a savage man from a savago
master, and ulteuor an unfortunate captive In
war, doomed to an Ignominious and cruel death,
save his life, and introduce him to aU the
blessings of omltastion and Christianity.
Let this simple statement give the lie to all
the cantlog hypocrisy that has gene tbe rounds
of tho fanatical arguments against this measure
for the last number of years. But routed here,
they wlllteUyouabouithehorrorsofthlamcst
cruel trade to tho manner in which it Is con
ducted. I grant that ths manner In which It
baa boon aud to now being conducted Is shock
ing to the sense of tho whole civilised and
Christian world. Boll would ask who caused

And yet with all tho power of both govern
ments against it, this trads Is still in toiD blast.
Timo was, when this trade was protected by
law, then the slave was carefully provided for,
his wants attended to and It waa conducted
with tho least possible iujary to tbo health aud
happiness or the slave. But now thanks to tbe
hypocritical laws Just referred to, it is attend
ed with horrors too shocking to relate. It Is
theso Inhuman laws that 1 would repeal.

gentleman was pleased further to remark that
no hoped that there was no Southern man who
did not pray for tbo time when tho son would
not shine npon a slave In tbe world. I was pain
ed and astonished that snob a sentiment should
be uttered by n Southern man, ina Southern
Convention. I thought tbe day for this sickly
sentimentality had passed by. I thought that
tbe deluded down trodden South had long ulnae
given to the winds, this pseudo, and exploded
philauthrophy, which caused the great State of
Virginia, lu 1787, to give up au empire to rree-
soil to breed from her lolus abolitionists, who
will butifor the Interposition of her sisters of
tho South, cause tho land of that noble old
commonwealth to run read with the blood of
her people.
Away with this cant—I for one am willing to
take this world os tho Almighty has made it,
with his decrees and ordinances, and If there be
one decree which stands out Id bolder relief
than another on the book of nature, ills that one
part of the human race, must bo tbe slaves of
Ibe other, and that all men are not hem free
and equal, Thomas Jefferson to tbe contrary
notwithstanding.
2nd. I would say a few words on this ques
tion, as a practical question. It Issaid that tbe
repeal of those laws Is Impracticable, nay Im
possible, that its advocrates are dreamers and
only fit inhabitants of the land of Utopia. Sir
a Columbus once dreamed tnat there waa a
Western Continent, a Washington, and a few
others, that we migbt be free and that a system
of government wiserand better than all others
which bad gone before might beadopted. They
were called dreamers lu their day, bol was it
all a dream?
In my bumble conception the South has but
to demand her rights In tbia matter and she
will get them. Uther temporise no longer.
We would be opposed by the North but let her
understand that the South intends to peoplo
the country, which our blood end money has
bought, with our institutions equally along with
