Referring to tbe.books of tha Western
and Atlantic Bailroad. it went perhaps,
proper to say that they show a
liberality in general expenditure* by the
administration In question, of gigantic
proportions, the heaviest of which
took place from October lat to Decem
ber 27,1870. Am partial evidence of this
peailiur liberality in disbursing the peo
ple's money by Ur. Blodgett's adminis
tration, we give ths following compara
tive statement of receipts and disbune-
“ management of the
road by Major Campbell Wallace, Col

Amount expended by Blodgett over
ard above that by Wallace, $762,430 11.
Add to the $762,430 11, expended by
Mr. Blodgett over and above tbs expen
ditures made by Msj. Campbell Wallace
for the year 1807, the $109,181 82 turned
over to Ur. Blodgett by Col. E. Hulbert
in cash and cash assets, and about three-
fourths of a million of debt* contracted
by said administration, paid in part by
Bailroad oommiaaion with balance debt
yet unpaid, and you have the grand total
of about eighteen hundred thoaaand dol
lars oa the proximate sum which has been
recklessly and unwarrantably expended
or ootnplicltiy and illegitimately appro
priated.
Oouaiderinfg th* foot that only ths small
aum of forty-five thousand dollars was
paid iuto the Treasury by Blodgett dur

that 8100,181.82 wore turned over to him
from Col. Hulbert’s administration, the
increased business of the road for 1870,
tho careless end irregulsr manner in

have been taken, which can be rendily
pointed out to your committee; and the
sudden affluence of so many who have

of the hard earnings of tha people, wliieli

yon herewith statements of tbs earnings
and expenses, also a financial statement
of the W. A A. Bailroad, at the oloee of
th* ftseal year ending Hept. 80, 1870.
Having been appointed General Book
keeper in charge Beut 1, 1871, with com
petent assistants, the duties involved in
making up those statements have been
onerous Upon an examination of the
books, I found they had not been bal
anced sinoc January 31st, 1870, (which
it the data of tho last balance made by
myself). 8overtl attempts had been
made showing forced holanoes, which
necessitated a thorough investigation by
oheckiug over ths books of the road from
Febratry 1st, 1870, to September 1st,
1870. In doing this, numerous soon
were found, wbteb will affect some of the
aocouuts.
I find that no settlement* have been
made, (daring a period of eight months
after the Road was leased) with th* At
lanta, Kingston, Dalton and Chattanooga
agencies. The different qput* have
atna* my appointaaent, requested a set
tlement, bat have inhismad them that
owing to the condition of the books of
the lload, nothing could be done with
their amounts, until the btoks were
thoroughly examined op to the time of
the lease, at whieh time their account*
would be in a condition for adjustment
The labor of adjusting and completing
tha business of the Road, from Septem

lease of the Road, will bo vary arduous,
Tha accounts with agents and connect
