think that our Northern href linn
could not do a more kindly or grace
ful act than lo concede the position
of Speaker to a member from a South
ern State. If we are correct in this
view, we think that the claims of
Georgia the Banner State amongst the
late ''reconstructed,” should, without
anoganeo, lie regarded as paramount.
In that uolde l>nnj£of patriots which
she sends to represent her, is the gen
tleman whose name hea ls this article,
for whom we claim the position its
our first choice, and we believe the
first choice of aonnjority of the party.
We know of none, who unites the re
quisite qualifications of firmness,
quickness and urbanity, with a thor
ough knowledge of parliamentary law
in a higher degree than Mr. Har
tridge. Our personal acquaintance
with him is slight and we have no
claims upon him except such its we
share in common with every other eit
isiiU. But we do know his great abil
ities and sterling patriotism; and we
would like to see the proud old days
come back, when Georgia should be
ns worthily represented in the third

DEATH OF HR DUNLAP SCOTT.

■who died at his residence in Rome on

right finally triumphed over wrong.
Wo should cherish- the memory of
him who had the courage to lead in

or wharf ill said city shall be fined in a sum
of not to exceed 220. Provided, such per
mit, so obtained, shall be given by the Citv
Marshal, acting uml. r the instructions ut
the Chairman of Hoard or of the Chairman
Committee on Docks and Wharves of the
said Hoard setting forth the exact spot and
the quality to be so deposited.

Section 1. The Hoard of County Com
missioners exercising jurisdiction in tlk

That it shall be the duty of said Clerk and
Treasurer to keep an office in the City of
Darien in a central position at present at
the City Hall when the same shall la-com
pleted. which office lie shall open and attend
regularly each day (Sundays only excepted,
unless bv permission) from 9 a. m. to 2
p. in., to which all persons having business
with the said authorities or said Clerk in tin
line of his duty may repair; and ic shall be
his duty to te< eive and lay before the Chair
man. or Board, or member thereof, or chair
man of any committee to whom directed,
any jietitiou or application at the next regu
lar meeting after same has been tiled, or
sooner, if required, and to keep as such as
is neceessarv on tile.

That tlie following shall constitute the
sjiecial duties of said Cieik in addition ti

To have recorded in the office of Clerk ol

the bonds taken for the following: Citv
Clerk arid Treasurer. City Marshal. Deputy
Marshal, Harbor Master, within five day
liter said officer shall qualify. He shall also
keep in the vault prepared for th•• t purpose,
all boohs, papers, and records of the oi y ol
a valuable nature, and safely deposit satin

ot County Commissioners, exercising*

jierson who shall engage in the purchase
and sale ot junk iH said city and any one en
gaged in the shipping thereof shall first take
iml pay for a licence in the sum of Fifty
Dollars; and on failure so to do shall, on
convict ion, he fined not exceeding Flty Dob
lars and cost, for each offence and in delault of
which, execution shall issue and be levied
upon the slock in trade of said junk dealer.
(Sec. 2. And it Is further ordained, Ac
That for the purposes ot this Ordinance the
following articles shall be comprehended as

pewter, copper, lead, rags, of all kinds, p H I

have purchased any junk, the property of
my mill owner, steamboat, vessel, or of tlie
City of Darien, knowing the same to be not
the proja tty of the seller, the dealer shall
he lined in the sum of not exceeding Fif:y

voked. This condition shall be stated in
tlie licence; at and no jm.k dealer shall he al
lowed to purchase my jnnk fn.ia any minor
without the wriiti u peimission of the jm
n-iit or giund.aii of said minor. Any one so
offending shall he tic med a principle, and
upon conviction betoie said Cliairman at a
Police Oi>iirr shall be fined in a sum not to
•xceeil Fitly Dollars anil costs tor each of
fence and forfeit his licence. No junk shall
be Jim-chased before sniniso or after sunset;
nor shall the jnemises be opened for trans
action at such time under a penalty of
Twenty-live Dollars or forfeiture of licence.
