federal officeholders throughout the
oountry, from the Cabinet down, are
those appointed under President Lin
coln's administration. Already there is
a wonderful nneaaiiies. among thomene
here of the House who voted for Stevens'
resolution. This fear will cause a great
change in the body. The publio may
look for some grand political somersaults
before the session terminates. In order
that this point may bo understood I give
the points of a conversation which took
place a day or two sinco between a high
official uud a republican member. The
member referred to win boasting how he
was going to oppose the President's pol
icy, nnd that he did not cure what Mr.
Johnson did.
“Stop," says the official, “are youBure
you arc independent nt tho Presideut,
and oan sustain yourself at homo if you
oppose him ! Your district is very close.”
“VVhat has the President to do with
roy district! The people clcoted me,
and expect me to carry out their views-
I represent, them, not the President, and
he can't affect mo there.”

postmasters have you in your district!"
"That lias nothing to do with it,” re
plied the inembor. “they are nil friends
of mine. Besides, it is always nnderstood
that flio Representative in Congras is
entitled to those appointments for his
friends."
“But," replied the official, “suppose
that tho President should take it into his
head to remove nil of your friouds and
appoint men in their plnee who wore
friends of Ills and did not euro anything
about you, what then would bo your po
sition at home ?"
This opened the matter in a new light
to tho enthusiastic member. After a
little hesitation he asked in a tone show

“whut the President will do, or whether
ho has thought of this matter. 1 only
know what I would do if I were ill his

failed. It next tried giving it away, and
this too failed. It next offered to give
the paper free and prepay the postage.
Even this liberal offer was only a moder

postmasters a small salary to deliver it.
