As much interest 1» felt throughout the country is
regard to the prospects of the cotton and other crops
we will bo grateful to oar planting friends and. others
u the interior for information on that autyect Those
who have opportunities for obtaining valuable infor
mation in regard to the growing crops, the working
of tho free-labor system, and kindred matters, of gen
eral interest, will confer a favor by communicating
the same to us.
MORE COTTON DIFFICULTIES.
It is onljf a abort time since that we bad
occasion to call tbe attention of the public
and the powers that he 10 tbe singular omis
sion on tbe-part of the latter to assign cotton
shipping agents, as authorized by law, to
certain localities on the Central road which
l;ad been designated for the shipment of cot
ton to this point or elsewhere, as the planters
might desire. The difficulty was thereafter
promptly removed by the proper authorities,
wheu cotton look this or that direction., with
out special reference to the interests of a par
ticular city.
We regret that we are cai|ed;upon to no
tion in like- manner a similar omission or
perversion of duty on the part of Federal
officials in Florida. It was announced by
the Florida papers some weeks past that the
point of intersection of the branch road, just
finished, with the Florida road had been de
signated a shipping point for consignments
of cotton and other products seeking Savan
nah as a market, or as an ocean outlet for
transhipment for more Northern destinations.
But, as we have been credibly iuformed, this
arrangement, intended lor tbe accommoda
tion of nearly two-thirds of the population of
Florida, who desire to send thoir produce in
this direction, has been practically defeated
thus far by the apparently willul omission
of tbe proper authority to station a shipping
agent at the point specified, as required by
law. The result of this official malpractice
has been to lorce the planters of Florida to
sell their cotton at home , at a sacrifice, or
ship it via St. Marks and the Florida Capes
to NeW York at ap increased expense and
consumption of time for the beuefit of a few
parties, as we are informed, who take ad
vantage of their necessities- To illustrate
more pointedly the injustice resulting from
the present state of things in Florida we may
cite the fact that a planter of tbe middle sec
tion of the State, who was compelled to
realize money upon his cotton, endeavored to
ship it by rail totbis city when the market
price here had reached the highest figure for
the present season, but for the reason we
have stated he was prevented from doing so,
and to satisfy his creditors he sold his cotton
at home nt a loss of 8 cents on the pound.
Now, in view of these astoni&hiag facts,
we submit if it is not the duty of tbe Govern
ment to hold to strict accountability agents
Who have failed to do their duty and there
by inflict serious damage upon whole com
munities.
We cannot too earnestly press this matter
upon the attention of our merchants, who
should, if necessary to correct the evil, send
an agent to Washington to lay the matter
betoie the proper department.
A CottCpoodent of the New York Tin**,
writing from Aflgtiatn, Ga., under date of
the 28d tilt., Rates that he had been inform
ed, by one who professed to know positively
that the Hon. A. H. Stephens will recom
mend the Legislature to adopt the ffr-nty-
tional Amendment, and that his brother, Mr-
Linton Stephens, has expressed himself in
favor of the measure also. The writer states,
however, that the advocacy or approval ■ of
the Amendment!* based upon the idea" that
it carries a*ajboiitk» of the te* oath, and a
universal removal of all civil and political
disabilities on account of participation in the
“rehellion,” with the single exception of the
class of persons to whom tbe third section
refers.
We know nothing of the respectability or
responsibility ot the correspondent of the
Times, but we must have unquestionable
confirmation of his statement hefbre we can
give it tbe least credit. Tho intelligence,
whether true or false, will be exceedingly
gratifying to Raymond and others, who are
never weary of exclaiming against the true
policy of reclaiming to.'“loyalty" the ablest
and best men of the South by calling them
again Into the service of the country. As
remarked by a cotemporary, the mightiest
minister whom England ever had, the first
Pitt, advocated a different policy from that
by telegram:

Pnaocs, Oct 27.—An attempt was made to shoot the
Emperor Pianola Joseph on leaving the theatre this
evening. The culprit aimed m pistol at the Kaiser, but
before the ball fired he waa seized by an Englishman
and placed under arrest.

THE MEXICAN RUESTION.
The country has been startled recently by
a dispatch from Washington that tbe Gov
ernment ol the United States had officially
notified the French Emperor that if bis
troops arc not immediately withdrawn from
Mexico, in conformity with existing stipula-,
tious, it will give armed protection to the
recognized republican Government of Jua
rez, and establish it on a firm and secure
footing. That in consideration of these ser
vices to the Liberal party, the cession of
Lower California and tbe northern portions
of tbe States of Sinaloa and Chihuahua will
be made to the United States.

much longer. At first a portion of the Mexi
cans, tired out with internal and party war
fare, gladly welcomed him as a deliverer ;

minds, and have turned against him. His
sceptre could only have been retained by tbe
aid of the French army, and the consent of
the leading Mexican chieftains. Now that
the former will soon be withdrawn, and the
latter are opposed in arms to him, the Empe
ror’s sojourn in Mexico is merely a question
