Washington, Oct 10.—The State Department has
received a communication from our Consul at Guy-
amas, dated September 11th, stating that the evacna-
ti- uof that port and State (Sonora) by the French
squadron, will take place on the 14th September. He
w as officially informed of this fact by the Admiral in
c jmmaud. The preparations for embarkation, which
have been going on for a tew {lays, and the fact of the
withdrawal of these forces, have created a panic among
the population, both native and foreign, and, inconse
quence. the steamer which leaves on the 13tii for Ma
callan and S li Francisco would be crowded beyond
her capacity. The merchants and respectable fami
lies not compromised in the political difficulties, ap
prehending damage from the lower classes during the
interim of the withdrawal of the French troops and
the entering of the Liberal forces, have sought the
pro lection of the United States Consul, who baa ad-
dr ssed a letter to Governor Ptsquera, Chief of the
Liberal forces of the State, with an appeal to his
generosity in beh.'ilf of those who are threatened with
ruin, and* who are now preparing to flee the country.
This has had the effect of quieting apprehension.
Tiie State Department has also a communication
from our Consul at Peru, informing our Government
that a native Chillian resident in luma had left for the
United States, with the object of contracting for 2,000
families of negroes for that country. This speculation
is until r the color of free colonization, but, in fact, the
negroes are to be stolen in the same manner as the
Chin: se Coolies for the term of eight years. The
Slate Department issues a circular to the Governors
i the several States, suggesting all legal and moral
means to prevent the consummation of such a wrong.
A delegation from North Carolina and Virginia
called .-ui li-e Commissioner of Internal Revenue this
morning, witlia view to having a chance made in the
regulations issued by that officer governing the ship
ment of cotton.

Radicalism and Revolution—The Kadical Gov-

reason to believe, our authority being one of the first
men in Connecticut, that Forney, Secretary of the
United Slates Senate, anil editor of the Washington
Chronicle and Philadelphia Press, is writing to the
Radi al Governors of the States to be ready to march
Stale troops into Maryland and put down Governor
S vaun by force of arms, in cast) he should think
proper, after hearing and trial, to remove the partisan
Police Commissioners of Baltimore, lor violation ot
the law.
Such a letter, we are assured, has been sent to Gov
ernor Haw ley, of Connecticut We should be glad to
know that the statement is not true, and still more
gratified to believe, on authority, there would be no
response to a call so uncalled for, illegal, and revolu
tionary in its purpose—but these vile men, who have
lived and thriven upon the horrors of war, and who
are ready to sacrifice right, reason, and liberty, and
everybody’s property but their own, to the passions of
the Lour, are ripe and ready for the worst that can be
contemplated, and it becomes all conservative men to
b* ou tae watch for this threatened demonstration.—

W HICH is now offered to Planters possesses quali
ties which are peculiar to it alone, and render It
(Sr superior to any other known, as has been fully
proven by the ” French Academy of Sciences,” and
also by practical persons of enlarged experience in
every department of Agriculture.
Among the meritorious qualities which peculiarly
distinguish the ” Nonpareil French Guano,” may be
enumerated the following:
let. It will promote the growth of Cotton. Com, To-
becco, or any kind of grain vegetable, equal to A
No. 1 Peruvian or Mexioan Guano, as baa been fruiy
tested, at tbe aame time being entirely free from the
objectionable properties of tbe above, as it ie a Perma
nent Improver of the Soil, instead of a stimulant.
2d. It can be applied to the leaves as well as tbe
roots of plants, without any danger of burning them;
if need properly, end we guarantee that wherever ap
plied the soil will retain its moisture, and will not
bake, even the most clayey.
3d. It will prevent Worms or Insects from destroy
ing either plant or grain, and wherever it is applied
every kind of worm or insects will instantly disap
pear, its properties being repugnant to insect life of
every kind. This quality atone will be a great benefit
to agriculture when it ia estimated what vast numbers,
as Southern planters know, have lost their crop by in
sect depredations. . .'
In a circular it ia impossible to fully enter into the
merits of.the '’Nonpareil French Guano,” but we as
sure the public that we have not exaggerated, and it
only remains for those interested to teat its value,
when ere feel confident that it will rapidly supercede
all others.
