The Central Commltfee of tho ‘Radical
party have just issued sn address to'tho poo
pie of the United States, whichfe pronounced
by the Tribune* as the platform of the organi
zation 'opposed to the policy of the Presi
dent It apparently* ignores, whether.'sin-
cerely or hypocritically is not known, the
views of the Tribune and' its school' of poli
ticians upon the question of hegro suffrage.
'We quote the Committee's language:
“While' the Stat«fi.claim mid exercise the
powenof denying the .elective franchise to a
part of their pedple, the weight of each State
in the Union shall be measured by and based
upon its enfranchised population. If any
State shall choose, for no crime, to deny po
litical rights to any race or caste, it must no
longer count that racb.or caste as a basis of
political power in: the Union.”
'This' proposition, like the others presented
by the Radical Committee in - their address,
is in subtance identicaUwith the pTOvis.ou of
the proposed constitutional amendment oh
the same subject. It may be, owing to the
anticipated defection of tho Conservative Re
publicans from the platform of principles
enunciated by the Philadelphia Convention
of the 14th August, that all of the Southern
States will adopt tho congressional amend
ment. It is now'generally understood, says
a Northern paper, in political circles, that
Weed, Raymond, and others of the Republi
can ranks, finding themselves unable to con
trol the action of the Democratia party 0
which they have allied themselves, dr®
making strong appeals to the President to
modify his polioy and advocate tho proposed
constitutional amendment. Threats are
said to have been made that if it is not done
they will renew their allegiance to the Radi
cal party. This statement, although made
by a Radical sheet, may be tnie. Indeed,
there are other indications pointing to such
a result. But admitting tho practicability
of its adoption by the Northern States, it
cannot become a part of the Constitution
without the ratification of some Of the South
ern States, except upon the theory, which is
maintained by Thad. Stevens and others of
the more violent Radicals, that the lately se
ceded States shoulRnot be allowed to vote,
upon it.
It is now perfectly manifest that if tho
Radicals succeed in the fall elections Southern
representatives will not be admitted in. Con
gress, unless the* Southern States ratify the
constitutional amendment. As many of our
readers, may not remember the provisions of
that amendment, we would say that it pro
vjdes'1
1st -That all persons'hoax or .satunfited
in the United States are citizens thereof and
of the States in which they reside, and on
footing of perfeet-equality in regard to their
civil rights.
2d. That the enumeration of the people for
representation in Congress shall be abridged
in proportion to the abridgment of the rights
of suffrage—males above the age of twenty
one years—in any State teh account - of race
or color. 1*0 U > 0.1
3d. That a large schedule of persons, civil
and military, engaged in the late rebellion,
shall be ineligible to any federal office here
after, until absolved by a tvfO-thirds vote of
each house of Congress.
4th. That the national war debt shall be
held sacred, and that all rebel debts and ob
ligations shall be utterly repudiated and held
illegal and void.
5th. That Congress shall have power to
enforce the provisions of this article.
It is the dt>ioioa of some ol the most emi
nent jurists in the country that upon the
adoption by the requisite numlver of States of
the proposed amendment, the, negro can
legally claim and enforce Uie exercise of the
elective franchise under the ttrst section of
the amendment. It is contended that the
words ‘‘citizens” and “civil rights” are suffi
ciently comprehensive to include all the privi
leges now exeicised by the white citizen,
including suffrage. When a political party
puts fortli a principle, and its advocate? re
sort to duplicity to conceal it, tho public may
rest assured that somebody is about to be
cheated. History informs us that when the
first Napoleon was before the French people
as a candidate for the office o( First Uonsnl,
a distinguished officer of the army, in ad
dressing his command, declared that each
man had a perfect right to vote as liis con
science dictated, but, he added, remember
that he who does notvote right will be Blot
at the liegd qf his regiment. . - - <
So it is with this constitutional amendment,
really designed, in our opinion, to give the
negro the fight to vote. Tho South has the
right, and Will doubtless, rpjqct iy but if it
does, the ten- Southern B»*e#, afeebrding to
the Radical programme, will have no rights
within the Union.

manded the naval squadron at Charleston
when the Confederacy collapsed, was some

This voracious enemy of the cotton plant
is extending its ravages throughout the cot*
ton region, from the Carolina* to Tehee. In
many localities they have already consumed
the top crop, and ere beginning to destroy
the middle growth., It ie 'stated that in
Alabama, Louisiana and Texas, yon can
smell them and be sure of tbeic presence as
you ride ’mlong lb* cotton fields, without
alighting from your horse * to make
examination. They have become
alarmingly numerous within the last ten days
past, and are having a merfjy time at the ex
pease of the planter* and the rest of man
kind. What with the draught, rains and
worms, it may be said that the planters are

Another correspondent writing from For
tress Monroe, Va., Says the commanding
General at that post is using his efforts to
turn the emigration of negroes from Virginia
in the direction of Florida. He has laid his
scheme before General Howard, and obtain
ed his promise of free - transportation there
and back for those colored delegatee he
might select to go on and spy ont the land
and then come bock and report the, result.
The haines of thhse delegates have already
been forwerded to Washington, and the
probability is that in a very few days they
will be on their ffay to this promised Canaan
of the uftgro. ^
