at Milledgeville for advance copies of this
important document, which we lay before
our readers this morning. The crowded
state of onr columns will not admit of any
comment from neat this time. Suffice it to
say that it is just anch a paper as we might
expect from Governor Jenkins, than whom
no man in the State has more at heart the
present interests, honor and futnre welfare
of the State.

THE MILLING BUSINESS IN SAVAN-
• HAH.
If there be one of the many important
interests interwoven with the commercial
weal of onr beautiful city demanding more
attention than all others, it is that of home
manufactures. If we ever expect to become
a rapidly growing and powerful people we
must establish factories in our midst*'

Whilst a re-9tatement of the ar-

this subject would be unnecessary repetition,
we are prompted to recur to it again by a
pamphlet before us in which is presented »
proposition for the formation of a joint stock
Grain Milling Company, in connection with
the purchase of the large Savannah Mills,
known as the Lamar Mills.
These mills, we understand, have lately
been put in first rate repair, and by combin
ing the grain business, on a large scale, with
the milling business, the price of meal and
grits, two leading articles of consumption
can be very largely reduced, and the price of
corn, by heavy importations from the West
can be kept nearly to the same figure that ii
qan be bought at in New York. It is demon;
strablo that grain can be transported in large
quantities from the West to Savannah as
cheap as from the West to New York. In
addition to the supply of the home demand,
there is no reason why a profitable business
should not be done in shipping meal and
grits to the West Indies, letting these articles
aid in making up an assorted cargo, in con
nection with the lumber that is constantly
being shipped to tho&e Islands. It is no
9mall consideration in the promotion of an
enterprise of thi9 character that it would be
of great public benefit, besides being profita
ble to its individual stockholders. The Stares.
North of us are doubling, trebling and quad
rupling their wealth year after year by the
system of forming joint stock companies.
Why should we not do the same, not
only in this particular branch of manufacture,
but in the erection of cotton factories, which,
while paying good dividends to stockholders,
give employment to large numbers of females,
especially, who are seeking for something to
do. These are matters of no small moment
in their bearings on the future growth and
prosperity of Savannah, when considered in
connection with the fact that, from the prox
imity of onr city to the West India Islands,
various lines of steamers, monthly, semi
monthly and weekly, will soon be establish
ed between here and the various prominent
ports of those Islands, thus adding immense
ly to our growth in population, wealth and
commerce. We commend this interesting
subject, to the intelligent consideration of
our capitalists and business men, with the
assurance that it will be properly appreciated
and acted upon in dne time.

William Gibson, addressed the body as fol

Senators: In conformity to the Constitu
tion of your State, yon have assembled for the
purpose of deliberating upon such subjects
as may promote the welfare, prosperity and
happiness of the people of Georgia. We
should feel profoundly grateful to that be
neficent Providence which has preserved ub
through the eventful scenes of another year,
and in all our actions seek wisdom and guid
ance from the Great Arbiter of human des
tiny.
As citizens of Georgia, I deem it good
cause for congratulation that our firm and
manly President, Andrew Johnson, still
maintains the Constitution, and has pre
served to ns so much of the republican in
stitutions of onr fathers; that we may stiH
exercise the functions of State government
and enjoy so many of the powers and privi
leges of freemen within its limits,, under
the Constitution of the United States. In
the exercise of these powers, let ns, under
the guidance of wisdom from on VgK strictly
adhere to those principles of gpod govern
ment established by onr fatksas, : maintain
ing, at all times, a consciousness of faring
done our duty, may we not rely eonadently

of truth and justice regardless of conse
qoences.
As your presiding officer, I ask yonr con
tinued Indulgence and charity in the dis
charge of my duties, promising you only au
honest effort on my part impartially to pre
side over your deliberations, which I trust
may be characterized by “wisdom, justice
sod moderation.”
I now declare the Senate of Georgia duly
and legally assembled and ready to proceed
to the duties before us.
Hon. W. T. Van Dneer was sworn in as
Senator from the SOth District in place of
Hon. J. S. Gholston, resigned, and Hon. J.
E. Blount in place of Hon. W. Boynton, of
the 12th District, deceased.
A committee, consisting of Messrs. Gres
ham, Moore and Owens, were appointed to
wait on the Governor and inform him that
the Senate was ready to receive any commu
nication he might have to make.
The Governor then sent his Annual Mes
sage to the Legislature, which was read.—

On motion of Mr. Moore, 250 copies of the
Message were ordered to be printed for the
use of the Senate.

three were appointed to report suitable reso
lutions in relation to the death of Hon. W.

The annual message of the Governor was
received and read. 200 copies, with accom
panying documents were ordered to be

FLOUR ADVANCING.
There is much anxiety telt in parts of the
country respecting the rapid and almost un
precedented advance in the market prices oi
breadstuffs. It is predicted by some of our
exchanges that flour will 9oon reach $20 per
barrel. We hope and believe that tbe wish
is father to tbe thought. We believe that
the rapid appreciation of this article is not
dae so mneb to scarcity, either presently or
prospectively, as to the spirit of heartless ex
tortion which has taken possession of the
manufacturers and dealers in the Northern
and Western cities. It is known from sta
tistics which have just been published by the
Agricultural Bureau that the harvest of 1866
is, if anything, somewhat above tbe average
yield. It is true that the harvest in EoglaDd
has suffered greatly from the continued wet
weather there, while that of Ireland is much
larger than ordinary. And then the supply
of wheat from Russia and Poland will, it is
reported, be greater than in any-former year,
. which, very fortunately, will make up for
the deficiency in England. It is therefore
apparent that the advance in price in this
country is not a natural result, but an effect
of something which has the appearance of
a conspiracy to keep up the price of food to
appease the greed of gain- It i* not improb
able that the speculator* in breadstuffs may
yet come to grief by an approaching reaction
in the market, which they have not the sa
gacity to foresee.
FIRST
THROUGH FREIGHT FROM
LIVERPOOL.
By the steamship North Point yesterday
was received a freight, one of the first, if not
the first, that ever came by steamer through
from England to Savannah. Messrs. West
* Daniels, as consignees of the North Point,
received a shipment of 600 bundles of arrow
ties, way-billed direct from Liverpool here.
These came to Baltimore on the steamer Car-
roll, but were directly shipped to Savannah,
and arrived here with only one change from
steamboat. We congratulate Messrs. West
<fc Daniels on the success of their line, and
are pleased to mention this as one of tbe
gratifying incidents of their agency.
Beware of Counterfeits.——We heard it
stated yesterday that counterfeit hundred
dollar notes United States currency are
making their appearance in the community,
and that the imitation is so artistically exe
cuted that it ia difficult to tbeni
from the genuine. It would bo well for the
iblic to observe more than the usual can
in when taking bills of this denomination,
received from unreliable persons, it would
prudent to submit them to the scrutiny 1 tiling^
of a bank officer, or other persons equally ney.

HOUSE OF REPRESENTATIVES.
After three calls of the roll apd tbe dispatch
of officers to the hotels and-boarding bouses,
a quorum was finally obtained.
Mr. Peeples, from Henry county, who fills
the vacancy of Mr. Cloud, resigned, was
qualified and took his seat.
Mr. Morrow, of Columbus, offered a reso
lution to inform the Senate of the House's
readiness to proceed to business, and ap
pointed Messrs. Morrow, Morris and Glenn
to join committee of Senate to wait on his
Excellency the Governor and inform bim that
both Houses have a quorum, and are now
ready to proceed to business.
REMARKS OF KFEAXEB HARDEMAN.
Gentlemen of the Hons* of Representatives :
I congratulate yon that a kind Providence
has spared each and all of you, and that you
are again permitted to assemble in this Hall,
in obedience to the call of yonr constituents,
to advance their interest and promote the
welfare of the State we honor and love. The
only object of our legislation should be their
advancement and her glory, and in the ac
complishment of these noble and responsi
ble duties, let ns exsrt every energy of our
nature.
Since our adjournment nothing has trans
pired to oheer the patriot’s heart or to
tr. then his confidence in the perpetuity
of republican institutions, or the mainte
nance of civil liberty. To him the present
is dark, presaging a ftiture pregnant with
his uncertain footsteps—all, all is dark and
storm and revolution. No gpiing gushes forth
in the wilderness, no “pillar of cloud” directs
dreary and threatening. Hope after hope has
dawned upon onr horizon, yet as suddenly
have they been clouded and obscured. Con
dition after condition has been prescribed as
the terms npon which we should have res
toration and union. Bnt no sooner are the
humiliating requirements complied with
than others more exacting are proffered, and
thus we have been led, step by step, to tbe
very throne of power, where we soon
discover, written over the great
door of the temple, • ‘renounce yonr manhood
and your honor, and it shall be opened unto
yon.” For one, rather than enter npon gpcb
humiliating terms, I will tit like Mordecai at
tbe King's gate, clothed in sackcloth, and
mourn tbe fate of my people- I refer to
your national troubles for the sole purpose
of impressing upon you how little yon may
expect from tbe Fedeal Government in re
building the rained fortunes of our down
trodden State. Upon ourselves alone we
mast rely, and by wise, wholesome, eco
nomical and constitutional legislation, stim
ulate her sons to labor for her deliver
ance and her redemption. Onr people are
depressed and despondent. Heaven, as if,
to chasten them more, has withheld her
showers and her smiles, and scant harvests
barely reward tbe husbandman for his labor
and bis toil. Want and poverty is tbe lot of
many, who have in vain Mattered their seed,
hoping, in dne season, to reap the reward of
their labors. From moontain and vale,
from village and city the cry, ordisiress falls
npon the ear, asking deliverance. 1 trust 1
wifi be pardoned the expiration of a hope
that the wisdom of tbit General Assembly
will devise some mode of relief that will do
justice to all, and will aland the teat of Con
stitution and of Courts. Let ns show onr
appreciation of their condition by curtailing
the expenses of the Government and by prac-

P. M. Hassell, kindly escorted ns to the
depot, arriving at which they were drawn In
line, when the Metropolitan passed through,
receiving the usual courtesies, tbe band play
ing at the same time. Tbe train, which was
a large one, reached Millen at about 12
o’clock, and after disembarking and taking a
cup of coffee, we proceeded on onr way and
arrived in Augusta at about half past four
this morning without the slightest accident
or anything occurring to mar the enjoyment
of the trip.
As soon as tbe train stopped a committee
from Vigilant Fire Company, No. S, and
Citizens' Fire Company, No. 8, entered and
took charge of us. Tbe members were filed
oat of the car and being drawn np in line
on the platform, the Augusta firemen passed
in review, after whioh Mr. P. E. Gleason,
on bebaif of the Angosta companies, re
ceived the Metropolitans, extending the
courtesies of tbe city, in a very appropriate
speech, in which be prognosticated a long
and prosperous future for the Savannah
boys.
First Foreman W. E.* Gue responded
on behalf of the Metropolitans, thanking
their Augusta brethren for the flattering wel
come extended to them.
The Metropolitans took their position be
tween No. 3 and 8, and after their engine and
bone cart wpre taken from the truck, they
were formed in procession and marched to
the headquarters of tbe Vigilant, corner of
Jones and McCarter streets, near tbs Plan
ters’ Hotel.
After housing tbe apparatus, tbe members
were invited to partake of a luncheon, and
tben were dismissed until eight o'clock, at
which., time they will be formed in line of
procession. They are mostly slopping at
the Central Hotel.
Augusta appears perfectly wild with ex
citement, and from present appearances ibis
will be one of tbe greatest affairs of the kind
known in this city or State for many years.

Chrollaa Railroads, and were cordially welcomed by

procession through the streets, with marie, banners
