Hamilton, and Mr. Brown,- to whom was re
ferred a Motion of Air. Dane, relative to
public and unfettied accounts, having repo.*f-

referred to them, they find that during the
late war. and erpeciaily in the early periods
of ii man/miinor.'ti cjf dollars were advanced
by the United States to fhndry persons, of the
expenditure* whereof proper accounts have
not been rendered?' add- though' the perfung
tsho have been entrusted with public monies
Kave been frequehtly called upofl to fettle
their accounts by the ufts and- oflicere of
Congress, yet in many cases they Have not
prodoced or exhibited to the propef officers
any documents or vouches cm which regular'
fettlemcnts can be made.—That feverai ac
counts of very confklc’rable extent have been
taken up, and so far sassed on, that balances
appear to be dated generally, ahd id feme
cases payments made, though it does not ap
pear'that tfre'prope’r flare merits were made of
the articles which composed thole accounts,
or that the regular vouchers were produced to
support the charges in them. Accounts, thus
imperfectly stated and uufupported, the com
mittee conceive are justly liable to revilion ;
and particularly so, a$ it does not appear that
tire parties have- at airtime considered them
as being filially fettled.—Tliat from a general
view of .his f&bjift, the Committee are in
duced to think* and 'believe, that the United
Spates have already fuffered very great inton
vcniencies,* By" inea&ufable negligence and
vuauthorifed dehyp; in psifons entruUed with
public monies, in no* rendering and fbttling

expedient, that decisive meafurcs be speedily
