Mr. Patter on, while he must be
commended for such independence as
he has shown, is liable to be classed
in the same groupc. The reasons
which he gave for his determination
to vote for Butler were assailed, but
they all applied with equal force to
Kellogg’s e.sc, the only difference
being that the fall of the Packard
dynasty did not affect his prospects,
while tin* overthrow of Chamberlain
did.
These four inconsistent statesmen

governor of Kossovo telegraps that
December 5th, Servian forces arrived

There was also a disturbance and
fighting on the 6th betwocr. the
Servian and Musselman inhabitants
of Sienica.

at Yavor and erected fortifications on

Mr. Conkling is the most conspicu
ous. Ho pretends to be deeply con
cerned for the welfaro of the civil
service, and thoroughly convinced
that the President’s policy is calcu
lated to do it serious injury. In
stead, however, of opposing it as a
matter of principle, ho attacks it on
personal grounds, anti so far from
following a consistent line of ccndnct,
approves a bad appointment in Mary
land, while he denounces a good one
in New York.
Mr. Edmunds also deserves the
title. He opposed the admission of
Pinchback on a question of abstract
