We think we do not hazard too much iu
Baying that among the numerous and com
mendable schemes which have been pro
jected tor the advancement of the internal
improvement'interests of Georgia, there is not
one more entitled to the prompt aud favora
ble consideration of the Legislature Ilian
that now under way iu this city for the im
pro vernent of tliu navigation of the Savan
nah river; Wc take it tor granted That the
members of that body are cognizant of the
fact that the numerous obstructions placed in
the river below Savannah daring the pro
gress of the hite war have made the channel
to the sea in some places so tortuous, aud
in others so shallow, compared with the for
mer depth, as to render navigation for ves
sels of very heavy tonnage exceedingly
difficult, if not hazardous. A thorough ex
amination recently made by a skillful engi
neer having demonstrated the practicabili
ty of so straightening and deepening the
channel as to render it accessible to -vessels
of like draft with those which entered aud
departed with facility-anterior to the war,
our muuicipal authorities, notwithstanding
the impoverished condition of the finances
. of the city, have just negotiated the purchase
. of. a dredge muchiue to be used for the pui-
pose we have indicated. The contracting
parties have giVcn assurance that no time
will be lost in forwarding the machinery,
and it is confidently expected that tire
work will be in full operation by the first of
February uext. The indebtedness thus in
curred by the city, including purchase of
machinery, building of dredge-boat, fiats,
Ac., will probably amount in rouno num
bers to about sixty thousand dollars, to
which will be added, the expense incident to
the operation of the dredge uutil the im
portant work is accomplished.
It is thus made apparent that the debt
which will necessarily be incurred in the at
tainment of the great object in view, will
reach a magnitude which must bear oner
ously upon tha already heavily-taxed people
of Savannah, unless the burthen is shared
by the State, which will be largely benctitted
by the consummation of the enterprise.
Apart from the obligation imposed upon the
Legislature by the recognized policy of the
State, to give liberal encouragement to the
improvement of all the great thoroughfares
of trade aud commerce within our territorial
limits, the fact that the State has a direct in
terest in the success of the project we are dis
cussing should be sufficient, as it doubtless
will, to induce the Legislature to become
jointly interested with our city authorities,
by granting au appropriation approximating
to, if not fully commensurate with, the posi
tive interests of the State therein, and arising
from her investment, amounting to nearly
a million of dollars, in the Atlantic and Gulf
Road, the future success of which will he
greatly endangered, in common with the
other roads of the State, by the partially ob
structed navigation of the river.
To arrive at a proper appreciation of the
necessity for an early completion of the d
sirod improvement, there are two other tacts
to be considered in connection with the
foregoing—to wit: The discovering of
constantly increasing diminution of tho ca
parity of the main channel, resulting from
an increase of the number of emaller chan
nels, the latter being created by tbe prei
ence of tbe obstructions and the consequent
deposit of vast quantities of debris aud
mpd. These injurious consequences are
constantly multiplying, and it not checked
by the removal of the causes, which have
been accum ulating for nearly seven ycuis,
must result disastrously, not only to tbe
commercial prosperity of Savannah,butto the
highest interests of the State generally. And
again, in common with all who have at beait
ths growth in weatlb, power -and influence
of the great commercial city of the Stale, the
Legislature must feel a deep interest in
movement now under way to establish di
rect communication between it and tbe Euro
pean ports. It is known that certain promi
nent capitalists iu our midst have awaked to
tbe importance of doing something to extend
our commercial' interests. Georgia capital
has too long given its aid to other cities.
The time has come when we must exert our
selves, that we may attain that position to
which we are, by reason of our advantages,
so eminently entitled. While oth ir cities nit
over the country, having not a tithe of our
advantages, have been constantly making
rapid strides and extending their facilities
for foreign commerce, we have remained ap
parently indifferent, heedless alike of the ac
tivity of our rivals and of those advantages
which - we ourselves may command. Our
natural facilities are unsurpassed by those of
. any city of the Sonth Atlantic or Golf. The
vast increase of the influx of products to this
port for sale, and exportation, is attracting
the attention ofc business men and capitalists
throughout the country, and with our con
stantly increasing means of supplying all
that is requisite for maintaining direct com
munication with Europe, there can be no
doubt of the result. Our railroad commu
nications are constantly increasing, and are
now sach as to give every assurance of a targe
and constantly increasing carrying trade. It
needs but a little liberality on the part of tjie
Legislature in the way we have pointed out
—a unity of action among our capitalists,
and a liberal view of facts beyond question,
to place the second commercial mart of the
cotton States in its proper position, and from
such a movement, with the ^obstructions in
our river removed, we may, with reason, an
ticipate the most gratifying results. With
direct trade would come all its accessories.
Gnr magnificent pines and oaks would then
be built into ships and steamers, and our
city affordiug employment to thousands; our
young men would be trained to tbe sea and
to mercantile habits and pursuits; the cus
toms amounting annually to large sums, the
commissions, the pay of agents, broken, Ac.
amounting to mlflions more, would then be
disbursed among ourselves, and above all,
direct trade would bring with it immigration,
and with immigration would come home
manufactures. These are some of the high
considerations which appeal to our Legisla
tive whole State as well.

This body, to which the eyes of tbe whole
nation are now liirned, convenes to-day. A
dispatch in another column slates that a cau
cus of Radical members was ltqld in Wash
iogton on Saturday evening, and with other
things, unanimously recommended tha.t tbe
Senate reject all tbe appointments to office
made by tbe President duilng tbe reoess oi
Congress on “merely political grounds.”'
This would seem to be the signal lor a re
newal of the fierce attacks made by the
Radicals last winter upon the Executive
branch of the Government.
Every Southern leader leels that measures
of tbe greatest moment to this sectiou will
ba enacted daring tbe three months com
pristog tha present session, and tbe question
very naturally presents itself: Will Congress
be equal to tho task of reconstructing
tbe Union in such a way as to subserve all
the great interests of tbe country, and pro
duce that peace and concord which all true
patriots North and South so much desire, or
will it continue to be governed by s narrow,
selfish, and partisan spirit, whose chief' aim
shall be to perpetuate its own power ? Many
Northern journals have recently expressed
the belief that there is a disposition on the
part of the dominant party, wuh the excep
tion of a few, to reconcile the differences <-x-
isting between that body and the President,
but tho action of ths caucus to which we
have adverted gives no ground (or hope that
the expectation will be realized. After the
lapse of sufficient time for tbe evil passions
of tbe last session to have abated, the Radi
eals meet lo-day, we tear, inleut on nothing
but war, bn tbe President, and, it may be,
tbe most atrocious acts of deliberate cruelty,
oppression and injustice to the defeated
Slates. But it is to be hoped that |>o:i-
tical agitation cannot long lire and tl mr-
ish in the presence of tho unsatisfied ne
cessities ot the people; but iu lieu <>! it
wid come sober, practical legislation—legis
lation which shall have the appearance, if mil
the reality, of promoting the public iuteresis.

less agitation and liecrowuel with beneficent
influence! upon the great questions that will
come before it, “is a matter upou which
hope may be left to dwelt without the aid of
prophecy.’’

property under certain circumstance*. '
The bill waa taken up by sections. Various
amendments were oifcred, some ot which
were ■ accepted. Pending action on tbe
amendments to the second section, tbe
House adjourned to 3 o'clock, P. M.
Yesterday being Thanksgiving Dot, neither
House transacted any 'bnunesa. This waa a
wise arrangement, as' members generally
spent so much of the night befiife' enjoying
the entertainments at the levee, that they
were in a poor condition to legislate. Tbe
inclemency of the night 'before continuing
through the greater portion of the day, any
thing like comfortable out of door locomo
tion was out of the question, and for the
greater portion of the day members kept
their rooms. Many who were' ao Unfortu
nate as to get their hats exchanged at tha
levee ionnd themselves the involuntary
owners of such leaky tiles as to be unable
to go out on the street without an umbrella,
and these, too, were among the missing ar
ticles when the levee adjourned.
As will be seen by the meagre report of
this morning’s session, nearly the whole time
was spent on the slay law. There are nine
(9) sections to the bill as reported by the Ju
diciary Committee, • and should no greater
speed be made on the other seven, which are
u 'lyet touched, it will consume the residue
of the session. The advocates of relief are so
folly bent on soma effectual plan to stop the
levy and sale of property under execution,
that they are offering every conceivable
amendment—not for the purposed of clogging
the bill, bnt to provide tor every accidental
case that may occur: ~ Every effort is being
made to relieve the unfortunate debtor, while
no one thioks of the unfortunate creditor.
Tbe unconstitntionslity of this law is un
doubted, while, as a matter of policy, there
is considerable doubt as to the propriety of ’
such a law.

The General Assembly would do injustice
to tbe great heart of Georgia not to give
some formal expression of their respect for
the character and sorrow for the coudiiiou
of tbe illustrious prisoner of State, Jefferson
Davis. Ail tbe generous pulsations of that
heart are in tutl unison and sympathy with
sufferings and misfortune*. Its warm affec
tions cluster around the fallen chief of a
once dear, but now, abandoned cause. There
they will cluster aud centre while men
admire all that is chivalric in nature; while
they regard all that ia constant in purpose ;
while they love all that is noble in virtue ;
while they revere all that ia sublime in laitb,
and respect unfailing grestneas of soul.—
Therefore^ the General Assembly of Georgia

Resolved, That their smeerest condolence
and warmest sympathy are tendered to Mr.
Jefferson Davis in bis confinement, aud they
took forward with anxious solicitude to the
day when n magnanimous and patriotic
President shall pnt a term to bis confine
ment, ana by the interposition of Executive
clemency restore kirn to a people lor whom
be so faithfully straggled, and on account of
whom he endures, with Christian fortitude,
the hardships of a long and rigorous im
