rrge of Hr. Charles Harrington, is a single beam,

ichcylinder and 10 feet stroke, and looks as though
ie engineer well understood his business.

the street lamps, which waa laid over by the last
Board. They Recommend that the actioa of the late
Board be rescinded, and that the bills for September

table would be agreed upon between the Chief of Po-

officers would make a report every morning of the
number of lamps not lighted, and the same to be re-

Alderman Villslonge then withdrew hie objeotion

A bill to increase the number of Inspectora and
Measurers of Lumber and Timber, «t,Q to oanftrm the
temporary appointment! of His Honor the Mayor, waa
put on first reading, and, there being no objection, it
was put ou second reading and passed.
An ordinance was read providing for the appoint
ment of two 8anitaiy Inspectors, one for the city and
one to be Inspector of Dry Culture, and to the
office of the present Inspector of Dry Culture.
Alderman Waring made soma remarks in support
of tho bill, but objection being raised the billlsid
over.
A bill to encourage tho building of wster-elossts by
tb® citizens, -^ntead of the sinks and oess-pools now
u«ed, and providing far paying of half the expense of
such alterations by the city, tlf done between the first
of November and tho first of May, and if done after
that time, one-quarter the expense, was read the first
time and ordered published for information.
A communication was received from the Oglethorpe
Fire CompanyXo. 1, asking Council to give them charge
of tho steam file engine Jno. W. Anderson and also con
taining an. order from Court for the possession of the
engine now in us© by them. They said they would
now be without an apparatus, and being unable to pro*
cure one, would be obliged to go out of service unless
Council came to their aid.
Alderman Gue moved to refer the matter to a
special committee of five, which was agreed to, and
Aldermen Gue, Vlllalonga, Briglism, Hunter and
Wade were appointed said committee.
A communication from Washington Fire Company
was also rcoeived, asking the engine Jno. W. Ander
son to be turned over to their keeping, which was re
ferred to the same committee. r
A communication was received from the Metro
politan Fire Company, representing that their ex
penses wets $2i5 a month, and ashing the aid
of Council to defray them, as they were now borne by
the individual members. It was referred to the Fire
Committed.
A communication was received from B*B. Bee, ask
ing permission to reshingle a kitchen on west half of
ot No. 9, Percival Ward. It was referred to tho Firs
Committee, with power to act.
A discussion arose here on the meaning of tho words
‘•with power to act,” which was participated in by
several Aldermen, when it was finally agreed that
each committee should make a report of their ac
tions to Council for their information.
A communication was received from Mrs. Cornu,
asking the refunding of a turn of money which hnd
been collected from her by the Sheriff on account Qf
default of her husband to appear a9 a juror in court.
Her husband’s health was such as to prevent bis at*
tendance. On motion the money was remitted.
A communication was received from the coxnmis*
sioned and non-commissioned officers asking for an.
increase of salary. Referred to Finance Committee.
A communication was received from Daniel Finni-
gsn, stating that lie had been detailed from the po
lice on special duty to take charge of the chain gang,
and his pay was reduced to two dollars per day in
stead of policeman’s pay. Referred to Fnance Com
mittee.
Mr. A. A. Middleton asked permi&ion to repair a
wooden building. Referred to Fire Committee, with
power to act.
A communication was received from Mr. W. W.
Rogers, claiming twenty*five dollars for damage done
to a step by the Germania Fire Company, No. 10. Re
ferred to Fire Committee.
Mr. E. J. Patton asked permission to re-shin; |le a
house on corner of Whitaker and Hull streets. Re
ferred to Fire Committee.
An election was then held for Weigher of Hay^ and
applications were received from Messrs. W. H. CiftUen,
F. H. Blois, John Reedy. M. Sinquefield, Ed war* 1 Pol
lard, A. Bonaud, A. A. E. W. Barclay, John T. J*ime-
berger and P. Xaughtou. Mr. F. H. Blois rec eived
nine votes, and was declared duly elected,
Alderman Gue offered the following:
Resolved, That leave of absence be granted Hon.
P. M. ltussell during the session of the Leglslati iro.
Alderman Meyer offerod a resolution providing for
the altering the Taw in relation to impounding (tattle*
and excluding that portion of the city east of East
Broad, south of Gordon street and west of West Broad
street, and reducing the fees, making it one dollar for
horses and mules, fifty cents for co ws, and twenty-five
cents for goats.
The Alderman supported tho resolution in a brief
speech, in which he said, as the law now elands, it
was a hardship on poor people particularly.
The Corporation Attorney gave his opinion that a
resolution could not supersede an ordinance, when
Alderman Gue offered the following, which was agreed

Alderman Waring offored a resolution directing the
Mayor to cause the hydropathic map recently ere-
cuted to bo lithographed, so that every person might
be able to prooure a correct and reliable plan of the
city. Agreed to.
Alderman Waring offered a resolution authorising
the Mayor to issue eighty bonds of $500 each, making
$40,000, the same to be under the control of the Com
mittee on Dry Cultnre, for the purpose of draining
the swamp lands surrounding the city, and that the
Committee be authorized to advertise the sele of said
bonds.
This led to a storm discussion, which was generally
participated in. and in which the health of the aity
for the past few months waa thoroughly canvasaad.

the matter over until the next meeting, when they
would be able to act more intelligently on the aibject.
Alderman Gue suggested the calling of a pubUo meet-
ing to discuss the subject, and to see wether the peo
ple were prepared to spend this much money, and it
was also suggested that money should not be allowed
to stand In the way of tho health of the city.
A resolution waa offered asking the City Treeanzer
to furnith Counoil with a list ad the unpaid taxes,
which was passed.
A draft of a bill to reorganize the Savannah Fire De
partment waa anhroitted.
It provides that Hie Department shall conaint of the
white fire companies now or hereafter organised, and
for a Board of Fire Commissioners, to oonaiet of the
Chief Engineer and Second Assistants, and the first
two officers of each company.
Alderman Ford offered the following, which waa
unanimously ugreed to:
Resolved, That the City Council approve of the
draft of the bill presented lor the reorgtaitotion of
the Savannah Fire Department, end recommend its
passage by the Legislature.
An Invitation waa received from Mr. Theo. Moves to
attend the Savannah Museum and examine Use birds,
Ac., which waa accepted.
A communication waa received from the Beard of
Health recommending an appropriation to the officers
of the Board, whioh waa referred to the Finance Com
mittee.
Alderman Meyer presented a communication from
tho Keeper of Laurel Grove Cemetery in relation to
the condition or the fence around it.
Alderman Gue offered e resolution that the Health
and Cemetery Committee be directed to advertise lor
proposale to erect a picket fence around the Cemetery.
Agreed to. .
Alderman Ford then suggested that the matter of
electing a Chairman pro tem. had better be settled,
and Judge Harden, Corporation Attorney, decided
that they bad a perfect right to eleot'one. An eleotton
waa then held, when Alderman Brigham wa$ elected
Chairman pro tern.
After tho auditing of sundry bills, Council ad
journed.
