Fellow Citizens ,
. IE if ANY have been the frauds and imposi
tions which of late years have been
pradifed on the honest and industrious part of
the community ; and, I am sorry to fay, that
many of those who are considered as leading
men, have been among the most forward to
defraud their Fellow-Citizens and the state
out of their just rights and property.
I ftiall not take up your time with declama
tion, but come to the point by mentioning a
few fads—
It is well known that the Ad of Assembly
by which every purchaser of confifcated pro
perty was at liberty to give up the property
he had purehafed too dear, whereby the state
loft a year’s interest, favoured no class of peo
ple so much as a wretched set of speculators,
who are the leeches and blood-fuckers of their
fellow-citizens, the pest of society, a nuisance
in the state, and ought to be extirpated from
off the face of the earth.
‘When the confifcated property was fold,
the express conditions of sale were, that one
half of the purchase money lhould be paid in
certificates, and the other in fpccie; with
which conditions every honest man expeded
so comply; but the avaricious sons of fraud
received that matter through a different me
dium, and trusted that by the help of their as
sociates ; and the afliftance of an ex pojl fafio
law, the conditions of sale might be evaded,
and the property paid for, with depreciated
certificates of ten or twelve for one ; and as
the event shews, they merit abundance of
credit for the balls on which they founded
their faith.
If such impefitions are fuffered to go
unnoticed, we Tmuft be fnpinely ignorant in
deed :—I may truly fay it is all over with
us ; and the honest and industrious part of the
community has nothing more to exped, but
to drag on a miserable life of hardlhip and la
bour ; while the profligate sons of debauchery
are wallowing in luxury and extravagance.
Not fatisfled with defrauding the state out
of all they poflibly could, they are now about
forming a plan to divert their creditors out of
their property. The Bill is formed, and I am
told will be brought into the House of Assem
bly, for an Injiallment of Debts , to continue
twenty-five years, which, by the way, might
sts, well be forever. I will not insult the un
derstanding of the people of this state by of
fering a serious argument against so impolitic
and so flagrant an ad of injustice ; but lhould
such a curse be entailed on the state oiGeorgia,
it will complete our misfortunes, and hold
us up to the world as the most unprincipled
and abandoned people that ever existed on the
face of the earth.
I am lately from the low country, and I
know it is not the honest and refpedable part
of the community there, who are in favor of
the Injiallment Law ; none but the extrava
gant, who yearly overlive their income,
now wirti to defraud their tradesmen for mak
ing the very cloathes in which they come an
nually among us, to make that tawdry ap
pearance, which they conceive a complete
mask for their hypocrisy and imposture; and
many of them whom we esteemed men of
large fortunes, (to my certain knowledge)
cannot procure neceflaries for their families,
nut by ads of fraud and injustice.
Having given you a few hints of the motives
which hitherto direded the politics of lower
Georgia, it is now left for you to determine,
whether you will ad the part of honest and
virtuous citizens, or fuffer your names to be
handed down to posterity, and stigmatized
with indelible infamy.

This Morning,
A NEGRO MAN, about 23 years of age,
named Adam, about 5 feet ten inches
high, has loft the fourth finger of one of hie
hands, his feet have been froflbitten, looka
swelled about the throat and face, and is ofa
morose appearance. Had on when be went
away a pair of brown jean or fattinet breeches,
and an oznaburg rtiirt, he likewilehad a pair
of oznaburg trowfers and a fturt, exclusive of
the one he had on ; speaks good English, and
was born in the Weft-Indies.
I suppose he will make for the town of Sa
vannah, as he was lately purchased from Mr.
R ae, Tavern- kee per of that place, near which
he has a wife.
Any person harbouring the said Negro*
(hall on proof thereof be prosecuted to the ut
most rigour of the law. If he is taken up be
low Little River, a Reward ts Fifteen Dol
lars, if below Augusta Twenty Dolhrt, but
if abeve Little River Ten Dollars with all
realonable charges will be psid to any person
who will deliver him at the fubferiber’s ftoro
on Broad River, or feturehiin in such a man
