which we believe was recommended Dy the'
Board of Health, and thy paltry sqm of two
hundred and fifly dollars' to defray the ex
pense of*elaborating a plan fori system of
sewerage and drainage, which, with the
necessary surveys, hsts been completed, and
the' result placed before the public i« the:
form of a report to the Board of Health by
the Cbairmam of the “Committee on Sewer
ago and Drainage.” This repott,' w^tji the
accompanying map, shows the marks of a
careful and scientific study of the entire sub- _
Ject, and in our bumble - opinion afeS^be,
carefully read by every citizen of Savannah. | tnust B *“ P 4 _. _
It has never been contemplated by tbe
earnest and indefatigable Chairman of this
Committee, Dr. J. J. W«ri*g, or any.-pne
else to draw upon the City "Treasw^ for
amount sufficient to construct tbe entire
system recommended this year or next; bat
we do hope to see a small snm Judiciously
expended yearly, in accordance Vith the
plan recommended, which will insure jfes
final completion in a few years, at probably
two thirds or three-quarters of the estimate
cost, which was purposely made to cover all
possible contingencies at tbe highest prices.
“Common Sense” has therefore no right fo
infer that an Independent Board, or one
with enlarged powers, such as tbe Joint
.(Committee may recommend, would bleed
the Treasury so extravagantly as he fears v i
With regard to “that mass of filth” Ac.,

“Common Scents but “A Citizen’' prefer*
to know why those who hire and pay the

properly.
The “poor” are congratulated that “no
power exists” here “to tear dowa oidbuild-
ings which shelter them,” &c., &c. Owners
of such buildings may congratulate them
selves, but not the poor, who pay exorbitant
rents for miserable old tenement*, which are
tbe cause of a fearful amount of disease and
death, far more to be dreaded than “the ter
rors of the elements” he speaks of, find “tbe
exactions of the landlords,” from which they
do not protect; for 'here are miserable shan
ties in this city not fit for a respectable cow
to live in, which ought, to have been pulled
down years ago, but are rented for nearly as
much as new buildings are. The poor un
derstand that question better than “Common
Sense,” and will receive his congratulations
accordingly. . „
He calls tbe “Board of Health -of New
