THE COST OP EUROPEAN ARMIES.
But few-people on this side of the Atlantic
have a correct knowledge of -the numerical
magnitude and expense ot the standing
armies of Europe.. We collate from a care
fully prepared table published in a ijortherr
exchange, some interesting data on the sub
ject.
It appears from returns made from 1860 to
1863, that the various countries’ of Europe
maintained armies amounting to 3;81$,6£7
men, at an annual cost of $644/290,109. ThiVj
was' an average of one soldier, to every
seventy-six inhabitants, of Europe, and the
annual cost of their inaintenance averages
$169 per soldier. Of this vast military array
Russia maintained l,200,00p.soldiers, or one
to every sixty-Your inhabitants,. at an average
expense of $106 per soldier. France main-,
tained 513,349 ; . Austria, 467,341; Turkey,
429,000; Italy, 314, 235; Great Britain, 800,
823; and Prussia, 214,482/ In France there
was one soldier to every seventy-three in
habitants; in Austria, one to seveUty-five;
Turkey, one -to ninety-one; - Italy; one. to
seventy; Great Britain, one to -.ninety-seven,
and in Prussia one to eighty-six. In France
the annual cost of supporting each soldier
was $268; in-Anstria, $144; in Turkey,. Meeting or United States Revenue
in t Italy, $210; 'in Gfeat Britain, $446; and
iu Prussia, $148.
The army of Great Britain, in proportion
to its strength, was almost ’ twice as- costly
as'that of France, and nearly twice as
costly as that of Austria or Prussia. In Bus -
sia the cost of the military-establishment
was 42 per cent, of the entire expenses of the
country; in France it was 33 per cent.; in
-Austria 37 per cent.; in Italy 27 per emit.; in-
Great Britain, 39 per cent; and in Prussia, 30
per cent. It also appears that 32 per bent,
of the total annual disbursements of Europe
are made for the support of standing armies
and the enormous annual cost of these armies
(nearly $650,000,000) is borne in time of.

says the Union, that the contingency upon
which the Governor was authorized by act of
the General Assembly, approved March 12th,

the Stale tax as is levied on land or lands in
the State, viz, the enforcement by the
United States Government of the Land Tax
against the people of Georgia, did not-occur
by reason of the suspensionmf the latter tux.
Hence the tax now authorized to be asserted
and collected, of one-sixth -of one per cent
on the property returned, exclusive of
“Specific Taxes.”

was taken:

Department In the Mate of Georgia, our first duty is
to guard vigilantly the interests of the Government;
second, to perform our functions with the least possi-
snnoyance to the.tas-psysrs; to facilitate commerce,
and protect tbepeoptemtesoy unaeoeakary expense
in money and time, and to throw no impediment in
the way of cotton moving in its natural course to mar
ket; therefore
Resolved, That whenever designated points in dif
ferent counties in one District for weighing, assessing
and collecting the tax on cotton, tends to turn it from
its natural course, thereby inflicting on the producer
a loss in nine, or whenever the designated point* for
weighing, assessing, Ac., in other districts ars less ex
pensive to be reached, that the producer and owner of

and intended for. sale—except such as to in bonded
warehouse—must send a written notice to the Col

spirit*, who will, If satisfied that such spirits were so
