Tlie Richmond Examiner has an able article con-
cerolng the exchange of prisoners during the war M
says:
"Our thoughts have been brought back to this pain
ful and irritating topic by General Butler who it
seems, has & standing quarrel with General Grant on
this subject, in which, however, he masts but scant

this ingenious inventor of gapturit^t fortresses by a»
rine concussion, and this acant courier ot the coming
‘impeachment,' we merely make on* or two remarks,
which are sufficiently obvious from General Butler**
harangue. If fie is to be believed, and belief in Aina
scuetitutes the latest Radical faith and persuasion
then the Sonth ie guiltless in this matter. Butler, the

“HerS wo have thq. tilde game revealed. The ex
change was to be stopped, aud an offenalVn argument
written so au to 'atop all further offer*'—no matter
how fair—from tfie Southern Government. It seams
to have beenAaaed, according to Gen. Butler, that if
the negotiations went on courteously the Confederates
would, make vat new proposition an llfaaanl in its
term! that every matr at the North would cry shame
if it'were not accepted Land, accordingly, an insulting
dispatch was sent to close the business and yet throw
on tho Richmond authorities the Dun* ot tha fhiiure.
The ingenuity ol thlg moemdtag doe* n«t atone for
its questionable morality. The poor flSlowa yet sur
