The Radical press of the North say that
the party which stood by the Government
through the war itnd maintained the Union
in spite of Southern “rebels” and Northern
“copper beads” is fully capable of taking
care of the interests of- the country in time
of peace and of restoring the Southern States
to the Union. This was hoped and expected
at the close of the war by the Southern peo
ple. But so far these hopes and expecta
tions have been wholly disappointed. Con
gress assembled nearly a year ago with over
whelming Republican majorities in both
Houses. Its first act was one ol organized
hostility to the President, Who had stood by
the Government throughout the bloody
struggle between the two sections. Its
second act was a demonstration in favor ot
universal negro suffrage. And i's subsc
sequent actioD, through ten, months, has
been distinguished by measures purposely
designed to obstruct and delay the work ol
reconstruction. The doorsof Congress were
locked and barred against representatives,
including some “loyal" ones, from the South
ern States. They were even denied the
courtesies of the floor. Stevens, Johnson,
Parsons, 8harkey and others, who had op
posed secession, enlightened and patriotic
men, anxious to return, with their States,
to their allegiance, and to aid in restoring
fraternity and union, are regarded and
treated as enemies. And Congress finally
adjourned, leaving the sections more es
tranged, and the chances of leunion mor| re
mote than they were when it met.
Is it true, then, that the Radicals are ca
pable of taking care of the interests of the
country or restoring the excluded States:
Have they shown either capacity or .. disposi
tion to do so ? The North was s*oeresful to
overthrowing the “rebellion.”' They have
conquered and were prosperous. The South
has paid dearly for its effort to secede and
establish her independence. Slavery, with
them an element of wealth and power, was
daatmved. The rich men of the South were

poor perishing for lacKorTuotr. mo..
and their hearths are desolated. Iu a word,
we periled all and lost all.
Which party, under such circumstances,
could best afford to be tolerant and magnan
imous ? Which, when peace was obtained
should have extended the hkndef forgive
ness? When before, to the history of wars,
have conquerors trampled on the vanquished?
Interests and policy, if not magnanimity,
suggested conciliation in such cases. The
ruling faction of the North, were neither just
nor wise
wounds or soothe the irritations of a van
quished enemy. While the remembrances of
war are ever sorrowful, the North had much
to console, compensate and cheer. Not so
with ns. Our reflections are all embittered.
Thore is now no bright side, tto. relief, to our
war picture. Onr leaders are ifi prison or in

The President transmitted the Constitutional

inference! The word of promised union
was kept to the ear but broken to the hope.
The scheme of reconstruction adopted by
Congress was not only wholly impracticable,
but was adopted bepatae it was impracti
cable. They proclaimed, to help it through,
that all Northern States would call' thsir
Legislatures and adoptit imm«4»tely,, Only
four States have thus far adopted it. Not to
do it was the great merit of the scheme. The
Union is to be kept.divided until a Radical
President can be chosen in 1870. And yet
they have the effrontery to say that it is their
desire to preserve the interests of the coun
try and restore the Union. What false pro
fessions! • It is to be hoped that the-North
em people will yef weary of such shameless
hypocrisy, and crush out Radicalism before
its ambitious hopes are realized in the sub
version of our once united and prosperous
republican Government.
SKA ISLAND COTTON. ,
Wq had submitted to us for inspection
yesterday a sample of a consignment of
Cotton to Wm. H. Burroughs & Co. ot this
city, which for length and delicacy of fibre
and marketable perfection of color Equals, if
it does not surpass any specimen of tbe kind
we have ever seen. It is the product of a
plantation some nine miles from this city,
cultivated the present year by Jennings,
Hovey & Co., and was prepared for market
on Osgood’s patent gin.
It !b needless to say that, owing to ita su
perior quality and careful preparation, it has
attracted much attention and will command

cotton may be ascribed chiefly to tbe skilful
mode in which it has been bandied by the
producers, a fact which we would commend
to the attention of our planters generally if
they desire to realise the market value sc
