As much interest is felt throughout the oountry in
.egard to the prospect* of the cotton end other crop*
we will be grateful to our planting (Honda and others;

of the free-Uhor system, and kindred matters, of gen4
eral interest, will confer a favor by communicating-

Political Duplicity.
Some of the Radical leaden are laboring
with wonderful assiduity to convince the
Southern people that the adoption of the:
Constitutional Amendment la the only pana
cea for all our political evils, and persistently.
assert, what they know is not true, that there
is a respectable party in the South in favoi
of its ratification, but it has not the courage
to declare openly its sentiments. Both ot
these assumptions are wholly gratuitous ana
evince a degree of recklessness unprecedented
in partisan warfare. The ratification of the
amendment wifi not advance the work ol
restoring the Union a single step, and there
probably never was & people more unani
mously opposed to aDy measure than are
the Southern people to this, for it is a re
markable fact that the entire Union ele
ment ifrtho Southern States which opposed the
late war is as violently antagonistic to the
measure as the original secessionists. There
is scarcely an opposing voico raised between
the Potomac and the Gulf of Mexico, nor is
there a single ODe of ten excluded States in
whose Legislature the amendment wiil re -
ceive a handful of votes. The Radicals are
well aware that this is the true state of the
case, and a portion of them arc now urging the
acceptance of tUe amendment by tbe South,
knowing that it wifi be rejected, in order
that they may hereafter plead what they will
terra Southern obstinacy and indisposition to
be reconciled to the Government in justifi
cation of the still more unreasonable mea
sures which they intend to propose. Nor
would the most fanatical of the party have
it ratified if they could ; they want pretexts
for new aggressions npon the Southern
States, and they are making them with this
amendment It is not now, nor has it been
at any time, their intentiou to restore the
Union and harmonize the people. They do
not intend, and time will demonstrate the
truth of the remark, that the Southern States
shall be represented in Congress upon any
terms, and but for the existence of the
odious registration law, disfranchising four-
fifths of her citizens, they would not have
admitted Tennessee. The votes of Southern
representatives, they fear, would be in the
way of tbrir plans for retaining tbe control
of tire Government and the distribution ol
official patronage.
They hope that by deluding the people of
the North with the representation that this
amendment was tendered to the Sooth as an
olive branch, with the view of rcstor.ng the
Union, and that it was scornfully rejected,
they can keep alive Northern prejudices and
be sustained in the more extreme measures
upon which they have resolved. This
their sole object, and to accomplish it they
are wiliiug to subvert constitutional govern
ment and involve the industrial interests ol
the country in one common ruin. Tho day
wifi come, we trust, when the eyes of tbe
masses of the North will be opened, and
then there wifi be a reckoning between
the people and the leaders of this faction,
who are now so shamefully betraying then
and driving the country to destruction.
Negro Dobor la Virginia.
The prevailing feeling in the Agricultural
Convention recently assembled at Richmond,
says th» Examiner, seemed to be one of satis
faction with the conduct of .the freedmen,
but withal a conviction that the necessities
of the State demand white immigration, and
that it is the duty of the Legislature to lepd
its aid to this object. The general impres
sion was that the negroes were constantly
deteriorating, and the fear was expressed
that with every year 'the majority of them
will become less and less reliable as laborers;
that taking the average of reports from all
parts of the State, in most sections they are
already less efficient. It is believed that
each succeeding year will weaken the force
of those habits of industry which servitude
has implanted, and .they will gradually re
lapse into that state of idleness and casual
job work which is the characteristic of ths
negro wherever emancipation has taken
place. It was stated, also, that the new
generation of negroes are growing np in
habits of utter idleness, and cannot be relied
on to supply the places of those who die or
become infirm. And hence it is deemed the
part of wisdom to provide for the contin
gency by appropriate legislation in aid of im
migration from Europe.
These are views that we have frequently
expressed in these columns to the people of
our State.

A Keavt sale of Government goods took
place in Washington last week, at vety ad
vanced prices. Among .the. articles sold
were 47,000 axes and imtcbitv 12,000 over
coats, Ac., and so high were tbe rates ob
tained, that the purchases lor Philadelphia
and Batimore were light, the great bulk of
the goods going West.
Marine Disaster.—The steamship King
Fisher, running between Baltimore and
Charleston, foundered at sea near Uape Hat-
teras during the recent heavy gale. The offi
cers and crew and threa paaseagem foakfio
the boats, and all except four colored sea
men were shortly after rescued by the crew*
of the U. S. steamer Snsqnehannah.
Gen. Sherman at Havana.—Gen. Sherman
and party, en route for Mexico, arrived at
Havana on the 17th inst., and were received
with great courtesy by the Captain General

Foreign exchange quiet; there la a scarcity of New

bills coming from the Sonlh. Tbe bank statement is
much more favorable than was anticipated. There if
a decrease of nearly flve and a half millions, and in
deposits an Increase of one and a half millions. The
decrease to legal leaders to three and a quarter mil-
lions, a much lighter redaction than was expected.
