Cold. — Yesterday was, perhaps, as
disagreeable as any day this year. The
tbermomoter ranged uelow lretzing
point all'day long, while tbe wind was
directly from Alaska. It seemed to grow
colder as tbe day advanced.
Married. — At St. Phillip’s Chnrcb, in
this oity, by Bev. Charles E Elliott, at
7 o’clock last evening, Mr. Louis E. Dn
vail, ul Louisville, Ky., and Miss Georgia
G. Cooper, of tbia oity. The couple left
last evening i n the State Road train for
Louisville.

Fire.—About four o’clock yesterday
af eruoou tbe alarm was sounded, and
tbe Companies soon bad up steam. The
alarm flr.t proceeded from the boarding
house kept by Mrs. Johnson, on corner
of Uuntcr and Forsyth streets. Con
siderable tumbling out of tranks was
going on, and other excitement usually
si’euduut upon flro alarms, bat if there
was auy fire, tbe Companies failed todis-
eover it. It most have been somewhere
inside the honse.
Personal.—Capt. W. E. White, one
of the cleverest and jolliest men in Geor
gia Bpent an hour or two with us yester
day. “Bose,” as lie is familiarly called
by the boys at West Point, is in town tor
the purpose of attending the commence
ment exercises of the Atlanta Medical
College. Bis son, Itufus, is attending
lectures, and baa tbe reputation with the
faculty, of being one of the most promis
ing youths in the College. “Bose” never
t-ems to remember tbgt he has grand
children, but retaius all tbe vivaoity and
v gor of his youthful days, which is, be
yond doubt, tbe true philosophy of lon
gevity. We hope bis days ore not yet
half numbered.
Accident oo tUa State Road.
We learu that a aerioua accident oc
curred to • young man by the name oi
Joeiah Delk—s train hand on the West
ern and Atlantic R-tilroArt— last Monday.
The accident occurred near Graysville.
It seems that Mr. Dt-lk attempted to
jump on b >ard the care, mistaking a
freight box for the cab car. He fell,
was run over, seriously crashing his foot
and breaking his leg. The unfortunate
young man was bronght to his friends at
Marietta in the d>wn passenger train
sleeping cor, where it is hoped that the
kind attention of friends and good
nursing will soon “bring him round.”
No blame is attached to any one, save
himself.
Accident on the atnlc Kallruad.
About 12 o’clock Monday night as the
up night passenger train was careerirg
rapidly over the track, bearing its
precious freight oi living souls, an acci
dent occurred, wuicb, strange to say,
injured oo one on board. The scene
was near Rogers Station, above Carters-
villa. A freight train in advance of the
passenger ran off the track. Immedi
ately they sent out a runner to warn the
swiftly approaching passenger car, but
too late to avert the impending result
The passenger engine ran in o the rear
car of the freight train, but fortunately
caused no damage save a slight injury to
the enpine. At last accounts the road
was clear and trains running as usual.

O, it was piercing oold yesterday ! The
pavements were one sheet of iosr and the
wind blew a perfect gale. The Reoordt r
was on hand, notwithstanding the sever
ity of the weather.
The first case called was that of Hen
rietta Winn. Xhe very mention of her
name caused an involuntary shiver to
run throngh the audienoe, and the Oourt
looked frigidly at Jonsen, for calling il
out However, old man Sommers hap
pened to oome in about that time to at
tend on a case of one of his countrymen
who eouldn’t speak English, and as soon
as the croad saw him a subdued ejacula
tion burst oat, “now is the wiuter of
oar disoontent made glorious by this
Sommer's sou of Germany.” The
frosen looks and iey smile of the Oourt
then gav«v.way before the genial fioe of
Sommers. From the testimony it ap
peared that Henrietta had agreed to do
a day's washing for a lady, lor which she
had been paid. But Henrietta swore
the lady owed her twenty-five cents on
tbe old score, and taking the law in her
own bands she went on the wings of the
Winn on a collecting tour. Of course
the lady refus< d to acceed to her de
mands, whereupon the Winn blew harder
than ever and swore she would have her
money or disarrange somebody’s internal
orgstism. Tbe Coart let her off with
one dollar and costs, and proposed a
little pieoe of advice to all parties; but
four women were too much for one man,
and the Court couldn't get in a word
edgjwise. This so completely disgusted
him that he dismissed the whole crowu.
The Winn still blew snob a gale in his
presence that he was forced to send her
below and lock her up for contempt.
Henry Wade was called, but his attor
ney proved it a mistaken case, and Jon
sen was ordered to Wade into the next
man.
This was John Woife, whose
case was continued over from the
dAj before. Hi was accused of driving
on tbe sidewalk. Wolfe could not speak
English, and Lis cose was conducted by
proxy—a countryman of his—-who suc
ceeded in getting John out of tho law
with only five dollars and costj flue.
William Rogers was ja drayman who
had been carrying on tbut business some
time without license. He was driving
for another party, and the Court thought
the other party ought to pay a fine of
five dollars and costs, which he felt or m-
pelled to levy against William.
Another case against the same party
for not having his number on his dray
was dismissed.
George Butler, for running his dray
without haviDg a number on it. It hap
pened that the number of his dray for
last year corresponded with his number
on the City Clerk’s book foi the present
year, which little lottery luck g't Lim
off free.
Caleb Long—Lucy's brother—was up
for running a dray without number.
Ho had loug since conclu led it was all
right, and instead of putting his num
ber ou the vehicle he earned it in his
pocket. He paid costs.
N. Brown was down witli the same ep
idemic. He had bis number on an old
dray and had neglected to attach it to
his new one. Ho called oi jonsen to
testify to his general good character
whioh eased him down with costa.
Fred Ferguson was running hit dray
without license or number. The Court
saw at a glauce that Fred uus the biggest
rascal of the whole 'ot. Ho asked him
where his number was, and the darkey
said it was attached to the coupling pole.
The Court then drew a comic picture of
himself, in case ho wanted to get the
number, of getting on bis all-fours and
orawling under the wagon, looking for
it. The.very idea so euraged him that
he fined Fred ten dollars and costs.
Peter Thomas was draying for auother
party, whos- duty it was to look after li
cense and number, and the Cjurt, po
litely sent bis compliments to that gen
tleman, and fiued him five dollars and
COSiS.
By this time the fire in tho stove had
gone out. Aldeipian Mtcatdio, who «ai
ou hand, put on his hat to keep his head
warm. The Court said: “Jonseo, trhat
ia it that makes the weather so cold ?”

Commissioner W. B. Smith wai busy
on yreterday, in enquiring into tbe status
of oertain parties who were arraigned be
fore him, on the charges ot retailing
spirituous liquors and illicit distillation.
A bond of three hundred dollars was
required from Messrs. W. L. Moore, Al
fred Hardin and Enuok Herndon, of For
syth oonnty, on the charge of retailing
spirituous liquors without 'ioense.
Messrs. B. Crane, Benj Ashworth and
Jasper Beok, were aischarged on tbe
oharge of illicit distilling. Col. George
S. Thomas, Assistant United States Dis
trict Attorney, for tbe proeeontion; Ju
lius L. Brown for the defense.
CITY COURT.
This tribunal met yesterday miming,
Hon. B. J. Cowart presiding. Quite a
number of criminal cases were tried and
disposed of.
Tony Austin, colored, indicted for as
sault and battery, alleged lo have been
committed on the person of Mr. T. J.
Belcner, with rocks, about the middle of
last month, p eud guilty to the oharge,
and was sentenced topny a fine of 81 and
costa or to work ten days ou the pnblio
works. I. ai_v Dudly ulso plead guilty
to the offense of assault aud battery on
the same party, iu thesaaio manner, and
at tbe same time and place. Tbe defend
ant was sentenced to pay a fine of $25
an I costs, oi in default to work ten
mouths on the publio works.
A white man charged with committing
i assault and battery on an old negro
woman named Loniea Turner, plead
guilty,and was fiued five dollars and coats.
Touy Austin, charged with larceny
fr.-oi tbe house, in stealing a sack of
flower from J. B. Shackleford, was tried,
convicted and sentenced to pay a fine ol
fif y dollars and costs, or in default to
work twelve mouths on the publio works.
John Williams, the negro who stole a
fish and a hog’s foot from J, W, Petti-
boue, on Decatur street, on Saturday
night last, plead guilty to the oharge of
larceny, and was sentenced to pay a fine
of $15 aud costs, or io default to labor oo
the public works six mouths.
Emeliue Harris, colored, charged with
larceuy from the house, was tried by the
Court and f..und guilty. Fiued $15 and
costs, ami in default of payment six
month* on the public works. The arti
cle stolen by this individual waa a ahoul-
dir oi meat from Landrum A Bros., a
few days since.
JUSTICE COURTS.
Those far-famed tribunals, and dernier
re torit of ye local, had an exceedingly
quiet lime on yesterday. Justice Mon
day had no news of importance to com
municate, and woa just wishing for some
body to come in and enliven him with a
yaru, like unto that which a certain
sapient Judge reoently related to him in
tne presence of this repot ter. It was too
cold, however to be civil, aud we bid tbe
Justice a summary good-bye.
Justice Butte had nothing to do but
parch goobers. We crocked a few with
him, aud believe that his knowledge of
cookiug goobers is only equaled by hia
familiarity of tbe law. Edo peryctua.
Justice Hammond is the only man who
hod any fun yesterday. Tbe Juatice ia
an exceedingly dignified old gentlemen,
but iu Spite of thst assumed frown, we
kuew he enjoyed the labored efforts ol
tbe skili'al and intelligent counsel en
gaged iu tuat bastardy ease heard before
him. This waa a pane prefi rred by Mias
Heurioita Gilpin apaiust Mr. George
Lackey, , bulging him with being the

vehicles. Some were fined for axing laxt

the fact that the numbers ate changed

twelve members, residents of this city,

term of six years from the date of their
election, unless chosen to fill an unex
pired term. Tho present members of the
lhmrd of Education are hereby continued
until tho terms expire for which they
were respectively elected.

have the control and management of tho
public schools o» the city, Huhject, how
ever, to tho approval of the Mavor and
Council, 88 hereinafter provided. Baid
Board shall have autuority to employ the
Superintendent and all' teachers, and
prettcnbo their duties. Tuey sliuli also
have authority to fix tbe compensation of
the tiuperintondent and teachers, sub
ject to the approval of the Mayor and
Jounoil. They shall have | ower to con
trol tho distribution of the teachers and
pupils among tbe several schools, to • ic*
trtto the course o« studies, tho tigauiza*
tion of classes, the number and character
of text Ixwks, the method of teaching,
the time and mode of examination, the
distribution of rewards, honors aud di
plomas, and to make and iusuro live en
forcement of a complete Bjstera of rules
for the government amt efficiency of tho
schools as affects botu teachers and pu
pils. Also, to take measures for the
gradual foundation of a sohool library
ami rendering the same useful. The plan
of instruction and the system of rules
aud regulations when once adopted shall
be adhered to, unless moliiled by a con
current vote of two-thirds of the Bo»rd.

may be performed by appropriate com
mittees, when so directed by standing
rules, or by special orders, or regulations
of the Board.

Bind statement shall set forth the various
objects of expenditnres, and specify the
sum estimated to be nccesflurj for each.
Said Htatemeut shall be authenticated by
the official signature of the President of
ih»‘ Board, aud the said Mayor and Coun
cil,iu fixing the rate of taxation.shall add a
sufficient amount to oover suob estimate;
provided such increased rato shall not
exceed oue third ot one per cent, on tne
reul estate iu said oity—whioh shall not
be collected as the other taxes of the
city, but oollected as a soparute school
fund, and paid over by the Clerk o‘
Oouuoil to the City Treasury as the other
taxes and receipts pf the city are paid.

be examined by the Auditor and Finance

correct, the Council shall order checks

of Council, which shall be nai l by the
City Treasury aH other city checks.

Hogan, of HogsnsviUe, Geirgia. It
wu remarked by an eminent phy
sician who wu present, thst this
address wu one of the best he ever heard.
It wu delivered in an easy, grooeful and
pleaaant style, aud wu remarkable for
ono of bis yean—he being abont 24.
The valcdlotory on behalf of the
Faculty wu delivered by I rof. V. H.
Taliaferro.' The Professor, in an easy,
unrestrained manner, gave some sound
advice to tbe class, Although shor*, it
would be diffionlt to orowtl more good
souse in so few remarks u those he mode.
These proceedings were divenified by
musio from tke bond, and occupied little
more than one boar's time.
.The Faculty, class and invited guests
then adjourned to the Kimball House

Altogether the exercises, ball and up
per will long bo remembered by the
young M. D’e., for whose benefit end
