— A Representative from Pennsylvania has intro
duced a bill for the creation of a National Bureau of
Insurance ! The present “ so-called ’’ Congress arc
determined, says the Macon Messenger, that so far as
they are concerned, nothing shall be left undone to
ward utterly changing our Government from one of
limited and well-delined power, to a grand, consoli
dated, central despotism, whose powers shall be'
limited by the will of an irresponsible majority.
—In the Senate, on Thursday, Mr. Anthony, from
the Committee on Claims, reportod a joint resolution
granting fifteen hundred dollars to Mrs. Abbie Green,
of Richmond, Virginia, for aiding Union prisoners of
war to escape from the Libby prison. Mr. Anthony
said that through the instrumentality of Mrs. Green
one hundred and nine officers and soldiers of the
Union army had made their escape from the Libby
prison. The joint resolution was read three times
and passed. x
— A chariot race came oft' at Suffolk Park, in Phila-
delf hia. on Tuesday, which attracted great attention.
Miss Virginia Mason, of New York, drove Lady Sher
man and Prairio Flower; Miss Sherwood, of Philadel
phia, drove Flora Bell aud Empress. The race was
mile heats, best three in five. Miss Mason won in
three straight heats. Time, 2.25>a, 2.30 aud 2.35. The
ladies were dressed in classic costume.
—Tho New York Herald says the officials at Wash
ington seem to be attempting to shift the responsibil
ity of the very foolish aud cruel order putting poor
Jeff. Darts in irons. It appears that the President had
nothing to do with the matter, and that the order has
been traced to the door of Secretary Stanton.
—Provisional Governor Hamilton, of Texas, disap
pointed in his political aspirations, is about to leave
thus State for the North. The Houston Daily Tele
graph sincerely trusts “that his absence may not be
damaging to the interests of the State, ’’ as the journal
is “perfectly certaiu that his preseuco has never been
of any benefit to it.”
— About seventy-five preachers in Missouri, who
have refused to take the oath as required by the new
Constitution, have been arrested and lodged in jail.
Oil Friday Rev. Mr. Dean was thrown into jail at In
dependence- Mr. Dean was a Major during the war
in the Federal army.
— It is understood that the Canadian Government
will shortly make a demand on our own for the extra
dition of Gens. Sweeny, Spear aud other Fenian offi
cers. < anadiaii spies are reported to be busily en
gaged collecting information against Americans who
aided the Fenians in getting stores, Ac., across the
border.—.V. 1*. Times.
—In the libel suit pending before the United States
Court at Washington, Judge Olin has decided that let
ters transmitted to the Departments were privileged
communications, and that the Court had no power to
compel them to be produced.
—General Ely, of the Freedmen’s Bureau in South
Carolina, against whom charges were preferred by
Generals Steedman and Fullerton, Las avoided arrest
and trial by court-martial by resigning his office aud
retiring from the service.
—The City Council of Newbcru, N. C., has voted not
to pmeuase a United States nag for the City Hall, on
the ground that the Hag should not be shown while
representation is denied.
—Colonel F. O’Byrae has been arrested in Washing
ton for obtaining money on false pretenses from Gen
eral Green Clay Smith, of Kentucky, and other par
ties. He was admitted to bail to answer.
—it is rumored tnat the New York Legislature wig
be convened in August to ratify the constitutional
amendment.
—A little girl of three years, very fond of her boy
piaymates, was repeating her prayers alter her aunt.
When she came to the close she exclaimed: ' 'Auntie,
don’t say 'A-ineu,’ say 'A-boys!’ ”
—One "Mr. Hamlin” has been victimizing the bank
ers of Selma, Alabama, to “the tune of ten thousand
dollars.” The scoundrel has just been arrested at
Maplesviile, aud put in irons.
The Legislature of Pennsylvania, in 1761, passed
the following:
••JCesolved, That no members of the Legislature
will be allowed to come into the House bare-footed.”
Under the new excise law in New York, the sum

The Fenians—Speech of Mr. Stephens—On
Tuesday evening Mr. Stephens, the Head Centro of
the Irish Fenian movement, was serenaded at his
quarters at the Metropolitan Hotel, in Washington,
and responded, according to the Republican of that
city, in the following language:
“Fellow Countrymen:—I thank you. and most cor
dially. for the compliment conveyed through me, by
means of this beautiful serenade, to dear old Ireland.
It occurs to me tbat I must now throw aside all con
siderations of delicacy, and speak in unmistakable
terms concerning the double dyed traitors who are
ruining the cause we hold nearest our hearts.
“I say, and mark the import of my words, that all
Irishmen, be they whom they may, who are throwing
obstacles in the direct way to our country’s liberation,
are traitors, and are this hour abhorred, despised, ex
ecrated by the men in Ireland, and they dare not for
their lives’ sako place a foot on the soil over which the
green flag should now in triumph be waving. The
men who now propose to sell the IriBh vote of this
country to political demagogues are traitors, and I
here denounce them by name—Roberts, General
Sweeny, and the whole set called the Senate.
“It is time to speak out in plain language, and I will
do it now, hereafter and forever, by voice and through
the means ol the press. I say they are traitors to the
cause of Ireland, and let them so be looked upon, by
not only Irishmen but all Americans who sympathize
with struggling freemen. Again. I thank you, my
countrymen, for the compliment you have paid me in
listening so patiently, but again I ask you to heed my
admonition to be distrustful of the Senate party—
the heroes of Campobello, Cauada. and I may bood
have to add Mexico.”
Mr. Stephens’ speetfti was received with onthusiasm
A Patent Vaccinator.—We learn from the Scien
tific American that Henry Minton, M- D., contrary to
the. practice of regular physicians, whose practice it is
to give to the world the benefit of their inventions
and discoveries, last week procured a patent for a vac
cinator. The instrument consists in the arrange
ment of a puncturing tube in a barrel whieh contains
a spring, in combination with a plunger passing
through the puncturing tube, and provided with a
momentum Bpring, so that when the puncturing tube
is tiled with the vaccinating matter and drawn back
in the barrel against the action of the spring contained
therein, and them released, after the barrel haa been
placed on the spot where the vaccinating matter is to
be Introduced, the tube punctures the akin and the
plunger flies out, overcoming the power of the mo
mentum arutoa, ant causes the matter contained in
the puactartte tube to totefaarge into the wound
opened by said tube.
