N ORDINANCE entitled an Ordinance to alter
. am t anrtnd an Ordinance to i-liange the uiauner
of keening the streets and lanes of the city of Sa
vannah clean, and to prescribe the duties of the
Superintendent, passed Dec. 29th. 1803.
Sec. 1. Be it ordained by the Mayor and Aldermen
of the city of Savannah, in council assembled, and
it is hereby ordained by the authority of the same,
That from and after the passage of this ordinance,
the work of the Scavenger Department shall, no
longer bo given out by contract, but shall be carried
on under the direction of a superintendent elected •
by Council, and the whole expense of the same shaH
t,s oorne directly by the corporation.
Secjj. Be it turther ordained by the authority
aforesaid, That the City Council, at its next regular
meeting of Conncii, in January of every year there
after, Bhall elect a superintendent, whose salary
shall be ■■ per annum, and who shall execute

The W isliington correspondent of the
Cincinnati Gazette in-ritcs the following state
ment upon bis own responsibility, no douot :
It is known that Santa Anna came to ibis
c an try through the influence of Secretary
Seward Santa Anna was expected last
week. Friday, at wnicll time, it will be re
membered, it wa9 telegraphed overthe coun
try that Mr. Seward bad gone to’ Auburn;
but the Dun-arrival of the steamer Georgia^
upon which Santa Anna was, delayed his trip
until Saturday; but still the vessel did not
come. On Sunday Sania Anna was an- j
nounccd. On Monday Mr. Seward, accompa- j
nied by his private Secretary, went in a pri- j
vate car, to Jersey City, teaching Taylor’s j
Hotel, in that city at daylight on Tuesday, j
He registered his own name, unofficially, and |
his Secretary, upon being requested to register ; i u a short time regains
declined. Several men Irani Eiizabelhport,
where Santa Anna’s party is stopping, reach
ed the hotel at a very early hour, aud were
in waiting for Mr. Seward. The interview
lasted for some time, and from the descrip-i
tion given of oueot the pgrty he is believed to j
be Santa Anna himself. Mr. Seward left Jer- j
sey City, at 11 A. M. the same day for Au- j
burn. This is the secoud attempt that has ,
been made to get Santa Auua into this coun- ■
try since Mr. Seward s interview with him at '
Bt. Thomas last winter. The first effort I
faiied, although a vessel was sent specially
for him. Upon the last occasion he was ;
given to undef'iand'that if he expected to i
accomplish anything he must come here at I

that further delay would be fatal to the pro
posed plans, whatever they were. Santa j
Anna’s devotion to the liberal cause is belief j

Struck Oil at Gadsden*.—It is reported, !
says the Rome Courier of the 15th, by the
officers of the steamer Undiue, that arrived
here lust Friday, that the Petroleum com
pany, of which the Rev. Mr. Rogers, o;
Atlanta, is Director, struck oil near Gads- ,
den, Ala., in the early part ot last - week, at
the depth of 240 feet. Ttie rusn of gas out j

without suffocation. The oil that is raised
up is so much mixed with'sand and water
that the quality or extent of the vein struck

inserted something more definite will be
known. It is said that all the indications point j

date of his election, and upon failure to give such
bond or neglecting to enter npon his duties within
the said time, his election shall be deemed void, and
the City Council at its next regular meeting shall

Sec 3. Be it farter ordained by the authority afore
said, That it shall he the duty of said superintend
ent upon his entering office to file a schedule with
the Clerk of Conncii, of all the property of the De
partment-coming into Ids possession: to make alt
contracts for the purchase of cfiYts, horses iptj mules
and for the hire of able-bodied met., such as may be
necessary to’-perform Hie duties of-the Department,
as hereinafter desci ibed ; all such contracts and en
gagements being first suojept co the approve Rif
Conned, and shall give receipt to the Ci v Marshal
for all corn and other provender' purchased and fur-

further duty of said superintendent to canse the men
so employed to pass through alt parts of tho city
daily, Sundays and general holiday excepted* with
the carts, and take oif all offal, film, manure, oyster
(•heels, or other raheish that may be collected iu
barrels and boxes, or that may be found in any
street, lane or squares within the city, and carry the
same to such place as may be determined by the
Mayor or Chairman of the Slreet- ami Lane Commit
tee. Provided, that all manure shall be*at the dis
posal of the corporation, and carried beyond the
limits of tho city.’
SEC. 4. He it farther ordained’ by the authority
aforesaid. That it shall be tne duty of t he superin
tendent to ropo.rt to the Mayot or Acting Mayor,
every Monday morning, the dumber of hands and
teams employed in the department, and the condi
tion of the streets,.lanes and squares; and on evtry
alarm of fire it shall be his duty to repair to the place
or the fire with such uf his te.uus as are not actually
loaded and carrying off the offal at the time of the
alarufjbeing given, aud he subject to the orders of
the Mayor, or the person or ptrffons acting In his
place. And for neglecting or failing to perform all
the requirements of tills ordinance, the said superin
tendent shall, upon conviction before the Mayor, or
the person or persons presiding at Lie Police Court,
be subiect to a fine of uot less than- five dollars nor
more than fifty dollars for each offence—one half to
go to the informer, the other half for the use of the
city. Provided, nevertheless, for any charge of gross
neglect or misdemeanor, lie. the said superintendent,
shall be liable to he tried before Conncii,'and be re
moved from office or be fined in such sum as Council
mav order and direct. And In case of removal from
office, a new election shall be held at the next meet
ing of council to fill his place for the unexpired resi
due of his term,’ ahd notice of such election shall be
given by the Clerk of Council ten days before the
tune at which said "election shall take place.
Sec 5. B3 It further ordained by the authority
aforesaid. That it shall be the dn.y of said sup rin-
tendent to see that the public squares are also duly
examined, and any offal or rubbish that may be
therein found shall he removed ny his carts; and it
shall he the further duty of said superintendent to
furuish the Chairman ot the Streets, and Lanes Com-
mi tee.with the hands, teams aud carts belonging to
the Scavenger Department, one hour each day. from
the 1st day or November to the 1st day ofMay, and
two hours per day from the 1st d»y of May. to the 1st
day.or November, Sundays aud general holidays,
aud days succeeding: general holidays, excepted, for
the purpose of assisting In grading, levelling, or fill
ing dp ftuy of the streets, lanes or squares. Ana it
shall be the duty of ihe said superintendent to keep
rwo or more ploughs, and during heavy rains to go
through the city aud open with said ploughs such
places as used opening, to let the water run otfmori
freety.
Sec 6. Be it farther ordained by the authority
aforesaid, That it snail be lie* duty of the superin
tendent to lake charge of and teed all cattle or other
auiniais whatsoever liable to be impounded by the
City Marshal or any .city constable, mid to deliver up
said cuttle or other animals to Their owners on the
enstomary fees being paid; for ihe fnifliment of
which duty the superintendent shall have possession
ot alt the liiiil.iiugs belonging to tlie’cityand attached
to Hie Pound. mu> shad use Hie stables for keeping
tin- tunics or horses engaged in the scavenger De
partment, and shall keep the same in good repair.

hereabouts is infested with caterpillars.
Sumner county is fairiy swarming with them,
and they are making sad htu oc of the maple
trees in' this county. Ail the farmers are
lighting them vigorously to save their or
chards and shade trees. In some parts of
Sumner and Davidson the feet almost clog
up with them. Every variety of remedy is
being resorted to. In many instances or
chards have been preserved by a free use of
gun-powder, fired from a shot-gun, in small
charges, at the webs and nests. But where-
the worms have fairly attacked the tree, the
best remedy and the only alternative is to
knock them off the leaves aud bind the trunk
of the tree with a woolen cloth, well satura
ted with turpentine. In experimenting with
turpentine upon the pestiferous little worm
on Saturday, we disoovered that, he relishes
the spirits of turpentine about as little as
anything else, as evidenced in various squirrn-
ings afid contortions. We have seen the tur
pentine used with success in two or three

Hobbs, of the British army, one of the officers en
gaged iu the suppression of the recent disturbance in
Jamaica, haa committed suicide. Soon after his ex
amination before tho Royal Commission relative to
the part he took in the massacre of the blacks, he be
gan to caaniiesL symptoms of insanity, which soon in-
gtoased to such an. extent as to render him totally
unfit for duty. It was thought advisable that he
should be sent home, and accordingly he left Jamaica
on the 2lst ult. t in one of the Boy&l Mail Company**
steamers, in charge of an officer and two soldiers^he
morning after the steamer left Kingston, while the
passengers Were at bteakikst, he went on deck, where
he struck down the soldier keeping guard over him,
