PROCLAMATION BY THE GOVERNOR

Whereas the late Coil venliiSu did ordain, tliat thy
Pro-risional Governor should provide ff>r the forma
tion of one or more Militia or. Volunteer com
panies in each of the counties of the State, to act
as a police force, f o suppress vloieiu.-e, to preserve
order and to aid the civil officers in the enforce-
mentxpf the laws, under each regulations as might
be consistent with the laws of tin- United States.—
Now therefore, L James Johnson Provisional
Governor of the State, do hereby authorize and re
quest the people of this State, to organize, accord-
to law, in each of the counties of tlic State,
a volunteer company, lor tlie purpose of aiding the
civil authorities in the execution of law and the
suppression of violence. ,
And it is hereby farther declared, that such
companies, when so formed and organized, shall
l,e auxiliary and subordinate to the tirii officers;
that they pfaqll arrest no pereqn, and search the
honse of ho person, without a legal warant regu
larly Issued 1 by some magistrate having authority,
and ehall In ho case inflict ahy.punishment except
by the judgment and direction of a duly qualified
civil officer, hiving jurisdiction of the offense.
And whereas, it is desirable to have uniformity
incommaad, and that there should he no conflict
between the military authorities of the State and
United States, it is further declared, that said com
panies, when formed within their respective coun-
nding the District; and for a vlotati

ehall be tried and punished according to the rales
prescribed for the government of the army of the
United Stafes.
