to bo used in deepening the channel of the Savannah
river, submit in connection with this report the .ac
companying contract made with Messrs. Morris' k
Coming, of New York. This contract was entered
into after careful personal inspection of Urn practical
merits of the variuns excavating machines at work in
the waters of New York and New Jersey, and after

dredge and its appliances for twelve mouths is here

sideration of the moneys hereinafter mentioned, here
by agree to furnish the corporation of the City of Sa
vannah tbe machinery for a first class dredging ma
chine—(this machine to be capable of excavating one
thousand cubic yards of mud in ten hours,) for the
sum of twenty ihousand dollars, ($20,000.) it being
moreover agreed by aud between the parties hereto

working on the Savannah River from Augusta to Ty-
bee-bar, its approaches sod tributaries North to Broad

subject of dredging the bar in the river by means of i
plough, to General Gilmer aud myself. I much rt
gret that Gen. Gilmer has felt constrained by his
business engagement* to decline to enter into an ex-
oi the subject, an hi* long experience upon
the navigation of this river would furnish the baa «
of a much more cma n judgment than I feel it in my
power to give. Baaing my opinion upon the ex*
teriinoe of the moat accompuehed engineers, and the
J ew enquiries I have made upon tile subject irumedi
ately before ua, 1 respectfully submit that I think
umadviaable to interfere with the present condition __
the bur uutil all artificial obstruction* to tbe natural
waterway have been removed. Whenever this W
dime, and the river ban bad au opportunity ot acting
for itaelf. you can with more certainty calculate the
results to be produced, and may find that entirely
different means will be required.

engine, viz: one engineer, one fireman, fuel, oil,
tallow, packing, repairing, Ac. If it should be
the desire of the city to own the engine, hose,
carts, and hose, your committee is authorized
to turn the apparatus over to the city at first-J
cost and charges, ihe company to uae'the engine, Ac.
The company further desires to bring to your no
tice that the engine bouse now used by the'company,
situated in Liberty square, be*ng built for hand en
gines, the dcor is not high enough to admit the steam
