Mr. Hillyer favored the resolution. It
is npt the policy of the State to impose

ally such as HMdeonUy benefit the public.
The ooBeotion of'ldteS for past years
wonld be very onerous, and he hoped
that newspapers wduld be exempt.
■ Mr. Reese oppesed tbe resolution. A
similar proposition bad failed at the Iasi
|on of the Legislature. He- kaows of
principle whioh ought to exempt
newspapers from taxation. Large

pari which yields remnnsrstive incomes.
Newspapers do not demand tbe fostering

Mr. Spenoer introduced a bill granting

In the oaucui the administration has
triumphed. A special instead of a joint

Mr. Feddy opposed the resolution, on
the ground tout tbe newspapers had re
ceived from the Government immense
amounts of money in payment for the
publication of Executive proclamations,
and taxation is but a small return.
Mr. Simmons replied Hint the publica

more than a large amount of work per-

sense Of justice. The newspapers re

Smith favored the resolution. The
