The Oaths.
One of the chief objection* to the admit-
ston of the Southern member* is, that the
great [body of those who have been elected
to congress are men who have been engaged
actively in the rebellion, and cannot therefore
take the “Test Oath.” Now this appears to
U9 a frivolous objection. For if tho people
of the South are to be allowed to elect such
tnrmbere at all, they must be trusted to elect
such men ** they deem most worthy of their
confidence. Tho right to elect representa
tive would be valueless if not entirely free
and unrestrained. Any other rule would
confine the selection to so small a
nntnbcr of men, who are eligible that
it would amount to no privilege at *11,
and lie simply * registration of tlie promo
tion to office of a set of men who arc not on
ly exceedingly scarce, hut who are, as a gen-
cral tiling, entirely unworthy of popular sup
port. The men of the South who can now
come forward nnd swear that they did not
participate, cither directly or indirectly, in
the rebellion, arc fairly liable to very serious
suspicions. They were cither deceiving those
among whom they lived during the war, by
professing a devotion to the Confederate
Government, which was not honest or sin
cere, or they arc acting with hypocrisy now.
It is a well known fact that there were no men
of any prominence in tlie South, during tlie
progress of hostilities, who did not pretend
to hate the Yankee nation, nnd to desire the
establishment of a separate nationality.

are tlie men of genius and talent, who un

because they could be trusted. They proved
theta wives true fearless nnd intelligent and tbe
people love nnd admire them for it. And though
tlie war is at an end, and both the people and
their late leaders have submitted to the gov
ernment and taken the oath to sustain it, the
affections of the masses still cling to those
men, nnd tlie memory of tlie heroic deeds
that have made their, name* illustrious will
keep than attachments warm so long us life

dence of a rebellious spirit, that the people
prefe r the men who have made their mark

It is simply a preference for men wbo have
proved tbnt they are men, and who have vin
dicated their manlioo< 1 “amid the carnage
and the roar of battle,’' over n act of hypo
critical sneaks, who cither dared not avow
their honest sentiments then, or are w illing
to perjure themselves now. Can they l>c
blamed for the choice they have made? No
honest or honorable man will say so.
Rut after all, why should so much impor
tance be attached to the taking of the teat
oath as a preliminary to the occujpancy of n
scat in Congress! No weight or importance
is attached to the fact that the great body of
the Sonthem people havo taken an oath of
all. •giance or amnesty to the government.—
They are still denounced ns rebels and un
worthy to be represented. Their sincerity is
stUl doubted, and it ia said that they arc still
iniolent and contumacious.
If this is true, the efficacy of oaths is not
to be depended on, and it matters little wheth
er the Congressmen elect can take the oath
prescribed or not. If the taking tho oath
docs not inspire confidence in tbc future in
