Leave of al>sence was granted to Mr.

Mr. Candler moved to reconsider a bill
to change the line between DeKalb and
Gwinnett counties, which was indefinitely
postponed on yesterday. The motion
was lost.
A bill to incorporate the Merchants'
and Meohaiioa’ Bank of Oolnmbus;
passed.
Mr. Kibbee offered a resolution that
no aoonnt for mileage of members of
the General Assembly shall be audited
and approved by leas than two members
of the Auditing Committee, and that the
Treasurer be instructed tolpayno ac
count audited and approved in any other
way; adopted.
Mr. Keese offered a resolution that it
is not the design of the General Assem
bly to deny the just claims of teachers of
the common schools; for so soon as the
poll tax for the years 1868, 1869, 1870,
can be collected, and a sale made of the
States bonds now designated as the
School Fund, the said just claims shall
be fully paid.
Mr. Brock moved to strike out the poll
tax for the years 1868 aud 1869.
Mr. Brown moved to amend by stri
king out the words fully paid, and insert
paid, so far as the school fond will suffice
to pay them.
Anderson offered an amendment that
the money collected for poll tax in the
years 1868,1869 and 1870 shall be used
for that purpose.
The motion of Mr. Brock was lost.
The amendment of Mr. Brown was
agreed to.
Anderson's amendment was withdrawn.
The resolution was adopted, and, on
motion, transmitted.
On motion of Mr. Burns, the tax bill
for 1872 was taken up by sections. The
sections were severally read.
Tha first section provides for levying a
tax of live hundred thousand dollars, ex-
cluaivo of special tax**, a* the basis of
taxation; adopted.
Mr. Smith movod to amend so much
of Section 2d as prescribes ao ad valorem
tax on Ilia sale of liquor* by striking out
said provision and inserting a specific
tax of 20 cents per gftltoti oh all quanti
ties sold less than thirty gallons; lost-
ayes 8, nays 16.
Mr. Brown offered an amendment that
parties living out of the State and selling,
by sampla or .otherwise, shall pay the
sasM tax as remdeot liquor dealers; with
drawn, and the seotioa adopted.

Simmons, of the 22d District.
Mr. Bruton offered an amendment that
every keeper or owner of a faro bank
shall pay an annum tax of $2,500; adopt
ed.
Mr. Jervis offered nn amendment, pro
vided nothing coutain< d in the section
shall be construed to mnke it lawful to
keep a faro bank in this State; adopted.
The third soctiou was adopted.
The 4th, 6th and 6th sections were
adopted as reported.
Mr. Simmons moved to amend section
7th by exempting newspapers
Mr, Bruton hoped the amendment
would not prevail, because ho saw no rea
son why newspapers should bo exempted
more than other institutions.
Mr. lieefto opposed tho amendment.
Newspupers are not a new institution,
which should be fostered by the State,
and already their proprietors have a
great many privileges enjoyed by no
other class; and, further, as the Senator
from the 8th had said, a large part of the
press had been used for a very bad pur
pose.
Mr. Burns objected to the amendment
Largo amouuts of money are invested in
newspapers und printing material, and no
reason can be shown why capital so em
ployed should be exempt.
Mr. Simmons supported the amend
ment. The newspapers have been, for
years, exempt. They oie the great moral
und religions educators of the couutry.

remaining sections were severally adopt

Mr. Smith moved to amend tho 2d
section by inserting after the words
Practicing Physicians" the words “who
charge for services performed;” agreed
The Committee on tho state of the
Bepublio submitted a report, which was
uof acted on.
By unanimous oouseut tho amendment
of Mr. Bruton to the third section and
the proviso of Mr. Jervis were recurred
to, and reconsidered. Tho proviso was
agreed tc—ayes, 15; nays, 7. The amend
ment was lost. The sectiou was
adopted, and the bill was passed.
The Senate adjourned until 10, A. M.,
to-morrow.

vored the motion, which prevailed, and
the bill was re-com united to a special
committee.
Mr. Dell moved to recousider the pas
sage of a bill to amend the law relating
to write of habeas corpui; prevailed.
Mr. Gray of Bartow moved to recon
sider the lose of a bill to make it penal to
•ell liquor to minors. After some discus
sion, the motion was put and lost.
Mr. Oray also moved to reconsider the

Mr. Russell moved to lay the motion
to reconsider on the table.
Mr. Heidt favored the motion to re
consider, and argued that it would
throw protection around iuuocent wo

Mr. Wofford of Bartow, in otic a good
speech in favor of the motion to recon
sider.
Messrs. Russell,, and Hudson, argued
that tho bill would be impracticable;
would not benefit the doss it wosintend-
ed for, and would amount to prosecu
tious for the sake of makiug money by
low order of people.
On the motion to reconsider the yeas
and nays were called; yeas 61, nays 62.
dIMessrs. Snead, Jackson and Bacon, a
Special Committee, to whom was referred
a charge that H. S. Hilly or, Representa
tive from Camden, hod drawn mileage for
1000 miles, reported that after a careful
investigation, the Committee find that
said H. S. Hillyer has drawn $80 in ex
cess of his legitimate mileage. The
Committee recommended that said mem
ber be required to refund the money, and
that he be brought before the Bar of
this House and repremanded, and that
in the event of his refusal to comply,
he be expelled.
Mr. Hillyer said that he had never
traveled the route before, and did not
know the distances; that he examined
the Comptroller General's report, and
found that the member from the county
of Camden hod drawn mileage for 1000
miles last year, and that he did not
know until afterwards, that his predecee
8or came by way of Bavannah, because
of the Macon aud Brunswick Railroad
Company. He stated that the error was
unintentional, and that he was ready to
refund the money.
Messrs. Snead and Jackson said that
the cose was one withe it politics in it;
that Mr. Hillyer is a law maker, and
oould not properly plead ignorance; that
if the member who hud overdrawn were
a member of the Democratic party, that
nothing short of ir stant expulsion would
have been the report. The report was
adopted.
Mr. Hillyer came before the bar, re
funded the money to tlie Chairman of the
Auditing Committee, aud was repriman
ded by Speaker Smith.
On motion of Mr. Pierce, Mr. Hillyer
was allowed to speak further of the oase.
Mr. Hillyer said that he had not denied
that there was a mistake, but the charge
that it was intentional was unfounded.
Mr. Hudson offered a resolution re
questing the Auditing Committee to care
fully examine all accounts before approv
ing them; adopted.
Mr. Craig, chairman of the Committee
on Auditing, reported that T. G, Camp

In Favor of Shipbuilding.
St. Louis, December 12 The lower
bouse of tbo Legislature has adopted a

Governor to aid in establishing an iron
shipbuilding yard at some point on one ot
the Western rivers, in conformity with
the Bnggestions of the Secretary of the
Treasury.

The small-pox is increasing in Brook

There was a stormy meeting of the In
ternationalists last night. They adopted

women and citizens were invited to join

Committees were appointed to wait on
Governor Hoffman to ask State protec

nationale."
It is stated that Ex-Jndgo EJwsrds,
Plerrepont, and other prominent lawyers,
have volunteered to defend the Inter
nationalists if arrested on Sunday.

Much excitement prevailed in the cot-
ton market this afternoon In conseqncnee
of tho foilnre of seven honses and the ru
mored insolvency of many others.
Tho small receipts of cotton lust week
as compared with tho corresponding time
lust year, and the fears of a short crop
thereby engendered, together with a rise
of cotton in Liverpool, where tho supply
is very scanty, has caascd alarm, for sev
eral days post, among those who had
an interest in the market. This resulted
in a sadden and marked advance in the
price, which seriously embarrassed those
dealers who were hampered by contracts,
and rendered some unable to fuldll them.
Three failures are officially announced—
Wm. P. Wright k Oo., Adolphns O.
ychoefer A Co. and J. Seayeruft. These
failures resulted from the inability of the
parties to fulfill their contracts, in
consequence the sadden flaatnation of tho
market. Wright k Co. place the indebt
edness 939,000, and are ready to com
pound at 50 cents on thegillar. They
expect to settle their affairahd continue
business in a few days. Schoefer k Co.
and Seeycroft have failed for large
amounts, bnt declare themselves nnablc
to state the sums of their obligations or
give proofs of tbeir confidence in their
ability to settle with their creditors and
oontinne business.
Many rnmom have been afloat this
afternoon, affecting the solvency of oth
er firms, bnt no other failures have been
officially announced. Some of the deal
ers reported to have been in difficulty,
oonfeeeed to serious embsrrasmont, when
questioned on the subject, but expressed
a belief that they would be able to tide
over the trouble. The Aaeociited Bank
Meeting sustained the Committee in ex
pelling tho Ocean Bank. The meeting
was private, bnt it has transpired that
ugly facts were produced, which dis
it the assertion that the Ocean Bank

It is stated that tho Police Commis
sioners adhere to their determination to
prevent the Iutemational's parade next
Sunday, and tho Governor refuses to in

occurred since Saturday, and seven
deaths.

SENATE.
WAsnutuToir, December 12. —Senator
Sumner introduced a bill for mixed
schools iu tho Distriot of Columbia, and
urged early action upon it. Ho hoped
tho example would be aperdily followed
in the States.
Senator Weat introduced the following:
"Besolved, That tho Committee on Fi
nance bo requested to inquire into the
expediency of examining, from the pay-
ment of custom duty, all matoriala, inclu
ding iron ties, imported into the United
Stetee, which are used for the parpoee of
baling or bagging cotton.”
Senator West, of Louisiana, intro
duced to-day a measure looking to the
exemption uom duty of all bagging and
iron ties, need in baling cotton. This,
he stated, would be equivalent to a —
mitun, by the Government, of one
lar per bale, and would no doabt stimu
late the productions of the staple. It ie
e very important couoeoaion, and the ef
fort to obtain it, the frieade of the
measure claim,should be warmly abounded
by tho planting and commercial interests
of the cotton growing region.
The Committee on Bonks and Banking
to-day considered the question of re
sumption of specie payment and ap
pointed u sub committee to examine the
subject. There will be no notion by full
committee before the holidays,

ded that Clark (Rep.) and Herndon,
from Texas, are entitled to he sworn in ou
