No Dispatches.—We are without our usual

standing the former element is stayed in its
passage through England, by the order in
Council which imposes restrictions in con
sequence of the appearance of cht&era on
board the .emigrant ships at-Liverpool; hut
the Irish, the Scotch, and the English, are
finding their way across the Atlantic without
difficulty. The Scandinavian immigration is
also increasing. A large company of Nor
wegians and Danes have just arrived in 'Wis
consin, and the local jonrnals .warmly praise
the sobriety and thrift which Characterize

PREPARATIONS FOR
VANCE OF THE DAY.
We learn that some enterprising merchants,
in view of the approach of the great national
anniversary, Independence Day, are making
arrangements for a display of fire works and
other fitting observances. A subscription
paper has been started, which is headed by
Mayor Anderson, and contains the signatures
already of some of the most prominent mer
cantile firms of the city. The climate of
Savannah scarcely admits of full indulgence
in some of the traditional forms of celebra
tion : but it is proposed to adopt the princi
pal features of the observance to tbe com
fort of all participants as far a9 possible, and
to show the radicals of the North what they
are so loth to admit, that Savannah people
still respect the national -traditions, and will
patriotically observe the anniversary of the
nation's Independence.
Meeting of the Frecdmen’s Union Coni-
mission at Bofeton.
At the anniversary meeting of the New
England branch of the Freedmen's Union
Commission, held in Boston on Friday last,
Ex-Governor Andrew presided. Mr. Ed
ward L. Pierce gave an account of the schools
at the South under the management of the
Union, stating that altogether there were about
100,000 pupils being educated. He made a
strong appeal in aid of the philanthropic
work. The report says :
Reference was made to the fact that the secession
cause was still prayed for in the Southern churches.
Mr. Pierce said he almost felt that the religion of the
South was confined exclusively to the colored churches.
The Southerners were determined that treason should
not be made odious, aud that the Union cause should
be. It was then the object of the Southern white peo-
S le now, and forever, to organize a feeling of hatred
i the Southern heart against Union men, which
should bo the same as the hatred of the people of Ire
land against England, and that of the Poles against
the nations that had divided their country. Gov. An
drew read a letter from Gen. Howard, apologizing for
his inability to be present, and expressing his sympa
thy with the objects of the meeting.
Such are the missionaries of peace and
good will that are not only seeking to stir up
strife, but to mould the minds of our unsus
pecting blacks to their malignant purposes.
Stoles.—A poem, entitled “Peace,” by a
gifted lady of this city, a former correspond
ent of tbe Morning News, was originally
published in the New York Metropolitan
some lime in May iast. We find it now go
ing the rounds of the press over the initial
signature of “A. N-V.,’’ and dated April,
1865. It has no doubt been plagearised by
some one of more poetic taste than literary
honesty, and palmed off on some publisher
as original. The only paliation tor such a
larceny is in the beauty of the poem which
any writer might be poud to claim.
The able, honesty and truthful report of
GeneraUrStee'dman and" Fullerton, says the
Richmond Times, vis characterized by the
New York Tribune as “an attack on the I
Freedmons Bureau.' Whenever the truth las speedily as possible, the entrepot or out
is told now about any of the deeds or insti
tutions of the party in power, we are in
formed that an "attack ’ has been made, and
straightway the journals in the interest of
this party commence a vigorous resistance
to any exposure of abuse and error. It is
they who make the attack on truth, and

the people who are seeking our ruin is the
fact that they fall out aud are indignant with
any one who appears ,.4o have even our re-
g&rd. It seems to be considered an offence,
nay, almost a crime, to conciliate our people
by kind, just and humane treatment. Hu
manity seems, to exasperate the radicals as
much as truth; and the reason is because
both are inconsistent with the principles and
pcilicy of this party. . ’

United States District Court, held at Provo
City, Utah, upon an application for natural
ization papers, Iras refused to issue them to
any man practicing polygamy, either prior
or subsequent to the passage of the act of
Congress on that subject It was held that

Congress, or any other law of the country,
and persistentlyjefused to obey the law of
the United States, was in no way entitled to
citizenship or any of the benefits accruing
therefrom.

The prospects of conscription and of vast
armies devouring the substance of the peasant
in the event of war, which, seems inevitable,
will more than double the present increased,
amount of immigration to the .United State:
In proof of this it may be cited that our Vicf 5
Consul at Hamburg reports that one hundred
and fifty thousand emigrants have already en
gaged passage for this country at that port
alone—many of the best class of people, with
money for the support of their families on
this side. The people of Ireland, though at
peace, are more uneasy than tiftsfr of Ger
many upon the brink of war, and tiie desire
for emigration to America has never been so
intense nnd general os now. Tho exodus
from this country already stops the course of
Irish industry and provokes surly comment
from the English press.
How unaccountably strange the fact that of
this vast stream of emigration flowing so con
tinuously, not one per cent, of it is received
by the Southern States. To them the Eldorado
of the New World is in the Western States,
ignoring almost entirely the South, with its
genial climate, fertile soil, navigable rivers,
and long lines of internal improvements. This
singular anomaly may be owing to the fact that
the Southern States have not been able to pro
vide those means and agencies used so vigor
ously by the people of the West. The latter
have their agents in Europe, scattering
pamphlets, giving information, furnishing
directions, displaying their resources and
advantages, and operating in a hundred
ways to lead immigrants to turn their foot
steps towards them. It is said that these
agents exercise an immense influence, and
get almost every emigrant family to de
cide upon their destination before leaving
Europe. If the Southern people desire an
increase of population and capital they must
use like means to obtain them. Some months
since, time and again, we urged upon the
people of Georgia tiie great* necessity for
adopting some general and comprehensive
plan for the encouragement of emigration to
her magnificent domain, and prevent the
West from monopolizing this prolific source
of population and prosperity. We appealed
to the legislature for legislation upon the
subject, but nothing was done. It is true one
or two emigration societies were formed, but,',
thus far, very little has been accomplished.

stated here that Secretory Stanton has re
stored to the Fenian Head Centre, James
Stephens, the arms which were recently
seized by the United States authorities on

O’Mahonv’s abortive expedition. By this

pleted, as their. circumstances admit* and as
will show a favoring and friendly feeling to

and intercourse it will open. Understanding,
as we do, , the extent and character of. the
benefits which will certainly be conferred on
our people by accomplishing the desired con
nection, we feel that it is our duty to say that
to withhold such aid-^to fail, indeed, in any
particular to give any assistance i^i our power
to accomplish what is desired, would be not
only ingracious, but to the extent it should

made, not only by the good people of the
Peninsula State, but by the stockholders of
the Georgia and Pensacola Railroad Company,
