VENTION.
The following call for a Convention 9I the
First Congressional District, lor the selec
tion of delegates to the Philadelphia Con
vention, appears in the Quitman Banner of
Friday last :
Convention at BlacksheAr.—By a num
ber of gentlemen from different counties,
we are urged to call a conveutiou of the 1st
Congressional District, at Blackshear, on
Friday the 27th inst., to elect delegates to
the National Conservative Union Couven

ple f. wish, and in view of the tact that the
time for actiou is so short, we now announce
to the people of the various counties com
posing the First Congressional District, that
a District Convention will be held at Black-
shear, on Friday, the 27th inst., for the
purpose above stated.
Kadi county, except Chatham and
Thomas, is requested to send two delegates—
those counties four each.
THE liREAT BATTLE IN El ROPE"
The telegraphic account of the great bat
tle at Gilsciiin, which appeared iu our yes
terday's i3sne, although somewhat confused,
and perhaps exagerated, indicates that the
two powerful belligerents, Austria and Prus
sia, are fearfully iu earnest. The carnage is
represented as horrible, and, according to
the opinion of the London Times, it is ODly
a prelude to the great pitched battle now in
evitable, in which a quarter of a million of
men will tie engaged on either side. It was
thought that our late war was conducted on
a magnificent scale, aud so it was, but if
numbers and equipment, with bard fighting
thrown in, are the distinguishing character
istics of a military campaign, the American
contest wilt certainly he eclipsedjhy the one
now progressing in Europe.
The sad effects of this mighty struggle are
beginning to be felt already by the nations
engaged. The merciless demand for men
an 1 money has paralyzed industry, and from
all points are heard clamors and discontent.
In many places the disturbances caused by
dissatisfaction with the war have become
riotous. It is alleged also that many poor
people are already reduced to starvation, lu

was to enjoin secrecy regarding their pro
ceedings, but notwithstanding this it bas
transpired that there was a full and free in
terchange of opinions as to the questions
pending before Congress and the interests of
the party generally—the remarks all tending
to the conclusion that they could not fix the
time for adjournment. It was. finally con
cluded to appoint a committee of Senators
and Representatives to review the entire
ground, and recommend what measures
should be passed by Congress—in other
words some systematic course of action, pre
liminary to agreeing upon a time for adjourn
ment. The Washington correspondent of
the New York Harald says that a member
moved the adoption of a resolution that Con
gress should not adjourn without effectually
prohibiting the Executive from making any
appointments daring the recess without the
advice and consent of the Senate, which,
after considerable discussion, was informally
laid aside. Several members took the floor
in short speeches, advocating the continuance
of the present session until the future policy
of the President could be more definitely
ascertained, or some measures limiting the

we published a few days since, calling for a
Convent ion of Southern Radicals in Phila
delphia iu September next, is that of “G. W.

a communication giving a history of this
would-be representative of Southern Union
ism.

Georgia Rebel in Columbus, Ga-, until lt>82,
when he turned up at Nashville, Tchd. Hc-
then attached himself to Truesdales gang of
thieves, who were exposed by Andrew John
son, then Military Governor of Tennessee.
Auer Gen. Grant hud cleaned out this nest
ot robbers, continues the writer, and ordered
Truesdale and his gang out ot the Depart
ment, Ashburn returned in 1864, and wrote
a series of articles over his own signatnr efor
the Nashville press, in favor of Gen. McClel
lan, in which Abraham Linfcoln and Andrew
Johnson were denounced because of their
anti-slavery and loyal sentiments,and in which
the Chicago Peace Platform was extolled as
the essence of political wisdom, iso much
for one of the. signers of the Radical address.

THE ATLANTIC CABLE.
The interesting intelligence has been re
ceived that the Great Eastern is en route
across the Atlantic, retesting the practica
bility of telegraphic communication between
the two hemispheres. At any moment we
mav receive tidings of her mid-ocean progress
bv some passing steamer, and it may be
within ten days we shall know the result of
the experiment. The present effort to lay
the cable has not been heralded with such
flourish of trumpets as characterized the two
previous attempts. Those having it in charge
went about it earnestly, and, learning
wisdom from experience, let us hope
that everything has been done that was
possible to accomplish the great enterprise ;
but repeated disappointments have taught
tlie public not to be too sanguine. Should
the eablo be laid and be put in working
order, the rapid current of events in Europe
this summer would at once pul the Telegraph
Company in possession of a paying business.
Fobsbt’s: Chivalrt.—*The Philadelphia
Age, ot Monflay,! says the Press (Forney’s
Philadelphia paper), in order to furnish good
Sunday reading for its patrons, yesterday
contained a characteristic assault upon the
women of the South. Having exhausted its
vocabulary of abuse in alluding to the men,
it ha9 now turned its attention to the females
of that ill-fated section, and, no doubt, when
it becomes we-arv of its present task it will
finish the job by attacking the babies. In
commenting upon th e action of tbe Southern
women during tbe late civil war, it asked
the following pertinent questions :
“Was it for this God made woman? How
can any land, how can any people ever hope
to prosper or to receive from the Almighty
blessings daily prayed for when ilia lasiland

perate or live in a filthy condition.
We gather from the general tenor of the
letter that its eminent author has been
taught by the experience of many years that
no man is carried off by cholera without
having from twelve to seventy-two hours’
“warning.” This warning is too often fatally
neglected. During the prevalence of this
epidemic the slightest warning should at
once be attended to. Wh*t under ordinary
circumstances may be pronounced a mild
case of summer complaint or acute diarrhrea,
is in such cases the avant courier of the king
of terrors. It is prudent to keep always
about the person some simple astringent, to
be used with discretion—but to be used—
if there seems to be any inclination to diarr
hoea, whether or not local causes for the in
clination be assigned.
We are satisfied in our own mind that
these are most excellent suggestions, and as
such commend them to the adoption of our
readers.
The “ Dunkbbs.”—The annual gathering
ot the strange sect called the “Dunkers” was
held near Waynesborough, Franklin county,
Pennsylvania, recently- Among the ques
tions decided by the convention was the fol
lowing : Shall we receive colored persons
into the church, and shall we salute them
with the holy kiss? It wae voted that they
should be received, bnt that the question of
kissing was one for each member to decide
for himself, with the understanding, however,
(hat all who refused tbe osculation were to
be regarded as weak.
"How Thet Love Them !—At the late
Fourth of July celebration in Philadelphia,
the negroes who desired to, participate were
refused admittance k fee procession, and
even driven from the streets daring the dis
play of the grand pageknt. It is reported
that many altercations occurred between the
whites and the blacks, pnd ths latter were
finally driven by force from the side walks
and public square, and compelled to seek
safety in flight and concealment.
The Conservative Union party in Missouri
are making a gallant fight against their ultra
Radical opponents. Gen. Blair is working
faithfully and efficiently in the cause of res
toration upon constitutional principles.
There is a very bitter and malignant Radical
party in tbe State.

The Nashville (Tennessee) Dispatch, un
der the litle-of “The Irrepressible Conflict,’’

MEN’S BUREAU BILL.
THE BILL PASSED OVER THE VETO
BY BOTH HOUSES.

Washington, June 1C.—The President to-day re
turned the Freedmen’fl Bureau bill to the House of
Representatives without his signature.
He says tho legislation it proposes is not consistent
with the welfare of the country, and that it falls clearly
within the reasons assigned iu his veto message of a
similar measure in February. He refers to that docu
ment for his objections. He says tbe act now in fore®
will extend some months beyond the meeting of tho
next Congress, and if additional legislation be required
Congress can then mature a bill.
He opposes it as class legislation, and unwise as
setting up military tribunals which are liable to come
in vonliict with tbe civil.law; and unnece*»ry. u tb*
laws of each State protect tbe p*r*on and property
alike of the white and black.
He also object* to it on tbe scale of economy. The
acts of violence which are made a pretext lor the bill
he contends are confined to no State or section,but are
common throughout the country, and is in conse
quence of agitation and derangement incident to a
long and bloody war. While such occurrence® are to
be deplored they furnish no reason for continuance of
the Bureau beyond the time fixed by the original act
The conduct of the agents is likewise noted aa leading
to fraud, corruption and oppression.
He further urges aa other reasons against the neces
sity of the legislation contemplated by this measure,
the reference which may be had to the Civil Rights
bill, now a law of the land, aud which will be faithfully
executed as long as it shall remain unrepealed and
may not be declared unconstitutional by oourta of com
petent jurisdiction. Its provisions, be declares, fur
nish full protection to all persons, without discrimina
tion, and although it did not receive his approval, he
considers its remedies far preferable to those presented
in the present bill.
The provision relating to the confirmation of certain
sales of sea island lands is considered unwise, partial
aud unconstitutional.
Iu concluuon, he again nrges upon Congress the
danger of class legislation, os tending to keep the pub
lic mind in a state of uncertain expectation, disquiet
aud restlessness, and furnishing false hopes to classes
of persons of support and maintenance, regardless of
whether they pursue a life of independence or labor,
and regardless of constitutional limitations.
Tho bill was put on its passage in tho House im
mediately after reading the President’s Veto Message,
and passed. Requisite vote, ayes 103, nays 33. It was
at once sent to the Senate, and that body also passed it
by a two-thirds vote, ayes 33, nays 13. The bill is
therefore a law.
In the House Mr. Farnsworth offered * resolution
calling on tbe President for copies of the opinions
furnished by members of Jeff. Davis' Cabinet to Jeff.
Davis on the status of the ConMdarate leader* imme
diately preceding the surrender of the armies, which
was agreed to.
The Rouiseau-Gnnnell case is not yet disposed of.
A report to the House shows that there are two hun
dred and forty million dollars of public money de
posited in the SutiTremsory’s depositories and Na
tional Banks. Of this forty-eight millions are in Na
tional Banks.
The letters of Secretary Seward and Attorney Gene
ral Speed, relative to the Philadelphia Convention, aro
published. Tho former strongly sustains the Conven
tion, and expresses the bolicf that no party, as now or
ganized, can restore the Union. Speed opposes ths
Convention, and places his trust in the Republican
party.
