| As all taxes are in a greater or lesser degree odious—as
■they are biirthenfome, permit me, Gentlemen, humbly to
■propose to your consideration, the altering the present mode
■of taxation, and to raise a revenue by an import and exeife
■for defraying the exigencies of government. By this the
■revenue will be made certain, from its regular payments, and
■ each individual contributein such fort as not to be sensible of it.

Near four millions of acres have been granted since the
I opening the Land-Office, the purchase money of which, when
I paid into the treaniry, will in addition to dur ancient grants,
by a very moderate taxon land, negroes, and other property,
I as usual, soon fink the publip debt.. ,

and over the state aforefaid.
A PROCLAMATION.
WHEREAS there is just reason to believe that some
wicked and degenerate person or persons hath con
trived to counterfeit some of the bills of the paper current
money of this state, and hath palled or circulated some of
the said counterfeit bills to the great injury of the good peo
ple of the said state, and contrary to the laws thereof: In
order therefore that such atrocious offenders may be brought
to condign punishment, I HAVE, by and with the advice
and consent of the Honorable the Executive Council, pursu
ant to a Resolution of the Honorable the House of Aifembly,
thought fit to ilfue this my Proclamation, offering, and I do
hereby offer, a Reward of TWO HUNDRED and FIFTY
POUNDS to any person or persons who ihall prosecute to
conviction any offender or offenders guilty of counterfeiting
the paper currency or medium of this State, or of having any
engines, tools, or other machines for the printing, stamp
ing, or making the fame, or of counterfeiting the name or
names of the ligner or signers thereof, or of uttering, pars
ing or attempting to pa's such counterfeit bill or bills, know
ing them to be counterfeit ; AND I DO, by authority of the
Resolution aforeiiid, hereby offer a full Pardon and ;he like
Reward to any peifoa or persons who (hall give information
and prosecute to conviction, his, her, or thfcir accomplice,
or accomplices ih the crimes aforefaid ; AND I DO further
ftricflv command and enjoin all Magistrates, Sheriffs, Con
ftablcs., and other Officers, and all pet fins whatsoever, to
be diligent in apprehending and fecunngfuch offenders, that
they meet the juff piiniihments of the law.
G IVEN under my hand and the great fell of the said
state, at Augusta, this twenty-fecoud day of January,
in the year of our Lord one tlioufand seven hundred
and eighty-seven, and of our sovereignty and inde
perdence the eleventh.
