paused by a Faction of oonapiraton
against the liberties of this country ?
Sid Dot this Faction, by luiurpeluu»alone,
set themselves up as the Congress of the
United States ? Are not these the fscts
of the case ? How, then, I ask, can Gov.
Johnson, or I, be charged in the remotest
degree with the responsibility of those
unconstitutional acts of hostile legislation
against the South '! or rather I would say,
Of these ucta of open war against tin Cun-
dilution itself.» For heru was the begin
ning of that tttiter war I have had occa
sion so olten lately to refer to—that war
against the Constitution and liberties of
this country, which wus begun after the
war against secession was oyer, and after
all of its results were aasmwd. ^ ^ ___
These amendments are now Aimed
by these usurpers as the legitimate re- 1
suits of 1heir war against the Constitu
tion. It is the claimed results of this
W»f« now oa'htd upoe to accept and
sanction. This I.shall never do. Hay,
more, I say to “Law and Order," that
whenever they are accented as legitimate
and rightful by the Peoples of these
States, the days of their liberties will be
numbered, at least for a season.
Flease, Mr. Editor, excuse a few words
more:
My correspondent, unknown to me,
precepts at tlie close pf his second letter,
Democracy, which he t^nks wS lead to
an expulsion from their places of the
“Radical Faction now holding high car
nival” in the “consecrated hal'V of the
“Republic!” The programme consists
in a uniter] assault against the men in
power by the Democratic party, harmo
niously rallied under a flag bearing the
stirring words of “Down with the Radi
cals!—Down with th# Bayonet!—Down
with the Sword!” and other very appro
priate appeals. Now, all this I say to
my correspondent I heartily approve as
far as it goes. He is, in this particular,
on the right line. But pray, let me ask
him, why go before the people with the
f c^y of “Down with the Radicals!—Down
with the Bayonet!—Down with the
Sword?” Is it not chiefly because of
their usurpations and their use of the
bayonet in controlling elections? Be
cause of their resort to the sword in put
ting ten States, and near ten millions of
ptopftpBder military rale,and attempting
to foiAupoo the country a constitutional
amendment by revolutionary measuresf
Then, “why tie the tongue of
your speakers (as the Hew De
parture propones) and trammel the
pen of yonr writers, and “ handi
cap" every eflicient man in the line, by
enjoining silence upon the greateat of all
lands mis mid anormitiea of those to he
dislodged from power ? Why forbid any
thing being written, or said, against tbe
foulest of all their usurpations ? What
effect will aucb a course have upon tbe
honest masses, moved in their action by
princijfe, truth and right t Will it not
be just that effect which it bod last spring,
in Connecticut, and that whioh it has
had recently in California? The pro
gramme, I say, is very good as far as it
goes, but as it stands, it is the play of
Hamlet with Hamlet left out. To make
a grand rally of the Democracy against
the party in power with a view of turning
them out for what they have done, they
most be arraigned before the bar of pub-
lio justice for their highest crimes, as well
as their smaller offeuaes.
I would say, let tbe words upon their
banner be changed somewhat from those
submitted to me—let this, instead of the
one proposed, be the slogan of the United
Democracy—to go forth from hi'l-top
and valley—from tho mountains to the
sea coast, and lakes—everywhere—from
ocean to ocean—“ Down with the Rad-'-
“cals I Down with the Bayonet! Down
"with usurpations, and away with the in-
* famous frauds attempted to he set up uy
“them /”
“ Up with the Constitution 1 Up with
“ a restoration of Liberty, Fence, Har-
“mouy, 'Law and Order.' ”
