tionment bill bv the present Con
gress. That was the real party pur
pose at the start, but it was found
difficult for a time to get the mem
bers on that side united. The ad
vantage of immtdiately passing an
equitable bill is apparent to every
body, but partisan jugglery has been
employed to prevent it. It is a heavy
responsibility lor any party to as
sume.
