of one-half of one per cent, on their not
earnings.
Sec. C. All home and foreigu insur
ance companies, doing business in this
State, shall pay one per cont_ On all

ed by them; Provided, That -when a
home insurance company pats its tax on
its capital stock, it shall pay no tax on
its premiums; aud all express companies
from other States, doing business in this
State shall pay tax of one per cent, on

and paid as in succeeding sections; and
that all domestic expresp. companies, and

play, amusement, not prohibited by law,
ten dollara. That all venders of any
patent medicine, liniment, or any other
article of like character, (except regular
merchants and droegests,) shall be linbio

in which they may peddle.
8. There shall be levied a specific tax,
for educational purposes, of ten cent*
per gallou on ever^r gallon of brandy, gin,
any person in

this State, and the amount sold shall be
in trader ootli. Quarterly return*shall be
nude on the first days of April, July, and
October and January, in each year, by
all persons within tho county who sell
liquor in quantities leu than thirty gal
lons, of the amount sold tbs proceeding
quaiter. Said returns shall be made to
the Tax Collector of the county,, who
shall demand and collect the tax due
when the return is mode. It shall be
the duty of the Tax Collector to require
all persons selling said liquors to make
their returns and pay the tax thereon;
and if any person shall foil or refuse to
make liis return and pay said tax, lie
shall be assessed by the Collector a
r ifle tax of one thousand dollars, aud
Collector shall proceed to collect the
samo by execution, as in other eases of
other taxes due aud unpaid, to go into
effect on the 14 of October, 1870.
S>. That each and every male inhabi
tant of this State, on the first day of
April, lie tween the ages of twenty-one
and sixty, shall pay a tax of one dollar
for educational purposes.
