A Lakhntaale Teaoedt. —Our city was
the aoene of another shocking incident fin
Thursday morning. Dick Jerkina, of this
place, was killed by a shot from a pistol in
the hands of a young Mr. Kemper, the
clerk of the State Comptroller. ? *
Shot.—We are informed that on Tuesday
25th iusU, a soldier belonging to the detach
ment of the 7th U- S. Infantry on doty at
this poet, while under arrest, made an at
tack, with an axe, upon the sentinel guard
ing huh, and was instantly killed by a shot
from the musket of the latter.
• The sentinel, we understand, did bat his
duty under military regulations.

A case on the information docket was called, and
neither the defendant nor the officer appearing, the

Section 1. Be it ordained by the Mayor and Aider-
men of the city oi Savannah, in Council asaeiubled.
and it is hereby ordained by the authority of the
same, That on and after the first day of January next,
1867, taxes and revenue for the support of the govern
ment of the city of Savannah, and for the advantage
aud benefit of the inhabitants thereof, shall Be as
sessed, levied and raised at and after the following
rate.-s tfiat is to say:
L At the rate of one and a quarter per centum per
annum on real estate in said city, according to the
Viduatmn tor the ye*'rlS66, and snch subsequent valu
ation for improvements as may be made in the y<
1807, or thereafter.
2. On the excess of all rents in said city over
per centum oa the city’s valuation of the property,
five per centum per annum on such excess: the valua
tion to be based ou the assessment of 1866, and such
ibsequent valuation as may be made lor improve
ments Mince said valuation In 18<36; and in the event
the Treaeuier ahall have reason to believe that an im
proper return has been made iu any case under this
ordinance, the said Treasurer is hereby fully author
ized and required to call upon any person or persons
and put such person or persons under oath as to the
justice of such return; aud, on proof made that such
roiurn is unjust or improper, the person so making it
bhall be liable to a double tax, without the privilege of
appeal to Council for remission of such double tax.
’6. On all gross sales of every kind of goods, wares
and mercUaudlze, including all sales by brokers and
auctioneers, including lumber, timber, shingles and
staves, aud excepting liquors, ope per cepcnm; sales
of real estate, oue per centum; stocks and bonds, one-
quarter of ope per centum*
4. On the amount ot all grpss sales of liquors, in
cluding wiue, mult and spirituous liquors, whether at
wholesale or retail, two per centum.
5. Ou all gross sales of cotton, one-tenth of one pet
centum.
6. One per ceutum on all commissions or profits de
rived from any business transactions by any mer
chant, factor, auctioneer, broker, forwarding, ship
ping or commission merchant, and one per centum on
the value of a.l furniture, jewelry and plate worth
over three hundred dollars, including pianos and all,
other musical instruments; and one-fourth of ope per
centum on the value of all solvent bonds, mortgages,
judgments, notes, and other evidences of debt owned
or controlled iu the city of Savannah, except bonds oi
the city of gavaunfth.
7. One per centum per annum on all inoomes de
rived from salaries, and the pursuit of any profession,
faculty, trade or calling whatsoever, except income
from real estate.
8. One per centum on gross receipts of any business
transaction not included in the above and foregoing,
and including all local insurance companies, gas
companies, express c ompanies, cotton presses; all re
ceipts tor lreight, and l«r passage money payable in
this city; apd of all hotels aud restaprapts; and on all

Mon before the Mice Court. Such licenses and badges
shall be issued bythe Clerk of Council, and tbe li
censes shall be signed by the Mayor, attested by the
Clerk, end have impressed on them the seal of the
city. And it is hereby declared and ordained. That any
shipmaster, captain, supercargo agent, or other offi
cer of any ship or vessel who shall purchase a cargo
or past of a cargo of timber, lumber, cotton, or any
other produce except through a rarularly licensed
commission merchant or broker, sMh be liable to a
penally ol one hundred dollars.
Safi. 4. And Ik is further ordained by the authority
aforesaid. That every male resident of mid city, be
tween tbe ages of twanty-ooc and sixty years shall be
liable to a poll or capitation tax of one .dollar annu
ally, except only turn of said persons as maybe en
titled to registry and to vote at citr eiectious, and who
register their namts aud pav fer the same. *

afor said, That on and after the first day of January
next, the price of a license to retail spirituous liquors
for one year ahall be one hundred sod fifty dollars,
and the applicant shall be required to suomit as se
curities two responsible freenoklers of the neighbor
hood ss a prerequisite to the issue of said license;
and for a wholesale liquor license the prioo shall be
•ne hundred dollars. And no bar-room ahall ba li
censed which baa not an outran ce to it separate and
distinct from tha entrance to the dwelling, and the U-
• tefcteii ba forfeited for a second violation of any
fesr or city ortlinanoe; and in case of forfeitnre
the license ahall not be renewed for the space of two
year*.
Sic. A And it is hereby ordained by the authority
of tha same. That hereafter the following shall be the

mals hereinafter mentioned:

Sue. 7. And be it further ordained by the authority
aforusaid. That all returns required by tlus ordinance

first day of January of each year, or within ten days
thereafter, respectively, for the three months imme
diately preceding such respective days, and that for
gross soles, including freight and passage money, and
gross receipts of all oomuiercial agencies, and gross
receipts of all steamship, steamboat and vessel agen
cies carried on by other than licensed commission
merchants or brokers, returns shall be made between
the first and tenth day of each month for the preceding
month, beginning with tbe month of February next,
eighteen hundred and aixty-suven.
SnC. 8. And be it further ordained by the authority
aforesaid. That all ordinances and parts of ordinances,
s<> far as they militate with this ordinance, be and
they are hereby repealed.

The extension of Bilbo's canal and the drainage to
be effected thereby, as also the sewer to be opened
into Springfield Plantation, and the dra 30 there

amined by personal inspection on the part of your
committee.
Too much has been already said of the benefits to
result from these works to require furlhei comment.
Your committee have been iu oananttation with the
engineers, Genera) Gilmer and) Mr. Hogg and they
have resolved to recommend to you thr excavation
bid of Daniel McCarthy, at thirty cents the rubic yard,
for the work on Bilbo’s canal extension.
They also recommend that the sewer to Vo run into
Springfield Plantation be built of the beta heart-pine
wood, and they recommoud that the committee be
authorized to put out this wooden sewer aud the work

Coroner’s Inquest.
t Harm Schrocder, the man who was shot on Chiist-
em night, und who has been lingering ever since,
• died \tsterdty morning at bis residence, corner ol
Zttbly and Fahm streets. Dr. R. P. Myers, the Coro
ner, k-iug informed of the death, summoned a jury
and held the inquest at the above place. The evi
den- e woB voluminous, but nothing, positive was
elicited. From what we could learn tbo deceased, in
company wiih a colored man named Joe Doe, had
been on a spree, and at about 11 o'clock they started
tor a house occupied bv mulatto prostitutes In Read
range, near the canal. The colored man would not
goto the hon^e with the deceased and lie went alone,
knockiu;r at the door, a young man came out and
threw him down the steps. He was then jumped upon,
and a man in undress came out and fired a pistol,
vhlch took effect in the back of the deceased. w
One witness was examined who testified that the
wirness. Doe, knew the name of the man who fired the
•hot Doe was therefore put under bond.
Dr. Thomas Smith held a post mortem examina-
fcon, and found that deceased had died from internal
hemorrhage, caused by a pistol ball.
The jury rendered a verdict in accordance with
’•he tesiimony of the examining physician.

procuring a photographic portrait, which was regard-
by the late Bishop himself as ono of the best like-

Perkins has preserved the negative of the picture and

preserve a life like portrait of the venerated end la-
mental Bishop.

each. Aud all dogs found running at large without
such badge shall be Impounded, and if not reclaimed
in forty-eight hours shah be disposed of.
Sec. 2. And be it further ordained by the authority
aforesaid, That whenever, under this or any other
ordinance of said city, any return may be required or
auy tax De assessed or due, by or from any non-real,
dent company or corporation, tbe return shall be
made aud the tax be payable by tbe agent or other
manager or dire, tor of such company or corporation,
aud for every default execation shall iaaue accordr
iu-ly- and that iu tbe case of every person or persons
liable or subject to make a return under this or «ny

cose where a cargo or part of a cargo of any timber,
lumber or other goods, wares and merchandise shall
be delivered or laden in any ship or other vessel
within the corporate limits ofSavanaah, soon timber,
lumber, or other goods, ware* or merchandise shall
be liable for the tax of one per centum on the grots
sales or value of each timber, lumber, or other goods,
wart s or merchandize, and such ship or veseel shall
in no case be permitted to depart until or before the
payment of such tax, or until satisfactory resident
security be given for tue same.
v. Sec 3. And be it further ordained by the authority
aforesaid. That the following persons and parties
shall be compelled, and are hereby required to take
cut licenses annually, on the lirst day of January or
wiibm ten days thereafter, and independently of the
income or commission tax, and to pay for such license
the sums severally horainaiter designated, that is to

and retail dealer in goods, wares and merchandise,

engaged in buying or selling exchange, au annual

In reference to licenses to retail spiritnous liquors
8KC. L The Mayor aud Aldermen of the City of 8a-
vannnb, in Council assembled, do hereby ordain,
That from and after tbe passage uf this ordinance
every retailer uf spiritnous liquors witbin tho corpo
rate, extended ana Jurisdictional limits of the City of
Savannah, ahall hang up in a conspicuous place in bis
or her bar room, or place of business tbe license to
retail; and any sucb person tailing sq to do, shall, on
oonviction,be fined in the sum of not exceeding twen
ty dollars for every day's default: besides which, the
license of such person may be revoked aud annulled
for the second offence.
Sec. 2. And it is further ordained by the authority
aforesaid, That so muoh or auy existing ordinance
requires s retailer of spirituous liquors to have over
the door, on the outside of the house or shop, the
words “licensed to retail spirituous liquors," be and
tho same is hereby repealed.
