subjects which should have commanded

It is well known that a bill providing
for a return to spioie payment in 1877

The St. Louis Depubliean thinks

that he did not dare remain. among
his constituents “ long enough to

Collector oftk • kite regime in Louis
iana came to make Ids settlement and
turn over liis office to his successor,
Ids accounts showed a deficit ot fitly
odd thou-a *d JoJlais, which neither
lie nor Ids bondsmen were able to
make goc d.
The Collector was thereupon pro
ceeded against by the new govern
ment, and to save himself he account
ed for the missing funds by showing
that a large portion of them had been
seized upon by Kellogg, at that time
acting Governor, and by him used
to bribe members of the Legislature.
The council employed by the default-
ting Collector to defend him had fully
examined the case, and had informed
his client that there was no escape
except by turning State's evidence.
This is not a pleasant situation to
confront a Senator of the United
States at the outset of his term.
There can he no doubt that Mr Kel
logg will he indicted for the double
crime of embczzl’ng funds belonging
to the State and then using the same
to bribe State officials with. The
question will then turn upon his ex
tradition front the District of Colum

courts of the State under whose laws
lie i< an accused criminal Tito: e need
lie no apprehension that the mills ot
justic e xvil! he made to grind lightly
in this ease as in another ease of re
cent notoriety somewhat similar.
There will lie no ground upon which
Mr. K<-11 gg can condone his offence;
lh re is notiihig which lie can possi
bly do to divert worn his track the
pursuit which every voice of public
sentiment in the State lie pretends to
r< jtresi'iit will fasten upon him to tho
last hour of his term, unless they get
him s< •otter. Ret ween Kellogg and
the people of the S'ate, whose repre
sentation in the Senate he defiles,
there cam he no peace—not even a
truce oran armistice. Partisan exi
gency, pressing upon flexible courts
in this District may create tor him a
sanctuary here. But, if so here lie
must stay incarcerated upon this little
ten miles by seven of territory for six
years. Requifi ions up*n Governors
ot Virgin'a, Maryland, New Jersey
or New York from the Governor of
Louisiana, demanding the body of
William Pitt Kellogg, will be honored
instantly, ami the resources of the
outraged State will he exhausted in a
sxstcin espionage to catch the distin
guished criminal upon some square
loot of soil not like the District of
Columbia, subject to the jurisdiction
of Radical party exigency. This is
the outlook for Kellogg. To be sen
ator from Loui-iana he mast immure
himself within the narrow boundaries
of the District of Co umbia.
