Cotton.—The market during the week under re
view has been very inactive, aud the sales foot up
only about M75 bales. Prices have varied but little,
fluctuating at first, rallying on Tuesday with au ex
cited market, and to-day easing off irom tbo figures o;
daj before yesterday, closing quiet at 31 ‘^e. for Liver
pool Middlings.
Holders exhibit more desire to realize, though the
bulk of the stock is still withheld for higher prices and
a more settled market. A larger supply of poorer
cottons are now offered, and command full prices.
Receipts.—Ah a general rule at the various ports
little difference is shown in the receipts. At the
shipping points very little cottou is awailing
transportation, and the stock of old cotton is nearly
exhausted. This fact should be weighed in estima
ting. We publish below tiie following letter iu regard
to shipment* to this port from Florida, which will be
of interest to those concerned, aud may tend to expe
dite the movement of cotton iu this direction irom

Sir :—Iu reply to your letter of this 4*1°. in relation
to the shipment of cotton from this District under
bond, in accordance with “Additional Regulation*’’
from the Treaswy Depart ineut, dated October 22d,
1866,1 have respectfully to state that I am, aud have
at all times been ready to grant permits for there

When Bach bonds shall be filed, I .will cheerfully
grant the permits, as it is my duty to do, under the
laws and regulations of the Department.
Although, perhaps, not strictly authorized by law to
do so, yet, in view of the delays attendant upon get
ting permits from this office, I shall authorize my as
sistants at Live Oak Htation, Jacksonville and St.
Marks, to grant permits uuder my instruction.*.
I am very respectfully, Ac.,

Crop.—The heavy rains reported iu Mississippi and
Louisiana during the middle of the month n*iy have
influenced receipts, but will not probably effect the re
sult. The general estimate still continues to bj 2,000,-
000 bales.
Exports.—A noticeable feature in the business of
the week is the increase of exports : 0,344 bab-s
against 4,453 bales for the week previous. Tki* em
braces foreign and domestic export, 4,539 bales of
which to Liverpool. At all the ports the foreign ex
port is improving.
Islands.—We have yet to report a dull ma ke.
and few buyers. On cottons selling at 70c. and under
there Is a decline of 5c. to <c. lb., though finer qual
ities are firm at former quotations. With the limited
number of operators, however, prices are purely uom-
