Congressional scheme of reconstruction. We
publish in another column an article from
the Chicago Republican, professing to speak
by authority, to the effect that Gen. GraDt
not only opposes Mr. Johnson’s plan, but
that he conlemns the acceptance by tbe lat
ter of tbe support of the “Coppeiheads,’’
who, in the opinion of Gen. Grant, are still
disloyal to the Government. v... J
In direct conflict with the averment of
the Republican is the equally emphftic
statemattjnf* the j Cincinnati .Union, which
speaks by authority also, that he is with the
President “heart and soul.” It says : “It
is well kaown that General Grant is with tbe
President in his restoration policy. He lias
so expressed himself to his intimate friends.

As to the views of General Grant upon the
great question at issue, the public is as much
in the dark to-day as it was six months ago s
a fact not very complimentary to the inde
pendence and patriotism of an offlcetholding
one of the highest and most responsible po
eitions in tbe Government.
DEFECTION OF Jill, RAYMOND.
Apostacy is a contagious moral disease.
The truth of the remark is exemplified by tbe
New Yorh Times, which, like the Herald, has
abandoned, partially at least, the Conserva
tive party. Mr.* Raymond refuses to sftfH
port Mr: Hoffman, the Conservative nominee
for,Govemor of New York. This was ex
■ pected by some, owing to the alleged uncom
promising spirit of the friends of Mr.
of finding them
desert Up
opinion/
man in the Convention. Bat the proyq^j
tion does not justify the defection of ^
Conservative Republicans. After reciting
the action ofthe State Convention and speci
fying the particulars in which it was objec
tionable to the Republicans, Mr. Raymond
announces T»is pippoges in the ^llowin^
language :
•■There ore thousands and tons of thbntands of Re
publicans in this State , whp.long for the restoration of
the Union, ahd wttedeihaAd that it ahaE be effected

rather than seek it in tbe way marked out for them
by the Albany Democratic Convention.”

The bonds and treasury notes ot the United

It is believed tnat the capitalists have both
tbe will and the power, by combining their
influence to defeat tbe RadicsG at toe coming

We propose, thefefora, toarthe capitalists

Now tbe United States occupy the position
of the rich man, and there being full confi
dence iu their ability to meet their eDgage-
inetip, they are not likely to be pressed.
Hence, if a bank would jhfliflpd j»e-
suming payment upon a specie fund of one
dollar to four, the Government might with
much more prudence resolve upon tbe samei
policy. It must be recollected, that with,
every .-day -kbah passes, th« Treasury is
strengthened. If goldis gbftSg out, giafla is

will be scarcely, jesa Under the existing tariff
and internal revenue regulations. Qf tliis

due for interest; flve millions at least may
be appropriated to the payment of green
backs, and four millions of those notes in ad-
flitip*, propdd; pis* go f out, ^c^tion
moulbly as they are doing now.
If the speculations of the past are reliable,
the consequence would be toat greenback:
would appreciate in value, and the price
gold being reduced, there would be lpss dis
position to hoard it. If this policy should
not be adopted, the Post suggests the Gov
ernment could increase toe value of the
notes amTrfckifeeitU Briin&t for and price of
gold by establishing regulations that for cus
toms a certain proportion of treasury notes
would be received, Instead of requiring, as
now, that the whole payment shall be in
coin.
Tbe subject is ohe ’of importance to tile
whole country, and speculations upon it,
although they may not be subsequently sus
tained by facts, will at all times claim atten
tion.
It appears to ns that to? specie in the
Treasury should be kept dp’ to some specified'
stand point, and that tbe surplus should be
deVoted to the reduction fa tips currfiucy.
Tbe sale of gold without reducing the cur
rency, as has bfcesf shown by experiment,
does not reduce the premium, but on the con
trary has toe opposite effect, beams* it de
creases the specie strength of the Govern
ment. We are content, however, to leave
the whole matter to the skillful manipulation
ol the Secretary of the Treasury. ;

the Radicals of Marietta held a meeting at
tbe town hall in that borough. A party
calling themselves “Columbia Zouaves,’nnar-
shaled by a man named Shreiner. left the
meeting, and proceeded to the Democratic
Club Room, on Front street, upon which
thev made an assault, breaking in the win-
dows and setting fire to the building. This
attack was made without any provocation
whatever. They also commenced using fire
arms and knives, stabbing Mr.- Absalom
McMicliael, a Democrat, and also firing
number of shots.' The alarm was given, and
a number of Democrats assembled, who ad
ministered to tori cowardly miscreants a se
vere but just drubbing. They drove them
out of the town in squads and wounded some
six or seven of them. The above particulars
we obtained from several respectable and re
liable gentlemen of Marietta, who. were eye
witnesses of this most dastardly outrage.—
