As much ^interest is felt throughout the country In
regard to the prospects of the cotton and other crops
we will bo grateful to our planting friends and others
in the interior for information on that subject. Those
wlio have opportunities for obtaining valuable infor
mation in regard to the growing crops, the working
of tho free-labor system, aud kindred mattors, of gen
eral interest, will confer a favor by communicating
the same to ns.
The communication from “A Citizen, dis
cussing the proposition for a new Board of
Health, is unavoidably postponed until to
morrow morning.

I f EOEKATE SOLDIERS.
The Legislature, at its lost session, gene
rously made provision to supply artificial
limbs to the disabled Confederate soldiers .of
this State. It will be seed, by an advertise
ment from Governor Jenkins, in another col
umn, that he has awarded the contract to
Dr. Bly, of Macon, for the supply of artificial
limbs. The Governor also prescribes the
manner in which applicants should proceed
to avail themselves of the benefits of the act
of the Legislature.. It may be'briefly stated
thus: A certificate must be obtained from
the Ordinary of the county in which the ap
plicant lives, which certificate will set forth
the fact that the soldier is justly entitled to
the limb, and that he is unable to purchase
it from his own means ; the regiment and
company of the soldier must he stated, and
the place and time at which the wound was
received : the soldier’s own affidavit will be
sufficient to establish the facts ; a prominent
citizen of the county, known to the Ordinary,
will verify the affidavit.
We are pleased to see that the Western and
Atlantic Bailroad, in accordance with the in
structions of tiie Governor, will give free
transportation to all maimed Confederate sol
diers en route for Macon for the purpose
stated. Return transportation will also be
given them. A certificate from the Ordinary
of their county will be necessary to procure
this. Wo feel assured that other roads in the
State will follow the good example, as this
noble class of our citizens are entitled to
such liberality, and will properly appreci
ate it.
It. is estimated, says a cotemporary, that
there will be from eight hundred to one
thousand beneficiaries under this act, and
that it will take a year to fulfill the contract,
FENIAN EXCITEMENT REVIVES.
It is stated that the Fenian excitement is
blazing forth afresh in the Northern cities,
and that James Stephens is on the eve of de
parture lor Ireland. A large and enthusias
tic meeting was held in New York last week,
in which fifty-five local circles were repre
sented. Stephens, it is understood, is about
to leave for Ireland, and his arrival there is
to be the signal for the beginning of the
Fenian war ot independence. The meeting
was convened for making the final prepara
tions. Great praise is bestowed upon Stephens
for the manner in which he has reorganized
the Brotherhood out of the loose, disco rdaut
material left by O'Mahoney.
It i9 reported that the Roberts faction are
engaged in preparing for the invasion of
Canada and cementing their alliance with
the Radicals.
Tiie Chocs in Europe.—It is stated that
hay in all the European countries is ligltt in
quantity but good in quality. Fruils of most
kiuds have tailed. Iu France barley aud
oats have proved average crops. Wheat is
from a quarter to a third under an average,
and the quality had, both as to weight and
color. England, which nntil lately bad
counted on a good average year, is also be
ginning to complain, as tho quality leaves
much to be desired. Northern Germany ap
pears lo be divided. The Southern provinces
of Hungary have suffered much. Russia has
had an excellent wheat harvest, as well as
Spain. Italy does not seem lo he much
more fortunate than France. The locusts
hate ravaged Algeria. The vine has suffered
much this year, especially in the South; the
dryness first, then the oidium, and fiually the
rains, have singularly endangered the re
sults of the approaching vintage. The proba
ble quantity is not yet knowo, but the quali
ty will be moderate.
IM Ml ORATION TO THE SOUTH.
It is Mated in the Baltimore journals that
preliminary steps are being taken towards the
initiation of an enterprise, under the title of
“The American Immigration Homestead
Company,” for the purpose of inviting emi
gration directly from Europe to the Southern
States. A line of steamships will be estab
lished in connection with this enterprise, and
agencies are to be established at each of the
principal points from which European emi
grants depart for America, where will be
found the maps, plans and all particulars ne
cessary to enable the emigrant to decide in
telligently as to tbfi Hdne and other induce
ments attached to each parcel of land offered
for sale.
We regret to see the apprehension ex
pressed by a Northern German paper that the
proposed scheme is hot likely to be success*,
ful. It is believed that the political changes
effected in Germany by the recent war will
exercise a counteracting influence on the fu
ture tide of immigration from that country.
The exclusion of Austria from the direction
of German affairs, and extension of the do
minions of Prussia, it supposes to be in ac
cordance with the political aspirations of the
German people ; and as the large volume of
German immigration to our shores was in
duced by the mis-governmeDt oi the ruling
classes, which is now removed, the German
masses will be content with the new order of
things and cease to seek an asylum on this
continent. ' ’ •’
We hope and believe that these specula
tions are fallacious. Increased population,
skilled labor, and cash capital, as we have
had occasion to-say before, are the present
pressing necessities of our State. Georgia
possesses an abundance and a great variety of
all the elements of material prosperity which
cry aloud for population, capital aud labor
ibr their proper development- We have
thousands upon thousands of acres of pro
ductive lands, which are comparatively
worthless in the hands of their present own
ers, for the want of reliable; labor to ti>l the
soil, aud capital and skill to work up its va
rious products for the markets of the world.
Other States iu the Union with climate less
favorable and lands of inferior quality by a
liberal immigration policy have been dupli
cating their population about every ten years
and augmenting their taxable wealth and po
litical influence in the same ratio. Hereto
fore, owing to the existence of slavery, the
people of our State have been indifferent to
immigration, but under the present order of
things it is esteemed as not ouly derirable
but iudispensible to demonstatc her agricul
tural,mineral and manufacturing capabilities.
Without capital and population, it is nonsen
sical to talk about wealth and prosperiiy.
We are for the introduction of industrious
and thrifty white men in our state, we care
"not where they come from, or to what nation
they belong. It is oaly iu this way that we
can increase our political power and devel-
ope the resources of the Stale. Now that
we have no large planters nor peculiar insti
tutions objections to emmigranis from the
free Slates of Europe and America are swept
away with the bases on which they rested. Wc
sincerely hope that onr people and legislators
will direct their energies to the perfection of
efficacious plans to induce white cramigra
tion to our soil as a measure of primary im
portance to the weal of the Stale.

London, Sept 28.—A meeting of the Stockholders
of tho Atlantic Cable Telegraph has been held, at
which it was resolved to raise the capital of the com
pany* aud it was promised that tho tolls for message*
shonld shortly be reduced.
It is expected that Hie treaty of peace betweep Italy
and Austria will be signed within a day or two.
Liverpool, Sept. 28.—Cotton salts lor the week foot

A Letteb feom Mrs. Davis.—Tiie editor
of the Charleston Courier has received a let
ter from the wife of the distinguished pris
oner at Fortress Monroe, from which he
learns that the health of the latter continues
to decline, and that the pecuniary circum
stances of his family are besoming very em
barrassing. “Nothing is known to Mrs. Davis
of tho probable future of her husband, and
we confess to see little encouragement to
hope for his early release. «It is n<5w rendered
qnite probable that his trial for treason will
never take place, and there is but little dan
ger to fear from the “assassination” charges
after the Conover exposures which have been
recently made. Meanwhile, the prisoner is
dying from confinement, and his family hre
brought to the verge of starvation, whilst the
Government declines to restore him to liberty
and refuses to try him.”
Medical College of Georgia.—The Dean
of this old and well-established institution,
located at Augusta, Gn., announces in
another column that it will be opened on the
first Monday in November next for .the re-,
oeption of students. The character of this
College is too well known to the public to
require commendation from us. It will be
seen that the Faculty is composed of some
of tho most eminent memberfe of the medical
profession in the South, or, indeed, in-the
United’ States, and that the various depart
ments of the institution are in a State of
preparation to give satisfaction to its patrons,
however numerous.
How Pious.—At the Pittshurg Radical
Convention, after the call of the States, and
the various delegations had responded, the
hymn “Old Hundred” was sung by the as
semblage, the whole Convention rising and
joining in the music. Butler and Forney in
cluded, we. suppose. This pretended reli
gious feature of the Radical gatherings is
disgusting. No other party that ever had a
respectable position in the country had or
has so many Infidels, Atheists, and Unitari
ans nmongst its members.
Estimate of Gen. Grant.—Some .‘of the
Radical newspapers arc now calling General
Grant “a military adventurer.” One of them
in Boston says he is “a person of'limited in
formation and common-place ideas, with
some obstinate prejudices, and not a super
abundance of intelligent convictions.”
CON FLICT OF AUTHORITY IN FLORIDA
The Tallahassee Sentinel, of the 27th inst.,
contains a lengthy correspondence between
the Mayor of--that city and Major General
Foster, npon the question of military and
civil jurisdiction in certain eases—the
former asserting the supremacy of civil law
under the late proclamation of the President,
and the latter taking the contrary position,
upon the assumption that martial law is still
supreme in that State.
It appears that several arrests were lately
made by the police of Tallahassee, and fines
imposed upon officers and enlisted men of
tho United States Army, for alleged offences,
General Foster protested against the pro
ceeding, and requested the Mayor to instruct
the police to take the names of any offending
officer or soldier and forward the same to hie
headquarters, when the matter would he in
vestigated, and if guilty the offenders would
be punished. This the Mayor declined to
do, upon the ground that martial laWliad
been abrogated by the proclamation of the
President, and all offences against the lawn
of the State fell properly under the judicial
notice of the State tribunals.
Gen. Foster in his rejoinder * to the em
phatic refusal of the Mayor to comply with
his request, says :
“I am compelled to call your attention to
the fact that military law is still supreme in
this State, and I hereby forbid you to arrest*
hereafter, any officer, enlisted man, or em
ployee in sny of th^ departments of .the
United States Army while in the discharge
of,his official duties ; but request that you
will send me the name of any of‘them,
against whom complaint is made, for my in
vestigation and award’of punishment.”
The Mayor replies again, and tells the
General that he cannot revive martial law
without denying Ihe authority of the Presi
dent to proclaim the restoration of peace and
civil law, and that inasmuch as Gen. Foster
had seriously impeded the course of- public
justice he r (the Mayor) would take tliq
earliest opportunity of arraigning him be
fore the civil tribunals of the State. Here
the matter rests.
The assertion by Gen. Foster that martial
rule still prevails in Florida strikes us as
most remarkable in view of the President's
proclamation of August the 20th, declariug
the cessatiomof martial Jaw.and the restora
tion of civil law in all the Southern ’States,
and in the State of Florida by name. ,
Frost in tub Nothwkst.—A friend, who
was in our office yesterday, sa)’s an ex
change, all thd way from St. Paul, Mimic
goto, informed us that there was a heavy
frost throughout that State a little over a
week ago, which destroyed vegetation. It
extended as far South as Milwaukee, Wiscon
sin, and is supposed to have materially dam
aged the corn crops. Another statement is
that corn in many plaoea are ruined—though
it is believed that the greater portion of the ’
crop was too far advanced to be. seriously
hurt. • ’

Order of War Department Relating to
Bounties.
Washington, Sept. 30.—The Secretary of War has
published an officiar order in which he reMfp certain
untrue charges oi the enemies of the AdminihIrstion
relating lo the payment of bounties to soldiers under
tho act of Congress. He says the payment has not
been delayeflPby any action Or inference of the Presi
dent or Secretary of the Treasury;- nor was the report
of the Military Board appointed to make rales on the
subject suppressed by either of them.

—The public anppuncemen#’ of heavy forgeries and
the elopement of a married lady in high life, has pain
fully exercised the Ndrlolk community for a day et
two past. The forgeries are alleged to have been com
mitted by C. C. Flint, Esq., proprietor of -tbe Old Do
minion newspaper. The Exchange National Bank,
Main stree.t, is the loser to the amonut of from five to
twenty thousand dollars. .

Corprew, at tbe instance of the Bank officers, issued
an attachment against the Old Dominion printing «•

Connected with the financial denouement there is a
domestic feature which has occasioned more astonish

—One night last week three men effected
an entrance to the dwelling house of Mr.
Daniel Hammond, living near Smithfield,
Jefferson county, Ohio, while all tbe membeis
of the family Here absent excepting two
daughters of Mr. Hammond, and gratified
their brutal paafiions, by, outraging the
bodies of the two ydung ladies. They
effected entrance nbout 9 o'clock in the
evening, and did not leave till near 4 o’clock
in the morning. One of tbe young ladies is
not expected to live.
