York Herald today makes the follow
ing editorial amende : ‘.We spoke se
verely the other day ot Kx.- Governor
Vance*, of North Carolina, in the belief
that he hud ready uttered some brutal
words which we're reputed to him in a
local newspaper and we were led to
trust the reports by some passages in
Judge Settle s reply to Mr. V nice which
seemed to refer to the language imputed
to Mr. Vance. A dispatch, which we
print elsewhere this morning, show on
the testimony ot Judge Seitle, Mr. Vances
opponent, that Mr. Vance did not use
the language imputed to him. but that
lie ijuolcd from one ot the ‘bloody shirt’
speeches of Mr. lugersoll, a fvepublcmi
speaker, who is doing a great deal to
make sensible men vote the Democratic
ticket all over I'm country. Mr. Vance
and Mr. SetDe are slumping North Car
olina together. They are rival candi
dates for the Goveriuhij). Judge Settle
heard and replied to Mr. Vance's speech
aud lie at once, on being asked if the re
port was correct, said it was not. That
is sufficient and the best evidence that
Mi. Vance did hot say what was impa
led to him. Of course our letnarks had
no cause and fail to the giound.’

Ihe telegiapli informs us that all the
old members of congress of Georgia
have been renominated, a <1 as a dem
ocratic nomination in Georgia signili.-s
an election, their return lo ihe congress
ional halls is assured. The selections
were decidedly wist, any evince an ab
sence of much party contention in the
di mocratic ranks. No .Mala can claim
an eminence over Georgia in lie intel
lectual character of its congressmen, and
it is a matter of gcneial congratulation
that the old delegation has been reuomi
tinted.
The mistake is not mifrequently
made of changing congressmen arbitra. %
l'y at the end of each term. Of course a
public position cannot be an inheritance
in this country, but the idea ot lolaliou
in office, though it may be commendable
rs applied to executive departments,
must not be interpreted too severely as
applied to the legislative and judicial.
Frequently congressmen are changed
just at the moment when they are cul
pable of ppneruiing some service. An
apprenticeship of a year or two is nec
essary to an intelligent understanding of
legislative business, and often imputa
tions are wrecked by u stupid belief that
a local public orator should immediately
distinguish himself on his elevation to a
legislative position.
It is a nailer ot self congratulation
that the democratic, party has very gen
orally recognized this fact in their nom
inations throughout the country. They
propose to send back the best men, re
gardless of previous terms of service, and
relegate those to obscurity who have
fallen short of expectation. Louisiana
has been one of the foremost in this ex
ample, and Georgia has not been tardy
