Much has been said, both in public and private,
relative to the people of color who are held in
slavery. Many plans for their emancipation have
been proposed; but none, within my knowledge,
have been reduced to practice. I shall submit to
the consideration of the public mv views on the
subject, hoping thereby that intelligent men may
be induced to come foraurd to my assistance.

We have seen some conjectures in the news
papers respecting the delivery of the Spanish
posts, in Florida, which it has’ been announced
cities. This is a national disgracc, in j are to be restored to the Spanish government,
. _...i ..ii * .. that have led us to some enquiry into the subject.
The two posts, we are induced to believe, will
be surrendered under variant circumstances.
i'lie post of St. Marks will not lie surrender
ed, but to a force competent to hold it. It is a
military post, remote from any population, sur
rounded by hordes of desperate Indians and ne
groes ; it is the only barrier against their rava
ges and incursions. To evacuate it on the mere
demand of any Spanish agent deputed to re
ceive, or to a force incompetent to hold it, would
be to evacuate it to the Indians; for, we have
the authority of the late Spanish commander of
it, tor slying, that the Indians controlled him.
and not lie them. Self-preser\ation is the first
dictate ot nature; and there is nothing in the
law ot nations, most rigorously construed, which
requires a nation to prostrate any part of its pop
ulation at the mercy of an infuriated and savage
enemy. We have daily accounts that the Semi
nole Indians remaining unsubdued are embodied
in lorce : this check withdrawn, and thev might
sweep our holders. On tlie appearance of a
force adequate to garrison the post, it will be
promptly given up.
N\ ith respect to Pensacola, that post stands on
a different looting. There are not fifty warriors
t in fact; and requires all the energy
ce and vigilance of the citizens to
st it.

west ol the Appulachicula, and the population
of the frontier is sufficient to keep them in awe.
The population of Pensacola alone is abund
antly competent to preserve it from falling into
the bands of the Indians. That post, therefore,
will be surrendered, without condition, to anv
agent of Spain duly authorised to receive it.
It is thus seen, that the United States do not
desire to hold the Spanish posts ; one of which
is surrendered without condition, and the other
without any condition but that it shall not be
surrendered to a force, nominally Spanish, un
der a controul actually Indian. In a word, it is
to Spain, and not to the Seminoles, that both the
