The Democratic Platform.
OmiBsiona and errors of Importance having oc
curred in the platform adopted by the National Oon
vention, as transmitted by telegraph, and as pub
lished in the News and Herald, we republish the
same in a corrected form; and as it is desirable that all
shall become familiar and impressed with-the prin
ciples it enunciates, we will keep it standing in onr
oinmns as lung as convenience will allow
PLATFORM. *
The Democratic party, in National Convention as
sembled, reposing its trnst in the intelligence, pr
triotlsm, discrimination and justice of the people,
.standing upon the Constitutl m as the Xonndatlon
and limit ition of the powers of the Government, and
tne guarantee of the liberties of the citizen, and re
cognizing the q^estiond of slavery and secession as
having been settled for all time to come by the war,
or tne voluntary action of the Southern States In
Constitutional Conventions assembled, and never to
be renewed or reagi Dated, do, with the rdtUrn of
peace, demand:
First. The immediate restoration of all the Stat
to their rights in tne Colon under the Constitutic
and of juvil government to the American people.
Second. Amnesty for all past political offences and
the regulation of the elective franchise in the States
by their citizens.
Third. The payment of the publio debt of the Uni
ted States as rapidly as practicable; all moneys
drawn from the people by taxation, except so much
as is requisite for the necessities of the government
economically administered, being nonestly applied to
such payment; and where the obligations oi the gov
ernment do not expressly state upon their face, or
the law, under wbiou they were issued does not'pro
vide that they shall be paid in coin, they ougnt, in
right and in juaiice, to be paid in the lawful money
of the United States.
Fourth. Equal taxation or every species of property
according to its real value, including bonds and other
p nolle securities.
Fifth. One currency for the Government and the
-people, the laborer and the office-holder, the pen
sioner and the soldier, the producer and the bond
holder.
Sixth. Economy in the administration of the govj
eminent; the reduction of the standing army and
n*vy; tne abolition of the Freedmen's Unread, add
all political instrumentalities designed to secure negro
supremacy; simplification of the system and discon
tinuance oi inquisitorial modes of assessing and col
lecting internal** e^enoe, so that the burden of taxa
tion may be equalize and lessened, the credit of the
Government and the currency made good; the repeal
of all enactments for enrolling the Slate militia mio
. national forces in time of peace, and a tariff for
revenue upon foreign imports, and such equal taxa-
. tion under the internal revenue laws as will afford
incidental protection to domestic manufactures, and
aswili, without impairing tne revenue, impose the
least burden upon and best promote and encourage
the great industrial i nterests of the country.
Seventh, deform of abuses in the administration;
expulsion of corrupt men irom office; abrogation of
useless offices; the restoration of rightful authority
to, and the independence of, the executive and judi
cial departments oi the government; the subordina
tion oi the military to the civil power, to the end
that tne usurpations of Congress and the despotism
of the sword may cease.
Eighth. Equal rights and protection for naturaUzed
and native bjrn citizens at home and abroad; the
* atssriion of American nationality which shall com
mand the respect of foreign powers, and tarnish an
example and encouragement to people struggling for
national integrity, constitutional liberty and indi
vidual rights, and the maintenance or the rights of
naturalized citizens against the absolute doctrine of
ImmutaDle allegiance, and the claims'Of foreign
* powers to ponisa them for alleged 1 crime committed
oeyond their jurisdiction.
In demanding these measures and reforms we ar
raign the ft&dical party for Its disregard of right and
the unparalelled oppression and tyranny Which have
marked its career. After a most solemn -'and unani
mous pledge of both Houses or Congress to prosecute
l the war exclusively for the .‘maintenance of the gov
ernment and the preservation of the Union under the
Constitution, it has reoeatediy violated that most sa-
* cred pledge under which aloue'raHied that riotfle vol
unteer army which carried onr flag to victory.
Instead oi restoring the Union, it h&aoo far as in its
power diBiOlved it and subjected ten States, iu time
of profound-peace, to military uespotism and negro
supremacy, it has nullified mere the right of trial
by jury; it has abolished the habeas corpus, that most
sacred writ of liberty; 4c has overthrown the freedom
of speech and tae press; it has substituted aroltrajry
seizures and arrests, ami military trials and secifec
star chamber inquisitions ior the ^constitutional tri
bunals; it has disregarded in time of peace tae right
ot the people to be iree froai searches and seizures;
it has entered the post and telegraph offices, aha
even the private rooms of individuals, add seized
their private papers and letters frlthont any specific
Charge or notice of affidavit, as required by tne Or

the Board of Health,‘a lis r of Uie said Board for
1858 is published for information ci citizens and
householders, and attention la called to the following
extracts from City Ordinance:

(2.) It 3hall be the dnty of said Board to visit and
inspect each and every lot, enolosure and yard in
their respective wards, and where any filth or un
wholesome collections may be found, the same to
have immediately removed by information to the
Marshal or City Scavenger, whose duty It shall bo to
immediately attend to such information,* and to have
the owner or occupier of Buch lot, enclosure or yard,
summoned before the next Connell thereafter, to an-
Bwer for such neglect. And any person who shall
refuse admittance to any member of said Board to
visit and inspect such lot, enclosure or yard shall, on
conviction thereof- be fined a sum not exceeding
thirty dollars.
(3.j It shall be the dnty of said Board to report all
filth or unwholesome collections that may be found
in any street, lane or wharf, to the Mayor, whose
duty it shall be to have the same immediately re-
mo ved by the proper‘Officer. ^ ^

of the publication of this order, or be forever de
barred from any participation in or dividend of or
claim to the aaseta of arid Bank in the hands of the
said John C. Ferrili, assignee, to be distributed.

AN ORDINANCE
To grant to the Savannah, Skidaway and - Seaboard
Railroad Company tne right to construct, a rail
way along the streets of Savannah on the terms
therein mentioned.
Section 1. The Mayor and Aldermen of the city Of
Savannah, in Connell assembled, do hereby ordain,
That the Savahnab, Skidaway ahd Seaboard Rail-
for the < arno?OT which tbiafranobise ia granted.over
all the streets in the oity of Savannah, excepting
such streets as are Intersected by squares and those
of less than forty-five feet in width," for the purpose
of connecting their line of railway with the streets
of the city by horse railway cars or carriages, andfr
transportation of passengers and their baggage, r
to constrnct a street railroad and such brand
switches, turnouts and side tracks as may be nei
earv in and along said streets, and to use, own a

tained by digging or otner unavoidable work in re-
nairlng or laying gas or water pipes now running or
to be run along any streets In Savannah; bat tbe said
city shall in no caso tear np or nndermlne aald tracks
to lay down any new^plpes^or ducts for gaa or water,
Section 10. That there shall be no tax levied and
collected by the city of Savannah from said Compa
ny for the space of four years from the passage ot
this ordinance.
Section 11. That said Company and its agents shall
be nnder the same police regnlattons ana liable to
fine as other persona for violation of the ordinances
of said city of Savannah.
Section 12. That the grade of the track of eald
street railroad shall not, when it can possibly be
avoided, interfere with tho usnal or natural grade of
any street through which it may be laid. And the
City Surveyor shall fix the grade of said track always
in advance of the laying thereof, so that the work of
saidCompany shall not be delayed. And tbe grade
