Suppose you allow me to go back a
little, at the risk of being charged with
old fogyiaro, and cite the laws of the
British Parliament, upon whiob are based
tbe civil liberty we now enjoy, and whiob
we derived from that much derided
source.
The first of these laws is that which
gives the House if Commons the 1 Kiser of

Constitution, aud the aforesuid "power 1
expressly conferred upon our ilouse tf

amenable to them.

Charles the Second, when tho jioople, by
a miracle, as it won, found themselves
in full possession of tho power of giving
vitality to the dormant generalities of
"Magna Clinrtn."
The third is tho trial by jury, which
secured a (sir heariug before a man's
l-uns whenever lie should bo charged by
the prefer authority, (fio be enquired into
by virtue of the aforesaid “writ”), of of
fend* against,the public peace !

All these principles of eivil liberty,
roughly, and by peace-meal extended b;

and Mr. Jefferson practically carried
these vital principles into effect!

or, which to the same thing, ‘'noqniescod"

nal rights, made by the so-catled law-

on the part of Congress.
Mr. Tweed's paper here is by no
